Co- authored with Alex Kharazi, Michael Levy, and Chih-Min Lin. viii ABSTRACT OF THE DISSERTATION Science in Captivity: The Visual Culture and Bioethics of Biomedicine behind Bars by Maria Cristina Mejia Visperas Doctor of Philosophy in Communication (Science Studies) University of California, San Diego, 2017 Professor Patrick Anderson, Co-Chair Professor Lisa Cartwright, Co-Chair This dissertation analyzes the intersections of US incarceration and medical science during the post-war period, examining how interlocking carceral and medical regimes of controlling the body together form a race-making technology and racialized geography reconfiguring the nation's history of captivity from slavery to mass imprisonment, and how they may signal the possibility of a bioethics in line with prison abolition. The dissertation focuses on the notorious dermatological experiments ix conducted between 1952 and 1974 at Holmesburg Prison in Philadelphia. Led by University of Pennsylvania doctor and professor Albert Kligman, experiments at Holmesburg were carried out in the service of U.S. war efforts, pharmaceutical ventures, and the field of dermatological practice more broadly, composing one of the largest prison experimental programs of its time. Revisiting Kligman’s medical experiments at Holmesburg Prison, this dissertation takes up “skin” in three principal ways: (1) skin as an instrument or apparatus interfacing with test agents and mediating their effects, forming a screen through which the visualization of pain becomes inextricable from the construction of racial difference; (2) skin as the discourse or textual membrane of bioethics, forming a

This was the fourth death of an American taken hostage by the Islamic State: Abdul-Rahman Kassig (previously Peter Kassig), James Foley, and Steven Sotloff were also killed. The death of Mueller and the graphic videos depicting the deaths of the other three Americans have generated debate about the U.S. government's role and capabilities for freeing hostages. In light of these deaths, some policymakers have called for a reevaluation of U.S. policy on international kidnapping responses. Questions include whether it is effective and properly coordinated and implemented, should be abandoned or modified to allow for exceptions and flexibility, or could benefit from enhancements to improve global adherence. Scope The killing of U.S. citizens by the Islamic State may be driven by a variety of underlying motives. Reports describe the group as inclined toward graphic and public forms of violence for purposes of intimidation and recruitment. It is unclear whether the Islamic State would have released its Americans hostages in exchange for ransom payments or other concessions. Foley's family, for example, disclosed that the Islamic State demanded a ransom of 100 million euros ($132 million).

    Treatment of American Prisoners of War In Southeast Asia 1961-1973 By John N. Powers The years 1961 to 1973 are commonly used when studying American POWs during the Vietnam War, even though history books generally refer to the years 1964 to 1973 in defining that war. Americans were captured as early as 1954 and as late as 1975. In these pages the years 1961 to 1973 will be used. Americans were held prisoner by the North Vietnamese in North Vietnam, the Viet Cong (and their political arm the National Liberation Front) in South Vietnam, and the Pathet Lao in Laos. This article will not discuss those Americans held in Cambodia and China. The Defense Prisoner of War/Missing Personnel Office (DPMO) lists 687 American Prisoners of War who were returned alive by the Vietnamese from 1961 through 1976. Of this number, 72 were returned prior to the release of the bulk of the POWs in Operation Homecoming in 1973. Twelve of these early releases came from North Vietnam. DPMO figures list thirty-six successful escapes, thirty-four of them in South Vietnam and two in Laos. There were more than those thirty-six escapes, including some from prison camps in Hanoi itself. Some escapes ended in recapture within hours, some individuals were not recaptured for days, and some were simply never seen again. There were individuals who escaped multiple times, in both North and South Vietnam. However, only thirty- six American prisoners of war escaped and reached American forces. Of those thirty- six successful attempts, twenty-eight of them escaped within their first month of captivity.

RESEARCH PAPER English as a Foreign Language (EFL) in Captivity: The case of Iranian prisoners of war in the Iraq-Iran war ABBAS EMAM Shahid Chamran University of Ahvaz, Iran Abstract: During the Persian Gulf War of Iraq-Iran (1980-1988), thousands of Iranians were taken captive by Iraqi troops. These prisoners of war (POWs) had to find ways to enrich and fill their time in prison camps. Learning English was one such activity. This study was carried out to appraise the motivations of the Iranian POWs for learning English, and to understand more about their textbooks, their classroom environment, the teaching methods and techniques employed, the skills emphasized, the teaching aids improvised, the types of exercises mobilized, as well as the test-taking techniques adopted. A relevant corpus of 21 memoirs and 7 interviews with Iranian ex-POWs were analyzed. The research draws upon Maslow’s (1970) “self-actualiza- tion” and Frankl’s (1984) “logotherapy” to shed light on the existential aspect of learning. Findings revealed that for these EFL learners learning English was an attempt to fulfill their potential and/or to make life more meaningful. Language learning and, in particular, foreign language learning or acquisition, does not take place in a vacuum. In fact, a foreign language can be learned or acquired in a wide variety of contexts: social, cultur- al, political, institutional, and so forth. Foreign language learners’ success or failure in mastering a foreign language depends on a number of variables: linguistic, cognitive, affective, as well as sociocultural, and each of these contextual factors contributes, it is argued, either positively or negatively to the process of foreign language learning (Brown, 2007a; Harmer, 2001; Horwitz, 2008; Nunan, 2003, among many others).

WHEN HUMAN EXPERIMENTATION IS CRIMINAL L. SONG RICHARDSON* Medical researchers engaged in human experimentation commit criminal acts seemingly without consequence. Whereas other actors who violate bodily integrity and autonomy are routinely penalized with convictions for assault, fraud, and homicide, researchers escape criminal punishment. This Article begins to scrutinize this undercriminalization phenomenon and provides a framework for understandingwhy researchers are not prosecuted for their crimes. It argues that their exalted social status, combined with the perceived social benefit of their research, immunizes them from use of the criminal sanction. Whether these constitute sufficient grounds to give researchers a pass from punishment is a significant question because the state's failure to act creates expressive harms. It displays attitudes towards victims and perpetrators that negatively affect the values of autonomy and dignity in medical research.

In one study, 28% of victims came into contact with the health care system at least one time during their captivity.1 This represents a crucial opportunity for identification and intervention.
