My name is Robert MacLean. Currently my Whistleblower Protection Act case is the first involving the Act that will be heard by the Supreme Court. But I am not here to talk about the legal arguments. I want to share why I had to blow the whistle, and what it means for our country to protect the freedom to warn. The timeline below shares a whistleblowing experience I never wanted to have. But it forced me to make the most difficult choices and decisions of my life, about my duty to the country as a public servant and law enforcement officer. The timeline below chronicles a series of events that has changed my life forever, and may have been even more significant for our nation’s safety. 1992 — After four years as a nuclear weapons specialist, I was honorably discharged from the Air Force with a Top Secret clearance and the option to reenlist. 1996 — I became a Border Patrol Agent in the San Diego Sector. Not to be confused with a port inspector you see working at land border entry points or airports. I patrolled the vast area between entry points. 32 days after the 9/11 attacks — I was specially recruited to be in the first class of U.S. Federal Air Marshals (Air Marshals) to graduate after the 9/11 attacks. July 26, 2003 — Four months after the invasion of Iraq, all Air Marshals throughout the country were recalled for mandatory unprecedented in-office emergency suicidal Al-Qaeda hijacking training.

In a letter to the online classified site’s lawyers, the attorneys general say that Backpage.com claims it has strict policies to prevent illegal activity. Yet the chief legal officers of Washington state, Missouri and Connecticut have found hundreds of ads on Backpage.com’s regional sites that are clearly for illegal services. “It does not require forensic training to understand that these advertisements are for prostitution,” the attorneys general wrote. The letter says the hub for illegal sex ads is a magnet for those seeking to exploit minors and points to more than 50 cases, in 22 states over three years, involving the trafficking or attempted trafficking of minors through Backpage.com. “These are only the stories that made it into the news; many more instances likely exist,” the attorneys general wrote. They also reminded Backpage.com of a 2010 request from nearly two dozen attorneys general asking that the adult services site be taken down. “Backpage.com’s adult service advertisements are a beacon for human traffickers and easy for them to exploit,” Hawaii Attorney General David Louie said.

Professor Stephen Schneider’s assistant requested armed UN security officers who held film maker Phelim McAleer, ordered him to stop filming and prevented further questioning after the press conference where the Stanford academic was launching a book. McAleer, a veteran journalist and film maker, has recently made a documentary “Not Evil Just Wrong’ which takes a sceptical look at the science and politics behind Global Warming concerns. He asked Professor Schneider about his opinions on Climategate – where leaked emails have revealed that a senior British professor deleted data and encouraged colleagues to do likewise if it contradicted their belief in Global Warming. Professor Phil Jones, the head of Britain’s Climate Research Unit, has temporarily stood down pending an investigation into the scandal. Professor Schneider, who is a senior member of the UN’s Intergovernmental Panel on Climate Change (IPCC), said he would not comment on emails that may have been incomplete or edited. During some testy exchanges with McAleer, UN officials and Professor Schneider’s assistants twice tried to cut short McAleer’s question. However as the press conference drew to a close Professor Schneider’s assistant called armed UN security guards to the room. They held McAleer and aggressively ordered cameraman Ian Foster to stop filming.

Warner Brothers stable of Western stars included (l to r) Will Hutchins – Sugarfoot, Peter Brown – Deputy Johnny McKay in Lawman, Jack Kelly – Bart Maverick, Ty Hardin – Bronco, James Garner – Bret Maverick, Wade Preston – Colt .45, and John Russell – Marshal Dan Troupe in Lawman, circa 1958. Westerns became popular in the early years of television, in the era before television signals were broadcast in color. During the years from 1959 to 1961, thirty-two different Westerns aired in prime time. The television stars that we saw every night were larger than life. In addition to the many western movie stars, many of our heroes and role models were the western television actors like John Russell and Peter Brown of Lawman, Clint Walker on Cheyenne, James Garner on Maverick, James Drury as the Virginian, Chuck Connors as the Rifleman and Steve McQueen of Wanted: Dead or Alive, and the list goes on. Western movies that became popular in the 1940s recalled life in the West in the latter half of the 19th century. They added generous doses of humor and musical fun. As western dramas on radio and television developed, some of them incorporated a combination of cowboy and hillbilly shtick in many western movies and later in TV shows like Gunsmoke.

    3. AFFECTED ENVIRONMENT 3.1 INTRODUCTION This chapter of the Kemper County IGCC Project EIS presents information describing environmental and other resources that might potentially be affected by the proposed action or analyzed alternatives; it serves as a baseline from which the proposed project’s impacts are evaluated. This chapter describes the existing or baseline conditions of resources relative to the three major components of the proposed project: (1) the power plant, which is the component of the project that would be supported by the proposed action (funding and loan guarantee), and several offsite connected actions, including (2) the lignite surface mine, and (3) various linear facilities (pipelines and electric power lines). Environmental characteristics of the affected sites and rights-of-way, as well as their immediate surroundings, are described to levels of detail commensurate with importance of the issues or potential impacts. In most sections baseline conditions are described in detail. However, in some other sections, given the nature of some aspects of this project and the limited potential to impact some environmental resources, relatively brief information is provided to describe the existing environmental characteristics or baseline conditions. The information and data provided in this chapter were gathered during field surveys as well as drawn from literature reports, maps, databases, and other publicly available sources. Sources include specific, project- related environmental documents and permit applications that have previously been filed. The information is pre- sented in the following sections, which describe the physical, biological, environmental, socioeconomic, cultural, and aesthetic and other features and conditions of the project areas and their surroundings: • 3.2—Regional Setting and General Area • 3.11—Wetlands.
