UNODC sees equality, non-discrimination and respect for women’s rights as key components of a robust criminal justice framework guided by the core principles of the rule of law, due process and protection of human rights. The present publication has been developed with the conviction that an effective criminal justice response to terrorism must include a gender perspective, adopt an approach based on gender mainstreaming and human rights, and take account of the multifaceted and distinct ways that women and men are involved in, and impacted by, terrorist acts. Women and men, girls and boys are among the victims of acts of terrorism, such as hostage-taking, explosives attacks in public places, or aeroplane hijacking. Terrorist groups, however, also specifically target women through acts of sexual and gender-based violence – such as rape, sexual slavery and forced marriage – as a means of achieving tactical, strategic and ideological aims. Many terrorist groups encroach on women’s human rights and impede their socioeconomic development, including by restricting their movement. In some contexts, women disproportionately experience internal displace- ment as a result of terrorist threats, and lose access to livelihoods owing to terrorist attacks. Women may also face gender-specific difficulties when attempting to access justice and seeking emediesr as victims of terrorism. Some women actively and voluntarily support terrorist groups, ideologically and operationally, and are involved in the commission of terrorism-related offences. The active participation of women in ter- rorist groups is not a new phenomenon. Women fulfilled frontline roles in, for example, the Euskadi Ta Askatasuna (ETA) and Partiya Karkerên Kurdistan (PKK), and leadership roles in the Liberation Tigers of Tamil Eelam (LTTE). The circumstances of women’s association with contemporary terrorist and violent extremist groups, the roles they fulfil in these groups and the levels of violence with which they engage, however, differ from men in many contexts, and are often based on gender roles and stereotypes. In some conflicts, women become associated with these groups through coercion or abduction, and may commit terrorism-related offences while themselves being victims of violence by terrorist groups. Despite these different impacts and associations, traditional analysis has often placed women on the periphery of terrorism

The bulk of research on women’s policing has focused on the growth of women in law enforcement, barriers, sexual harassment, gender differences, why women are deterred from law enforcement, physical limitations, and instruments used during the recruitment process, and the stress endured after entry into the profession. When looking at Black female officers’ lived experience and perceptions around mentoring; research is lacking. Eight Black female officers from the San Francisco Bay Area participated in this study. Findings revealed that all of the women have faced a recurring sense of discrimination, based on their gender. Many participants also suggested a culture in which women are viewed as less capable and, are, at times, less valued.

  • In Defense of Cyberterrorism: an Argument for Anticipating Cyber-Attacks
    IN DEFENSE OF CYBERTERRORISM: AN ARGUMENT FOR ANTICIPATING CYBER-ATTACKS Susan W. Brenner Marc D. Goodman The September 11, 2001, terrorist attacks on the United States brought the notion of terrorism as a clear and present danger into the consciousness of the American people. In order to predict what might follow these shocking attacks, it is necessary to examine the ideologies and motives of their perpetrators, and the methodologies that terrorists utilize. The focus of this article is on how Al-Qa'ida and other Islamic fundamentalist groups can use cyberspace and technology to continue to wage war againstthe United States, its allies and its foreign interests. Contending that cyberspace will become an increasingly essential terrorist tool, the author examines four key issues surrounding cyberterrorism. The first is a survey of conventional methods of "physical" terrorism, and their inherent shortcomings. Next, a discussion of cyberspace reveals its potential advantages as a secure, borderless, anonymous, and structured delivery method for terrorism. Third, the author offers several cyberterrorism scenarios. Relating several examples of both actual and potential syntactic and semantic attacks, instigated individually or in combination, the author conveys their damagingpolitical and economic impact. Finally, the author addresses the inevitable inquiry into why cyberspace has not been used to its full potential by would-be terrorists. Separately considering foreign and domestic terrorists, it becomes evident that the aims of terrorists must shift from the gross infliction of panic, death and destruction to the crippling of key information systems before cyberattacks will take precedence over physical attacks. However, given that terrorist groups such as Al Qa'ida are highly intelligent, well-funded, and globally coordinated, the possibility of attacks via cyberspace should make America increasingly vigilant.

The authors set out to canvass how these provisions have been judicially interpreted since their inception through an empirical analysis of court decisions. NATO’s determination and solidarity in fighting the evolving challenge posed by terrorism has constantly increased since the Alliance invoked its collective defence clause for the first time in response to the terrorist attacks of 11 September 2001 on the United States of America.
