A final word of thanks is due to the editor, Christopher Talbot, an insightful colleague and intellectual guide, as well as his associates at IIEP, including Erika Boak, Jo Kelcey, Shérazade Mihoubi, Eli Rognerud and Jo Stephenson. 6 Foreword to the series UNESCO is increasingly requested to provide an educational response in emergency and reconstruction settings. The organization is in the process of developing expertise in this field in order to be able to provide prompt and relevant assistance. It will offer guidance, practical tools and specific training for education policy-makers, officials and planners. The fifth of the eleven objectives adopted by the Dakar World Education Forum in 2000 explicitly focuses on the rights of children in emergencies. It stresses the importance of meeting “... the needs of education systems affected by conflict, natural calamities and instability and conduct[ing] educational programmes in ways that promote mutual understanding, peace and tolerance, and that help to prevent violence and conflict”. The Dakar Framework for Action (UNESCO, 2000: 9) calls for national Education for All plans to include provision for education in emergency situations. Governments, particularly education ministries, have an important role to play in an area that has often been dominated by the actions of NGOs and United Nations agencies. Moreover, the field of educational planning in emergencies and reconstruction is still young. It has to be organized into a manageable discipline, through further documentation and analysis, before training programmes can be designed. Accumulated institutional memories and knowledge in governments, agencies and NGOs on education in emergencies are in danger of being lost due both to the dispersion and disappearance of documents, and to high staff turnover in both the national and international contexts. Most of the expertise is still in the heads of practitioners and needs to be collected, since memories fade fast. Diverse experiences of educational reconstruction must now be more thoroughly documented and analyzed before they disappear. This task includes the publication in this series of seven country- specific analyses being conducted on the planning and management of education in emergencies and reconstruction. They concern the efforts currently being made to restore and transform education systems in 7 Foreword to the series countries as diverse as Burundi, Kosovo, Palestine, Rwanda, Sierra Leone, Sudan and Timor-Leste. They have been initiated and sponsored by IIEP, in close collaboration with the Division for Educational Policies and Strategies at UNESCO headquarters. The objectives of the case studies are: • to contribute to the process of developing knowledge in the discipline of education in emergencies; • to provide focused input for future IIEP training programmes targeting government officials and others in education in emergencies; • to identify and collect dispersed documentation on the management of education in the seven countries; and to capture some of the undocumented memories of practitioners; • to analyze responses in seven very different situations to educational provision in times of crisis; and • to increase dissemination of information and analysis on education in emergencies. IIEP’s larger programme on education in emergencies and reconstruction involves not only these case studies, but also a series of global, thematic, policy-related studies. In addition, IIEP is producing a handbook for ministry of education officials and the agencies assisting them, and developing training materials for a similar audience. Through this programme, IIEP will make a modest but significant contribution to the discipline of education in emergencies. Its hope is to enrich the quality of the planning processes applied in this crucial field.     The Criminalization of South Sudan’s Gold Sector Kleptocratic Networks and the Gold Trade in Kapoeta By the Enough Project April 2020* A Precious Resource in an Arid Land Within the area historically known as the state of Eastern Equatoria, Kapoeta is a semi-arid rangeland of clay soil dotted with short, thorny shrubs and other vegetation.1 Precious resources lie below this desolate landscape. Eastern Equatoria, along with the region historically known as Central Equatoria, contains some of the most important and best-known sites for artisanal and small-scale gold mining (ASM). Some estimates put the number of miners at 60,000 working at 80 different locations in the area, including Nanaknak, Lauro (Didinga Hills), Napotpot, and Namurnyang. Locals primarily use traditional mining techniques, panning for gold from seasonal streams in various villages. The work provides miners’ families resources to support their basic needs.2 Kapoeta’s increasingly coveted gold resources are being smuggled across the border into Kenya with the active complicity of local and national governments. This smuggling network, which involves international mining interests, has contributed to increased militarization.3 Armed actors and corrupt networks are fueling low-intensity conflicts over land, particularly over the ownership of mining sites, and causing the militarization of gold mining in the area. Poor oversight and conflicts over the control of resources between the Kapoeta government and the national government in Juba enrich opportunistic actors both inside and outside South Sudan. Inefficient regulation and poor gold outflows have helped make ASM an ideal target for capture by those who seek to finance armed groups, perpetrate violence, exploit mining communities, and exacerbate divisions.

The study examined two plans for ICT in education, addition to an interview with the educational planning manager, and information center of federal ministry of general education, and other documents from the ministry of education, as well as recommendations of previous studies which emphasized the need for policy to be compatible with other countries may face semi conditions of Sudan, and importance of compatible with UNESCO declarations (Incheon& Qingdao, 2015). The results of this study showed the need for policy emphasis on using technology in education, K-12 education in Sudan requires better technology equipment, inclusive ICT policy includes primary and secondary education need to formulate. The study also suggests that evaluation and assessment are required in order to get more effective solutions and cope with the international educational progress of ICT in K-12 education.
