The increasingly shifting paradigm from a reactive response orientation to a proactive prevention mechanism has put the pressure to build a fool-proof system, including, within its ambit, the components of the prevention, mitigation, rescue, relief and rehabilitation. Flood Control Order of today marks a shift from a mereresponse-based approach to a more comprehensive preparedness, response and recovery in order to negate or minimize the effects of severe forms of hazards by preparing battle. Keeping in view the nodal role of the District Administration in Disaster Management, a preparation of Flood Control Order is imperative.

Flood-prone areas of the district have been identified. A participatory process has been outlined, leading to the development of an acceptable level of risk. Measures can be evaluated and implemented to meet this level. Floods are the most common and widespread of all natural disaster. India is one of the highly flood prone countries in the world. Around 40 millions hectare land is flood prone in the India as per the report of National Flood commission. Floods cause damage to houses industries, public utilities and properties resulting in huge economic losses, apart from loss of lives. Though it is not possible to control the flood disaster totally, by adopting suitable structural and non structural measure, the flood damages can be minimized.
