We are here of course honouring Mr. Robert Deluce, CEO of Porter Airlines, for the positive contributions they have made to our community. This month marks the 5th anniversary since Porter service began in Sault Ste. Marie. In that time, our city’s business sector, tourism sector, and our residents at large have all benefited from having more choice and a greater availability of scheduled air service. The Economic Developers Council of Ontario is holding their spring symposium in Sault Ste. Marie this week and the theme is “Connecting the North to the South.” When you live and work here in the North, there are times when you feel removed from much of the rest of the province. It’s a separation born from geography, but it can be psychological as well. 2 | P a g e Having Porter service in the Sault has helped to bridge some of this physical and mental divide. Since 2011, it has been easier for many Sault residents to travel for health appointments, to school and for vacations. Business travellers have benefitted from convenient service right to downtown Toronto, or on to other major destinations such as Montreal, Chicago and New York. And likewise, being a Porter destination has certainly made Sault Ste. Marie a more reachable place for people in other cities who are considering travelling here—whether for business or pleasure. -

Having recently recommended to the Canadian Society for Civil Engineering that they increase their activities in heritage bridge conservation, I was happy to participate in this inventory project as such initiatives highlight the significant and often overlooked relationship between engineering advancements and our cultural heritage. Over time the widespread loss of heritage bridges has occurred for a variety of reasons: deterioration, changes in highway requirements, or damage by storms like Hurricane Hazel. Today, however, with increasing attention towards cultural heritage, creative solutions are being explored for preserving heritage bridges. Protecting, conserving and celebrating our heritage bridges contributes to not only a greater understanding of the development of approaches to modern day engineering but also marks our progress as a nation, from early settlement to today’s modern and progressive communities. I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation examines the development of tourism in Muskoka in the Canadian Shield region from 1860 to 1945. Three key themes are examined: the tourists, the resorts and projected image of the area. When taken together, they provide insight into the origin and evolution of the meanings attached to tourist destinations in the Canadian Shield. The Muskoka Lakes region provides the venue in which continuity and change in each of these elements of the tourism landscape are explored. This dissertation uses previously underutilized primary source materials ranging from hotel ledgers, financial reports, personal correspondence, period brochures, guidebooks, and contemporary newspaper articles to reconstruct the Muskoka tourist experience over an extended period of time. The volume of literature pertaining to American tourism history significantly outweighs similar work conducted on Canadian destinations. This dissertation, therefore, begins with an overview of key works related to the historical development of tourism in the United States followed by a survey of corresponding Canadian literature. The lack of an analytical structure in many tourist historical works is identified as a methodological gap in the literature. -

An Open Letter to the Prime Minister of Canada and all Premiers As a society, we have faced a threat like no other, COVID-19. And we are still dealing with it. Under the leadership of our governments, we agreed to implement tough decisions to protect our health and safety. We shut down our schools, our businesses, and our borders. We all made sacrifices and continue to adapt to this new reality. Now, it seems, we are getting through the worst of it. As we re-open, we are learning to live with the virus, not hide from it or from each other. And, just like we are re-opening the front doors of our homes and businesses, we need to re-open the doors of our provinces, territories – and our country. The Canadian travel, tourism and hospitality sector employs 1.8 million people and contributes $102 billion to our economy. It relies on the summer season to survive. As Canadians, we wait all year to travel during the summer. We need the summer. Like you, we believe personal safety is critical. However, many of the travel restrictions currently in place are simply too broad or unnecessary. Limitations on inter-provincial travel that restrict Canadians from freely exploring our country, should be removed. Canadians should be free to travel across Canada. We also need a more targeted approach to international travel. The mandatory 14-day quarantine and complete closure of our country to all visitors from abroad is no longer necessary and is out of step with other countries across the globe. -

Aggregates are the number one resource extracted (by value) and used by Ontarians, and approximately $1.2 billion of aggregate material was extracted in Ontario in the last year. While aggregate is a valued resource, the extraction of aggregate is often identified as a negative externality. Similar to other environmental disamenities mentioned in the literature – such as shale gas exploration sites, wind turbines and landfills – residents near aggregate extraction identify a host of events that can be categorized as negative externalities. Residential concerns include noise and visual disamenities, as well as environmental concerns, such as diminished water quality. In this study, I assess the potential impacts of aggregate sites. First, I briefly introduce the perceived impacts of aggregate sites by quoting residents’ concerns through newspaper articles and lobby group websites. I then utilize the hedonic model to test these claims made by residents: namely, the negative effect on property values. -

Windsor-Essex Parkway
Backgrounder The Windsor-Essex Parkway The Windsor-Essex Parkway is part of a long-term transportation solution to improve the movement of goods and people between the Windsor-Detroit border – a vital gateway and key to Ontario’s economic well-being. Project Features The Windsor-Essex Parkway will continue Ontario’s Highway 401 through the municipalities of Tecumseh, LaSalle and Windsor. The Parkway’s design consists of a six- lane below-grade freeway which is an extension of Highway 401, a four-lane service road network which is an extension of Highway 3 and naturalized green space that will distance adjacent residents from the border-bound traffic travelling on the freeway. The Parkway is a once-in-a-generation undertaking. It is unprecedented in its community enhancement features for any highway, anywhere in Ontario and will include: • 11 tunnels covering 1.8 kilometres of freeway • extensive landscaping throughout the corridor • the use of proven techniques to reduce noise levels • special measures to protect wildlife. Vision Upon completion, the 11 kilometre Parkway will ease the movement of goods and people to and from the Windsor-Detroit border, separate local and international traffic, and eliminate stop-and-go traffic in residential areas. With more than 300 acres of green space, 20 kilometres of recreational trails and new community connections, residents in Windsor-Essex will enjoy an improved quality of life. Delivery method The Parkway is the first Ontario road project to be delivered using an alternative financing and procurement (AFP) model – a public-private partnership delivery method. In December 2010, the province signed a fixed-price contract with the Windsor Essex Mobility Group (WEMG) to design, build, finance and to provide long-term maintenance of the Windsor- Essex Parkway.
