ANNUAL REPORT Academic Year 2019-2020 International Space University The International Space University, founded in 1987 in Massachusetts, US, and now headquartered in Stras- bourg, France, is the world’s premier international space education institution. It is supported by major space agencies and aerospace organizations from around the world. The graduate level programs offered by ISU are dedicated to promoting international, interdisciplinary and intercultural cooperation in space activities. ISU offers the Master of Science in Space Studies program at its Central Campus in Strasbourg. Since the summer of 1988, ISU conducts the two-month Space Studies Program at different host institutions in locations spanning the globe; more recently the Southern Hemisphere Space Studies Program; and the online Interactive Space Program. ISU programs are delivered by over 100 ISU faculty members in concert with invited industry and agency experts from institutions around the world. Since its founding, more than 5000 students from 110 countries graduated from ISU. In this paper, I propose a Mexican astronoetics: a way of recog- nizing the extraterrestrial aspirations of many Mexicans, while at the same time critically reflecting on the notions of exploration and conquest that inform these aspirations, as well as the earthly limits that complicate the possibility of their achievement. Before I look at the inter- and transnational relationships required to participate in outer space activities, I find it useful to think through some spatio-political concepts that are being debated in the era of the Blue Dot: globalization, cosmopolitanism/cosmopolitics, and the planetary, all of which demand that attention be paid to the ways in which humans (and non-humans) interact across Earth, and the ways in which these interactions are facilitated, negotiated, monitored, channeled and/or obstructed. “Globalization” refers to the processes that produce networks, particularly of capital, that connect people, places and things all over the planet. -

ISSN 0035-9173/20/010046-12 Sixty years of Australia in space Kerrie Dougherty Space Humanities Department, International Space University, Strasbourg, France Email: [email protected] Abstract Australia’s involvement in space activities commenced in 1957, at the beginning of the Space Age, with space tracking and sounding rocket launches at Woomera. By 1960, Australia was considered one of the leading space-active nations and in 1967 became one of the earliest countries to launch its own satellite. Yet by 1980, Australia’s space prominence had dwindled, with the country lacking both a national space agency and a coherent national space policy. Despite attempts in the latter part of the 1980s to develop an Australian space industry, the lack of a coherent and consistent national space policy and an effective co-ordinating body, left Australia constantly “punching below its weight” in global space activities until the Twenty First Century. This paper will briefly examine the often-contradictory history of Australian space activities from 1957 to the announcement of the Australian Space Agency in 2017, providing background and context for the later papers in this issue. National Aeronautics and Space Administration International Space Station [MISSION SUMMARY] began March 11, 2015 and ends May 13, 2015. This expedition will include the EXPEDITION 43 beginning of research projects focusing on the One-Year mission, which includes medical, psychological and biomedical studies with NASA Astronaut Scott Kelly and Roscosmos Cosmonaut Mikhail Kornienko who will spend a year in space. Expedition 43 also will include astrophysics research, physical science investigations and technology demonstrations. There are no spacewalks planned during Expedition 43. INTERNATIONAL SPACE MEDICINE SUMMIT 2019 October 10–13, 2019 • Rice University’s Baker Institute for Public Policy • Houston, Texas INTERNATIONAL SPACE MEDICINE SUMMIT 2019 October 10–13, 2019 • Rice University’s Baker Institute for Public Policy • Houston, Texas About the Event As we continue human space exploration, much more research is needed to prevent and/or mitigate the medical, psychological and biomedical challenges spacefarers face. The International Space Station provides an excellent laboratory in which to conduct such research. It is essential that the station be used to its fullest potential via cooperative studies and the sharing of equipment and instruments between the international partners. The application of the lessons learned from long-duration human spaceflight and analog research environments will not only lead to advances in technology and greater knowledge to protect future space travelers, but will also enhance life on Earth. The 13th annual International Space Medicine Summit on Oct. 10-13, 2019, brings together the leading physicians, space biomedical scientists, engineers, astronauts, cosmonauts and educators from the world’s spacefaring nations for high-level discussions to identify necessary space medicine research goals as well as ways to further enhance international cooperation and collaborative research. All ISS partners are represented at the summit. The summit is co-sponsored by the Baker Institute Space Policy Program, Texas A&M University College of Engineering and Baylor College of Medicine.
