The Nordic countries have their own bilateral agendas with Russia, but the advancement of cooperation is traditionally of considerable im- portance on the intergovernmental level as well. Wide-scale cooperation with Russia is necessary due to geographical realities: Norway and Fin- land both share borders with Russia, and the Baltic and the Barents Seas bind the rest of the Nordic Region to Russia. Good neighbourhood rela- tions, growth and stability are important to the NCM’s aim to facilitate Russia’s participation as an active partner in regional cooperation. The Nordic Council of Ministers has established the programme “Knowledge Building and Networking Programme for cooperation with North-West Russia” in 2006–2007. Cooperation in education and re- search plays an important role in this programme. The NCM wishes to strengthen Russia’s participation in education and research cooperation by developing a well-functioning cooperation programme based on the jointly defined Nordic-Russian priorities and on joint funding. Naturally, it is vital that the programme be carefully planned, and that it supple- ment already existing programmes. The interplay between different programmes, including national, Russian, Nordic and EU programmes, is essential to create synergies. Plenty of different programmes and actors work in the fields of educa- tion and research cooperation with Russia. The NCM has sought to obtain a comprehensive understanding of the activities and actors on the Nordic level, as previously only smaller-scale studies on this subject have been carried out. This study has served the needs of the NCM, but I trust that readers in the Nordic countries, Russia and the world over who are inter- ested in Nordic-Russian cooperation will find this study valuable, and will build on its findings when future cooperation is developed. Halldór Ásgrímsson Secretary General Nordic Council of Ministers Summary This study, commissioned by the Nordic Council of Ministers, maps cur- rent and planned education and research cooperation that the Nordic countries (Denmark, Finland, Iceland, Norway and Sweden) have with Russia. The study explores bilateral, Nordic, regional, intergovernmental and EU levels as well as all fields of research and all educational levels: primary, upper-secondary and vocational schools, as well as higher and adult education. The study focuses on state-level programmes, but pro- vides a brief overview of the cooperation carried out by education and research institutions operating in the Nordic countries. This study falls into at least two frameworks: the internationalisation of research and education, which is a global process, and the framework of the post- Soviet space; after the collapse of the Soviet Union, Russia began ex- pressing interest in international cooperation in the fields of research and education, while the Nordic countries began deepening their coop- eration with Russia in many fields, including education and research. Section 1.2 provides a brief overview of recent developments in the Rus- sian education and research sector. This study focuses on the bilateral level, and Section 2 maps the edu- cation and research cooperation the Nordic countries have with Russia. The process of internationalising education and research enjoys strong support in Denmark, but current strategies do not emphasise coopera- tion with Russia geographically.     Athens Journal of Education - Volume 7, Issue 4, November 2020 – Pages 364-384 The Bologna Process and HEIs Institutional Autonomy By Linda Helén Haukland The Bologna Process has made a strong impact on the development of European higher education, although the greatest impact has not been from the process itself, but from the national reforms introduced along with it. With a relatively young higher education system, Norway was ahead of most European countries in implementing the Bologna Process and reforms indirectly linked to it. Due to path dependencies and the Higher Education Institutions being, to a certain extent, autonomous and carriers of their own culture, we cannot draw conclusions at the local level without empirical studies. Therefore, the case of Nord University shows us how this process directly and indirectly affected Higher Education Institutions in Norway. The Higher Education Institutions (HEI) integrated horizontally in an education system that was increasingly hierarchical and competitive. The need for standardisation in order to secure equality and efficiency, and the demand for greater autonomy in the HEIs was answered by strengthening some and weakening other forms of institutional autonomy along with the establishment of a new accreditation system. Three dimensions of autonomy are touched on in this study. Firstly, the question of who has decision-making power in the HEIs defines whether they are ruled by professional or administrative autonomy. Secondly, the question of the HEIs’ mission is decided either by the HEI itself, representing substantive autonomy, or by external demands on production and external funding, representing what I call beneficial autonomy. Finally, the question of how the HEIs fulfil their mission decides whether they have individual autonomy or procedural autonomy.

L’Hommedieu: Exiles and Constituents: Baltic Refugees and American Cold War Politics, 1948-1960 This dissertation explores the complicated relations between Estonian, Latvian, and Lithuanian postwar refugees and American foreign policymakers between 1948 and 1960. There were seemingly shared interests between the parties during the first decade of the Cold War. Generally, Eastern European refugees refused to recognize Soviet hegemony in their homelands, and American policy towards the Soviet bloc during the Truman and Eisenhower administrations sought to undermine the Kremlin’s standing in the region. More specifically, Baltic refugees and State Department officials sought to preserve the 1940 non-recognition policy towards the Soviet annexation of the Baltic States. I propose that despite the seemingly natural convergence of interests, the American experiment of constructing a State-Private network revolving around fostering relations with exile groups was fraught with difficulties. These difficulties ultimately undermined any ability that the United States might have had to liberate the Baltic States from the Soviet Union. As this dissertation demonstrates, Baltic exiles were primarily concerned with preserving a high level of political continuity to the interwar republics under the assumption that they would be able to regain their positions in liberated, democratic societies.

    BALTICA Volume 24 Number 2 December 2011 : 117–122 Obituary Farewell to Professor Aleksis Dreimanis (1914-2011) Aleksis one could agree or disagree – and still be good friends. He was a noble man and true scholar. His ent- husiasm, energy and diplomacy were well combined with multi–lingual knowledge, so rare in the scientific community nowadays. Aleksis Dreimanis was born into a family of tea- chers on August 13, 1914, in Valmiera, Latvia. Because of evacuation of the Rīga Alexander High School which was his father’s workplace to Saransk, in the middle part of the European Russia during World War I, Aleksis spent three years of his childhood in Saransk where he learned Russian writing and reading. The family came back to Latvia in 1920. After graduation from the Rīga First High School he started studies in the Department of Natural Science at the Mathema- tics and Science Faculty of the University of Latvia. In 1938 he finished his studies with Magister rerum naturalium degree in geology. He published his first scientific paper at the age Aleksis Dreimanis. of 21 in 1935, as a third year student. This paper was Photo by V. Zelčs, 2003. the first Latvian publication on glaciotectonics and one of the first studies in the world where glaciotec- tonic deformations were combined with stratigraphy. Aleksis Dreimanis passed into eternity at University Therefore Aleksis Dreimanis was probably the first Hospital, London Ontario on Friday morning, July 8, who distinguished kinetostratigraphic units in glacial 2011, sinking into deep sleep a day after undergoing surgery, little more than a month before his 97th stratigraphy even before Asger Berthelsen (1973) had birthday.
