The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership. -

These articles established export and import tariffs and the concept of "extraterritoriality" (i.e., Japan held no jurisdiction over foreign criminals in its land. Their trials were to be conducted by foreign judges under their own nation's laws). Japan had no power to change these terms. • 1868: Japan, in an effort to modernize and prevent future Western dominance, ousted the Tokugawa Shogunate and adopted a new Meiji Emperor. The next few decades saw rapid and successful industrialization during the Meiji Restoration. • 1899: With newly gained power from recent industrialization, Japan successfully renegotiated aspects of the Unequal Treaties. • 1899–1901: The Boxer Rebellion led China to a humiliating defeat by the Eight-Nation Alliance of Western powers including the United States and Japan, ceding more territory, and dealing one of the final blows to the struggling Qing Dynasty. • 1904–1905: The Russo-Japanese War began with a surprise attack and ended by an eventual Japanese victory over Imperial Russia. energ securit STRENGTHENING U.S.-TAIWAN rogra DEFENSE RELATIONS POLITICAL AND SECURITY AFFAIRS Foreword by Admiral Jonathan W. Greenert he U.S.-Taiwan relationship is under the spotlight at a critical time. Concerns are rising over China’s global campaign to undermine Taiwan’s legitimacy. A freeze has occurred in official cross-strait exchanges since the Tsai Ing-wen administration took office, the U.S.-China trade relationship is increasingly tense, and the Trump administration has shown a growing interest in Tthe Indo-Pacific region. Washington is certainly aware of Chinese assertiveness in the Indo-Pacific. The rapid pace of People’s Liberation Army (PLA) modernization has positioned China to carry out its active defense strategy in the western Pacific, South China Sea, and Indian Ocean within a few years. Despite the continuous presence of these strategic and military challenges, Washington still lacks a consensus on how to strike a balance between the merits of fostering defense relations with Taipei and the costs of retaliation from Beijing. During the Obama administration, the United States’ and Taiwan’s diverging views on defense policy and cooperation posed obstacles to bilateral security ties. Due to rapid Chinese military modernization and then president Ma Ying-jeou’s prioritization of relations with China, the United States developed an “asymmetrical defense” framework for its arms sales policy. This framework essentially meant that Taiwan had to rely on its geography and focus on anti-landing operations to counter a PLA amphibious invasion scenario. The United States expected Taiwan to invest most heavily in land-based mobile antiship cruise missiles, sea mines, and multiple-launch rocket systems. -

This report will be updated as warranted. Taiwan formally calls itself the sovereign Republic of China (ROC), tracing its political lineage to the ROC set up after the revolution in 1911 in China. The ROC government retreated to Taipei in 1949. The United States recognized the ROC until the end of 1978 and has maintained a non-diplomatic relationship with Taiwan after recognition of the People’s Republic of China (PRC) in Beijing in 1979. The State Department claims an “unofficial” U.S. relationship with Taiwan, despite official contacts that include arms sales. The Taiwan Relations Act (TRA) of 1979, P.L. 96-8, has governed policy in the absence of a diplomatic relationship or a defense treaty. Other key statements that guide policy are the three U.S.-PRC Joint Communiqués of 1972, 1979, and 1982; as well as the “Six Assurances” of 1982. Introduction: Change and Contention in Taiwan's Cultural Scene Stevan Harrcll and Hua~zgCIiiin-chick The Taiwan "miracle" (Gold 1986) is well known; it involves the suc- cessful economic development of the island from a poor periphery of the Chinese empire in 1895, a heavily exploited colony of Japan in 1935, a ter- ritory partly destroyed by war and partly pillaged by Nationalist misman- agement in the late 194os, to the world's thirteenth largest trading econ- omy, a producer and exporter of high-technology as well as ordinary consumer goods, a per capita income of over $8,000, and a populace whose education resembled tlie developed countries more than the devel- oping (Sheu 1989) by 1990. This story has been told from an economic per- spective (Ho 1978; Galenson 1979) as well as a sociopolitical one (Gold 1986; Winckler and Greenhalgh 1988), but as yet there is little systematic analysis of the story of cultural change during the postwar period. Indeed it is difficult to find a general approach that can capture the paradoxes, the conflicts, the uncertainties, and at the same time the un- doubted tide of change that has washed over Taiwan's culture in the last four decades. No matter how we define culture-whether we adopt an anthropological, "small c" definition that deals with collectively held sys- tems of meaning or customary patterns of thought and behavior or restrict ourselves to the humanities' "big C," including artistic, literary, and other expressive products of the mind and spirit-we find Taiwan is both the same and different from what it was. -

Tongue-Tied Taiwan: Linguistic Diversity and Imagined Identities at the Crossroads of Colonial East Asia Yu-Chen Eathan Lai This thesis has been submitted on this day of April 15, 2018 in partial fulfillment of the degree requirements for the NYU Global Liberal Studies Bachelor of Arts degree. 1 Yu-Chen Eathan Lai, “Tongue-Tied Taiwan: Linguistic Diversity and Imagined Identities at the Crossroads of Colonial East Asia,” Undergraduate Thesis, New York University, 2018. A history of repeated colonization and foreign occupation created in Taiwan a severe language gap spanning three generations, and left its people in an anxious search for the island’s “linguistic” and “national” identity. Taiwanese speakers of indigenous Austronesian languages and Chinese dialects such as Hokkien and Hakka have historically endured the imposition of two different national languages: Japanese since 1895 and Mandarin since 1945. In this project, I draw on anthropological perspectives and media analysis to understand the ideologies and symbols vested upon different languages and codes that still circulate within different media today. My research primarily investigates an autoethnographic report on a family history, several museum and gallery exhibits, as well as two different documentaries, all centered on Hokkien speakers in Taiwan. I argue that a future generation’s narrative construction of an authentic Taiwanese identity must be rooted in the island’s past and present reality of linguistic and cultural diversity.
