The Authority comprises seven councillors, each of whom must be elected to one of the seven constituent district councils comprising the metropolitan West Midlands. These seven district councils appoint a single member to the Authority in accordance with the provisions of schedule 10 of the Local Government Act 1985 (as amended). 2. Councillors may be removed by their appointing council, subject to the council complying with the statutory requirements as to periods of notification etc. The overriding duty of members of the Authority is to the whole community of the West Midlands. A list of the members of the Authority for current municipal year is set out in Annex 1 of the constitution. 3. All seven members meet together as the West Midlands Integrated Transport Authority, and these meetings are held in public. 4. The West Midlands Integrated Transport Authority has ultimate responsibility for public transport within the region, but has delegated much of its decision making to a Centro Joint Committee. -

Explanatory Notes
These notes refer to the Local Transport Act 2008 (c.26) which received Royal Assent on 26 November 2008 LOCAL TRANSPORT ACT 2008 —————————— EXPLANATORY NOTES INTRODUCTION 1. These Explanatory Notes relate to the Local Transport Act 2008 (“the Act”), which received Royal Assent on 26 November 2008. They have been prepared by the Department for Transport in order to assist the reader in understanding the Act. They do not form part of the Act and have not been endorsed by Parliament. 2. The notes need to be read in conjunction with the Act. They are not, and are not meant to be, a comprehensive description of the Act. So where a section or part of a section does not seem to require any explanation or comment, none is given. SUMMARY AND BACKGROUND 3. The provisions in the Act are intended to address increasing road congestion and to improve the quality of local bus services. The policy context and related background were set out in the consultation document Strengthening Local Delivery: the draft Local Transport Bill, published in May 2007 (Cm 7043). The Government’s response to the consultation was published in November 2007, and copies are available from the Department for Transport’s website (www.dft.gov.uk). 4. The Act contains provisions to amend the law relating to: x the responsibilities of local authorities in relation to local transport policies and plans; x the operation of local bus services and related matters, including provisions relating to traffic commissioners; x the constitution and functions of Passenger Transport Authorities (“PTAs”), which are renamed as Integrated Transport Authorities (“ITAs”); x the establishment and operation of local and London road user charging schemes (commonly referred to as “local road pricing schemes”). -
