Message from Chairman, St John Singapore Annual Report 2016
2016 has been a year of achievements and concerns for St. John Singapore.
With our elevation to a Priory status, member Associations of St. John in the Asia Pacific Region are looking to us for supporting advisory roles to assist them to run their St. John organisations on a firm footing with good corporate governance.
Our panel of Spiritual Councillors comprising a Pastor from a Christian Church, a Hindu Priest, a Buddhist Monk and a Muslim Iman showpiece interreligious harmony and that we care for the spiritual wellbeing of our members.
Our 3 storey new extension building is coming on track and we look to obtaining the temporary occupation permit (TOP) by the third quarter of 2017. The ground floor of the new extension block will house our Day Care Dementia Centre, a new initiative by our organisation to look after the less fortunate segments of our society on a non-profit basis.
On the teaching and training arm of our organisation, we are pleased to announce that we have achieved / attained ISO 29990:2010 certification for our Occupational First Aid Course (OFAC) for 3 years from 19th October 2016 to 19th October 2019. This is a testimony to the quality of our First Aid and related Health Care Courses rolled out for the public.
We assisted successfully in the formation of the St. John Phnom Penh Corps to help improve the health and wellbeing of the people in Cambodia under the supervision of the Priory of Singapore and St. John Brigade Singapore.
We started to assist in the formation of a St. John Batam Corps through collaboration with the Chinese Association of the Riau Archipelago of Indonesia (CIA) again with the hope of improving the health and wellbeing of the people of Batam. Contacts has been established with the leadership of Batam CIA.
Our Fellowship arm of St. John Singapore has been successful in fund raising activities and continues to host activities to look after the less privileged senior citizens.
We welcome on board a new Council member, Ms Jenny Wong Mei Ling. We look forward to her active contribution towards the growth of St. John Singapore.
Of concerns to our organisation is the falling number of cadet membership of the St. John Brigade from our schools. Attempts have been made to reach out now to form new Corps from private expatriate schools, polytechnics and universities.
Another concern is the falling revenue generated from our public first aid courses in the face of competition from numerous first aid teaching providers. We have to work harder to regain our market share. Profits from running these courses are important to finance the operation of St. John Singapore.
St. John Singapore will continue to explore new initiatives to play a meaningful supportive role to enriching the physical and mental wellbeing of our people in Singapore.
Before I end, I like to thank our corporate and individual donors who continue to assist us financially and our council members for their continued active participations and support in running St. John Singapore.

1 COMMENCEMENT OF THE COUNCIL AGM MEETING ON 17 JUNE 2015 1.1 Council Chairman called the Meeting to order at 6:05 pm.
2 The Chairman opened the meeting with the following remarks: 2.1 St John Council is thankful to the support and contribution by the team of Council members, especially those representatives- Mr Eric Ho from the Ministry of Health, Mrs Regina Lee from Ministry of Education and Dr Kenneth Choy from Ministry of Manpower. Mr Tan Yak Huang will continue to serve as the Deputy Chief Commissioner; there is no change in his appointment and duties. Dr Teh believes that age is not a factor in rendering service to St John so long one is still mentally alert and mobile. It has been a stable establishment with many volunteers offering their hearts and minds, ensuring that St John gave a respectable charitable output in 2015.
2.2 INTERNATIONAL OUTREACH The humanitarian efforts were on the right track, progressing well generally. Dr Chen and Mr Andrew Tay deserve a word of appreciation for the co-ordinated efforts in Cambodia. The volunteers have reached out to the outlying areas beyond Phnom Penh. The same is happening in Thailand with missions led by Dr Chen. In Batam, Indonesia, the progress is largely dependent on an Indonesian, Mr Beny Suwandi. But Mr Suwandi has not been in touch for some time since late last year. Mr Seah and Mr Tan YH will follow up with Mr Suwandi. While contacts are being made in Myanmar, Dr Teh would be keen to receive contacts to get St John missions into Laos and Vietnam.
2.3 BUILDING EXTENSION PROJECT Dr Teh reported that the contractor, Kwong Long Building Construction Pte Ltd had commenced with the ground floor concrete slab. The entire project will probably be completed in a year’s time.
2.4 ST JOHN FELLOWSHIP Under Mr Foo SK’s leadership, the unit has been doing well contributing to not only St John but also to the community at large.
2.5 ST JOHN BRIGADE Prof Goh has been doing his best but the work has not been easy due to competing factors. More effort will be needed to lift the Badgers’ Programme and to reach out to the international schools.
2.6 ST JOHN ASSOCIATION HQ & JURONG CENTRE With more competition hotting up, there is a need to roll up new programmes and more courses (which were highlighted by Dr Nathan later on). England runs a care-givers’ programme which Dr Teh believes will be relevant to Singapore. Jurong Centre with Dr Siow’s leadership has contributed much in community-based work, establishing a strong contact with Minister Grace Fu. Our overseas guestshave been impressed with our work and progress.
2.7 PUBLICATIONS Mr Khoo TK has had the latest newsletter out and Chairman, Dr Teh offered his word of thanks.
2.8 ANNUAL REPORT AND ACCOUNTS The Annual Report and Accounts were printed on time with a record of thanks to the CEO/CAO office. Mr Seah and Mr Alex Yeo were helping out ‘behind the scene’.

2.9 GRAND COUNCIL (GC) MEETING IN HONG KONG, 26-29 MAY 2016 The Chairman, Chief Commissioner and the CEO attended the meeting of the Grand Council. Dr Teh was impressed by the HK’s dental programme, which is the first in the world of St John. It has two consultation rooms, employing a full-time dentist. He hopes that Singapore can emulate the HK programme.
2.10 Mr John Seen had to attend as there was the scheduled CEOs’ meeting alongside the GC meeting, whilst Prof. Goh was there for the first time. Chairman, Dr Teh gave a presentation on S’pore and our outreach work in the region.
2 .11 HRH Prince Richard as the Grand Prior turned up as usual in the yearly GC meeting. He participated in some of the breakout sessions.
2.12 Next year, the Grand Council meeting will be held in South Africa from 23-26 May. The Chairman hopes the Dr Selan Sayampanathan will be able to attend then. For 2019, Singapore will be hosting.
2.13 Asia-Pacific Regional meeting will be held from 23-25 March 2017 in Auckland, New Zealand. Other establishments like Sri Lanka, Solomon Islands, Papua New Guinea, and Fiji will be represented. Dr Teh would be present to represent Singapore. For this meeting, it is hoped that Dr Siow Hua Ming and the Hon. Secretary (Alex Yeo) can make an effort to attend. The previous Asia-Pacific meeting held in Hong Kong was attended by Mr Vincent Khoo, the then Hon. Secretary. It is hoped that India will be there as it has virtually lost contact with the London office.
Singapore will likely host the Asia Pacific meeting in 2019 in addition to the Grand Council meeting.
2.14 At Grand Council 2016, Dr Teh Peng Hooi, Prior of the Priory of Singapore was nominated as the next Asia Pacific representative in the Steering Committee for one year from May 2017 to May 2018 after Dr David Mok, Prior of the Priory of Hong Kong finished his one-year term of office by May Grand Council 2017.
2.15 When Dr Neil Conn left the Grand Council in July 2015 as Lord Prior, the position has been vacant since. It will be filled by August 2016. The installation of the new Lord Prior will be held on 10 Nov 2016 in London. Dr Teh as Prior of Singapore is expected to attend the installation ceremony.
3 LEGAL COUNSELLOR The Council appointed Mr Niru Pillai of Global Law as our legal advisor.
4 ISO29990:2010 This internal and external audit will be carried out in one to two months’ time.
5 CONFIRMATION OF THE MINUTES OF THE COUNCIL AGM HELD ON 17 June 2015 With the amendment in last line in para 2.5 that should read: This is to avoid embarrassment to the candidates in the event that they are not supported by the Prior, the minutes were confirmed with Dr Selan as the proposer and Mr Foo as seconder.

Renaming of Eldercare and Rehabilitation Centre Singapore is a young nation with an ageing population. According to government data, by 2030, one in four Singaporeans will be over 65 years of age. This growing proportion of elderly in Singapore will increase the pressure on the healthcare infrastructure in Singapore as we will expect to see more dementia patients. To this end, we are committed to providing accessible and quality dementia care services to keep patients mentally, physically, and socially engaged. As strongly advised by the Ministry of Health (AIC), we have converted the Eldercare and Rehabilitation Centre into the Eldercare Dementia Centre to meet the demand for more centres for Dementia Care patients.
In line with the above, there were some alterations to the approved floor plan. The lift lobby was relocated away from the eldercare room and an alternative public access was created. Visitors do not go through the eldercare room to take the lift to the 2nd and 3rd floors. We had also created more circulation space in the lift lobby area and constructed a separate ramp to provide access for wheelchair users to enter the lift lobby area. An additional construction cost was incurred due to the minor alteration works.
St John Singapore would like to thank Lee Foundation who donated $200K in support of the construction of the new building block. The Council also wish to put on record its appreciation to the Zones and Departments for their co- operation and understanding in co-sharing the construction cost from their accumulated fund.

HQ renovation fund Donations collected for the HQ Renovation Fund 2016 was $58.3K. A fundraising event in the form of an art exhibition was carried out on 22 Oct 2016, to raise a sum of $140K for the HQ roof renovation work to replace the existing asbestos roof tiles. The art exhibition featured 40 paintings, including calligraphy works by local artists and from China. Pledges received have amounted to $144,000. We wish to thank the Fundraising Committee under the Chairmanship of Mr William Leong for the achievement.
Lift Upgrading Programme Due to wear and tear, the 50-year old vintage lift was upgraded with modern amenities. Work commenced in October 2016 and was expected to complete by end January 2017.
Grand Council Meeting The Grand Council Meeting was held in Hong Kong from 26 – 30 May 2016, attended by all the St. John Priories.

(a) Indonesia (Batam) An Adult First Aid Course was conducted for members of the Chinese Indonesia Association (CIA) in Batam on 3, 4, 10 & 11 September 2016 and the FA examination on 11 September 2016. 11 participants passed the first aid examination conducted by Dr Chen Sze Hua.

(b) Phnom Penh (Cambodia) At present, our Phnom Penh Corps in Cambodia has a total strength of 76 members. Members of the Corps conducted first aid courses, organising hygiene classes and vocational training for rural villagers. They were also involved with their humanitarian project such as donation of first aid books and other school materials to over 500 students; renovating and repairing classrooms at the Po Banteay Chey Primary School in Siem Reap; donation of wells & the packing of daily necessities, such as rice, scarves, fish sauce, instant noodles, basic medical supplies and mosquito nets, for more than 1,500 families, etc.
St John Phnom Penh Corps’ mission aimed to improve the health and well-being of the people in Cambodia with the support and advice from the Priory of Singapore and St John Brigade Singapore. (c) Project Smiling Angels (PSA) in Cambodia by Zones 7 & 8 The PSA team comprised 19 officers & members embarked on their 7th consecutive trip to Cambodia from 24th December 2016 to 2nd January 2017. That was their third year collaboration with Hemispheres Foundation to serve in Hope Village. Everyone were more than excited to be back there to continue what their have started, while the new comers wanted to experience first-hand what an overseas outreach programme was like.

Donations Received Donations towards our General Fund for 2016 amounted to $368,827. Our heartfelt thanks to all donors, who are our Honorary Presidents, Officials and Members, including the generous public, corporates and individuals.
ISO 29990:2010 The implementation of the ISO 29990:2010 certification requirement is part of the Ministry of Manpower (MOM)’s ongoing efforts to standardise all Workplace Safety and Health (WSH) related training courses. We had attained ISO 29990:2010 certification for our Occupational First Aid Course (OFAC) for 3 years from 19 October 2016 to 19 October 2019.
Course Fee Income Course fee income for year 2016 was $1,235,855, an increase of $127,995, or 11.6% as compared to year 2015.
First-aid (FA) courses, conducted by our 2 course centres, include the Occupational FA, Adult FA, Basic FA, Child FA, Basic Cardiac Life Support (BCLS), Cardio-Pulmonary Resuscitation & Automatic External Defibrillator (CPR/AED) and Higher FA, in addition to our refresher courses for renewal of FA certification. We also conduct FA Awareness Talks and Sessions.

All St. John members need to know the history of the Order of St. John dated back 900 years ago and its journey to the present.
The long history of the Order dated back to AD 1080 where the hospital in Jerusalem was for pilgrims and the care of the sick and poor under a Benedictine Order. In 1099 the staff and volunteers at the hospital were called Hospitallers. In 1113 it became an independent Order.
The Order was relocated from Jerusalem to Acre (from 1187 to 1301), Cyprus (from 1302 to 1309), Rhodes (from 1309 to 1503) and then to Malta (from 1503 to 1798) due to war, militarism, etc.
After the fall of Malta, the Hospitallers dispersed and regrouped in Europe and England. The French Knights of the Order were militarily powerful, but received no support from the Pope in Rome.
In the 1840s, the Order was reorganised with the support from the Pope. It reverted to its original aim, i.e., care for the sick. The Protestant confraternities with similar ethos and customs came into being in Northern Europe.
Today, there are 5 recognised Orders of St. John namely: 1. The Most Venerable Order of the Hospital of St. John (The Most Venerable Order) with St. John Establishments / Associations mainly in the Commonwealth Countries. Anglican origin 2. The Sovereign Military Order of Malta (The Order of Malta). Catholic origin 3. The Johanniter Order in Germany (Balley Brandenburg). Lutheran origin 4. The Johanniter Order in Netherlands (Holland) 5. The Johanniter Order in Sweden
The Most Venerable Order of the Hospital of St. John had its historical origin in England.
The Medieval Priory of England was set up in AD 1144 – when the Priory in Clerkenwell was set up as the England’s Headquarters of the Order. An old St. John Gate was built in 1504.
In April 1540 – By Act of Parliament, King Henry VIII dissolved the Order in England conferring its estates to the Crown.
In early 19th Century, the British Order of St. John was in disarray, influenced by French knights who were not recognized by The Pope.
1860s – Under the Duke of Manchester (Prior 1861 – 8), the British Order of St. John started to gain prominence.
1873 – First ambulance service at Staffordshire.
1874 – Acquired and bought back the the estates i.e. old Priory Gatehouse in Clerkenwell.
1877 – Formation of the St. John Ambulance Association (SJAA).
1883 – SJAA set up in Australia, the West Indies, India, Gibraltar & Malta.
1885 – SJAA in New Zealand, Singapore
1887 – UK, St. John Ambulance Brigade.

1891 – SJAA South Africa and soon after to Germany, Russia and the US; and subsequently to other Commonwealth countries.
English Order of St. John formed the Ophthalmic Hospital in Jerusalem in 1882.
14 May 1888 – Queen Victoria gave royal ascent for Royal Charter of Incorporation and St. John became an Order of the British Crown with the Queen as its Sovereign Head.
The Most Venerable Order of St. John Today 48 Establishments – 8 Priories, 5 Commanderies, 32 Associations, St. John Eye Hospital, Republic of Ireland and Cameroon.
1907 – Supplementary Royal Charter empowering Grand Prior to establish Priories overseas. 1918 – Priory of Wales 1942 – Priory of South Africa 1946 – Priories of Canada, Australia and New Zealand 1947 – Priory of Scotland 1996 – Priory of United States 1999 – Reconstitution of the Order gave parity to overseas Priories. Formation of Grand Council and abolishment of the Chapter General.
Development of St. John Singapore 1. 1885 – The St John Ambulance Association, Singapore Centre was established. A provisional committee was formed in a meeting held on 3 June 1885, chaired by the acting Governor of the Straits Settlements. 2. 1935 – Dr. J.S. Webster,O.St.J., a radiologist with the Medical Services of the General Hospital, Singapore organised First Aid lectures in Singapore. 3. 1938 – Formation of first division of the Brigade just before Second World War. 4. Formation of the Medical Auxillary Service (just before Singapore invaded by Japan) 5. After World War II and fall of Japan. 1945 – St. John Singapore reborn with support from Lady Superintendent-in-Chief, the Countess Mountbatten of Burma. 6. 1952 – Formation of National St. John Council 7. October 1969 – Jurong Sub-Centre established. Upgraded as a full Jurong Centre in 1994. 8. June 1978 – Brigade attained National HQ status. Appointments of Chief Commissioner, Deputy Chief Commissioner, Chief Surgeon, Chief Superintendent (Nursing), 4 Districts & 10 Areas. 9. 1996 – Restructuring of Brigade. District level removed. Area renamed as Zone. 10 Zone Commissioners. 10. St. John Ambulance Association – teaching & certification of First Aid, Home Nursing, CPR, BCLS, Higher First Aid, Method of Instruction, Occupational First Aid, etc. Teaching & certification arm of St. John, Singapore. After Second World War, works continue to grow from strength to strength. 11. Formation of St. John Fellowship, 20th April 1996 12. 11th January 2014 – St. John Ambulance Singapore was elevated to a Priory. It placed St. John Singapore on par in status with the then nine existing Priories, among which are those of England, the United States, Canada and Australia. The elevation implied that Singapore was represented in the Grand Council in London, the governing body of the Order and therefore had a voice in charting the future direction of St. John internationally.

Registration and Compliance The St. John Singapore (“SJS” in short) is a voluntary welfare Organisation and registered as a society under the Societies Act on 28 July 1970. It is also registered as a Charity and is recognized as an Institution of Public Character (IPC) which allows our donors to enjoy tax deductions. SJS is governed by the Constitution of SJS and has complied with the Code of Governance for Charities and Institutions of Public Character.
Members of the Council SJS is governed by a volunteer Board of Council Members (BOCM) whose members are appointed according to the SJS’s Constitution. Being the highest policy and decision making body of SJS, the BOCM has the ultimate responsibility of ensuring that SJS is governed and managed responsibly and prudently to ensure the effectiveness, credibility and sustainability of the organization. The BOCM presently comprises the Council Chairman, Vice-Chairmen, Honorary Secretary, Honorary Treasurer and other Board Members. The BOCM charts the overall direction of SJS and is responsible for the promotion of the Policy and Programmes of SJS. It oversees the direction of SJS and ensures that SJS’s principles are adhered to. All members serve a two two-year terms and can stand for re-election after their tenure during the Annual General Meeting. The Honorary Treasurer serves a one two-year term and can only be eligible for re-election to the same post after a lapse of one term.
Election of Office Bearers The Chairman, Vice-Chairmen, Honorary Secretary and Honorary Treasurer of the Council are elected / appointed from amongst its members. Other members of the Council are appointed by the Chairman after consultation with such other persons, if any, as he may deem fit to consult.
Executive Committee The Executive Committee (ExCo) which has been formed since 2011 comprises the Chairman, Vice-Chairmen, Honorary Secretary, Honorary Treasurer and at least one other member. It has executive powers to administer the affairs of SJS in accordance with its Constitution and provides guidance and oversight to the management on the operations of SJS. These include the setting of policies on operational matters and approval of expenditures within the financial limits provided for in the financial procedure manual. ExCo shall keep the BOCM fully appraised on the affairs of SJS and where appropriate, refer certain matters to the BOCM for approval.
Committees At the first meeting of the BOCM immediately following the Annual General Meeting, the Chairman shall appoint such committees as may be deemed necessary. The committees are responsible for overseeing the Departments under their purview and provide policy directions and guidance to the ExCo and Management. The Chairman and the Honorary Secretary shall be ex-officio members of the committees.
Honorary Treasurer The Honorary Treasurer is duly appointed under the Constitution of SJS and shall be responsible for the proper functioning of the Management administrating financial matters.
Chief Executive Officer The Chief Executive Officer supervises the work of all employees. He is in attendance at all meetings of the Board to provide information and Secretariat support.
Auditor The accounts of SJS are audited annually by a public accountant appointed by SJS.
Financial Management The financial statements of SJS are drawn up in accordance with the Statement of Recommended Accounting Practice (RAP 6) and the Singapore Financial Reporting Standards (FRS).

Fund Raising and Donations SJS has established internal guidelines on fundraising that are adhered to for all fundraising events. These guidelines are based on the best practices set out by the National Council of Social Service and the Charity Council. The committee for each fundraising event consists of volunteers and supported by staff. The donors are informed of our objectives and targets. The funds raised are for supporting SJS programmes and activities in “Service to Humanity”.
Conflict of Interest Policy Every person who has been or will be in any way, whether directly or indirectly, faced with a conflict situation (actual, potential or perceived) are required to make a full and frank disclosure to the parties responsible for making the decision and are excluded from the decision making process relating to that matter. Immediate family members are treated as an interest of that person, and include the spouse, siblings, parents and children. All interested person transactions pertaining to staff of SJS must have obtained the prior approval of the Chairman. Interested person transaction pertaining to the BOCM must obtain the prior approval of the Chairman and any transaction that the Chairman is an interested person, must obtain the prior approval of the Audit -Committee. All BOCM made annual declaration at the beginning of the term.
Reserves Policy SJS targets to keep about three months of operational expenses as short term investment in the form of fixed deposits on month-to-month basis with auto rollover; and in fixed deposits for a period of three months and thereon. The rest of the money shall be kept as investment in the following form: (a) as capital expenditure for the building and carpark extension; (b) invest in Government Bonds as a long term investment; (c) deposit as long term Fixed Deposit with the banks for a period of three years and thereon.
Restricted Fund At present, Bursary Fund is a restricted fund set up by Zone 9 of the Brigade to provide bursaries and scholarship awards to deserving cadet members of Zone 9. Interest earned from and disbursements made out of this fund is credited to and deducted respectively from this fund. In future, a St John Bursary Fund is being considered.
Designated Fund for Corps This Designated Fund represents allocations by certain Zones of the Brigade to their respective Corps in prior years. The allocation was made out of proceeds from fundraising events. These funds are meant for Corps’ expenses only.
Investment Committee The Investment Committee is appointed by the BOCM to exercise prudence and good stewardship in relation to the investment of SJS funds to look into generating higher returns in the long run with a reasonable amount of risk.
Audit Committee The Audit -Committee is appointed by the BOCM to assist SJS in fulfilling its oversight responsibilities for the financial reporting process, the system of internal control, the audit process, and SJS’s process for monitoring compliance with the laws and regulations and the code of conduct.
Whistle Blowing Policy SJS whistle blowing policy aims to provide an avenue for staff, volunteers and external parties to raise concerns and offer reassurance that they will be protected from victimization for whistle blowing in good faith. This policy covers issues where the following may be suspected: 1. Corruption 2. Acts of fraud 3. Theft and/misuse of SJS’s properties, assets or resources 4. Breach of laws

I am happy to report that 2016 showed increase all overall statistics ie overall number of classes, overall number of candidates and overall revenue generated. For this, we have to thank the hard work of the lay lecturers and the full time staff.
Indeed, the highlight of the year was the annual Appreciation Function held on 29 Jul 2016 at Dragon Phoenix Restaurant (Clarke Quay). Truly, it was very successful as we saw 11 tables filled (as compared to 8 tables the previous year). This was to be expected, because there were more active lecturers to appreciate, in view of our increased activity. Our Guest of Honour was Mr Chan Yew Kwong, Director Occupational Safety &
Director of St John Association Singapore Health Inspectorate, Ministry of Manpower, Singapore. He was most impressed by the Dr S. R. E. Sayampanathan, PBM, O.St.J closely knit relationship and the professionalism practiced by lay people from all levels of MBBS (S’pore), FRCS (Edin), FICS (USA), FAMS (Orth) expertise. Truly, this is our forte. In addition to our primary role of teaching First Aid, we also had to maintain our teaching standards and gain the usual accreditation with government authorities. We attained ISO 29990 status, thereby enabling us to qualify as a Learning Service Provider for Occupational First Aid courses by Ministry of Manpower, Singapore. We also were re-accredited for Child First Aid Course by National First Aid Council.
We received the Pro-tem Committee for the SRFAC (Singapore Resuscitation and First Aid Committee) led by A/Prof Lim Swee Han at HQ on 14 Oct 16. During this meeting, we briefed the Committee on St John Association history and its activities.
The full time staff had also been actively involved with roadshow exhibitions at National Life Saving Day 2016 organised by National Resuscitation Council and National First Aid Council, Uniformed Group Carnival organized by Ministry of Education and Let’s Play Lah during National Day 2016 organised by Singapore Expo. The objectives are to provide awareness of the importance of First Aid and to market the courses we conduct.
We look forward to reaching out to even more people in the future. To do so, we must stay current. For this, we will organise good quality CEP (Continuing Educational Programmes) and we will be at the forefront of all changes.
It is easy to make a dollar, but it is much harder to make a difference. Because of this, I am proud of the current status of St John Association, and all credit goes to the quiet workers.
