    ADDITIONAL INFORMATION ON MHG10266 Name: Kinbrace Drove Stance Summary: A two-compartment enclosure probably constructed as a drove stance. Grid Reference: NC866286 Civil Parish: Kildonan Geographical Area: Sutherland Date of Survey: 26 January 2012 Monument Type: Stock enclosure Full Description: The stance is situated on a grassy haugh on the east bank of the River Helmsdale and consists of a rectangular enclosure with two compartments. The earthen dykes are up to one metre in height but are poorly preserved and discontinuous in places. In the south dyke there is a probable entrance near the south east corner and a second gap further to the west. A mound ten metres north of the enclosure is suggestive of a small building but might be a natural feature. It is likely that two drove roads from the north converged at or near to this location – the Ca na Catanach (MHG 835) from Caithness and the route from Syre in Strathnaver – while the drove road south from this point enters the hill ground near Borrobol and continues to Invershin. The stance lies 3.5 km south of the site of the former drovers’ inn at Achentoul. It is possible that the stance passed out of use when this inn (which is likely to have had its own stance) came into operation, or it may have been used as an alternative site for assembling droves and holding them overnight. The monument is currently recorded as a Stock Enclosure but its configuration and location indicates that it was probably a drove stance. Duwe 2nd Edition January, 2012 Executive Summary This publication is part of a series dealing with local communities which were predominantly Gaelic- speaking at the end of the 19 th century. Based mainly (but not exclusively) on local population census information the reports strive to examine the state of the language through the ages from 1881 until to- day. The most relevant information is gathered comprehensively for the smallest geographical unit pos- sible and provided area by area – a very useful reference for people with interest in their own communi- ty. Furthermore the impact of recent developments in education (namely teaching in Gaelic medium and Gaelic as a second language) is analysed for primary school catchments. Gaelic once was the dominant means of conversation in East Sutherland and the western districts of Caithness. Since the end of the 19 th century the language was on a relentless decline caused both by offi- cial ignorance and the low self-confidence of its speakers. A century later Gaelic is only spoken by a very tiny minority of inhabitants, most of them born well before the Second World War. Signs for the future still look not promising. Gaelic is still being sidelined officially in the whole area. Local council- lors even object to bilingual road-signs. Educational provision is either derisory or non-existent. Only constant parental pressure has achieved the introduction of Gaelic medium provision in Thurso and Bonar Bridge.

It is considered that the proposal does not accord with the principles and policies contained within the Development Plan and is unacceptable in terms of applicable material considerations. Recommendation Members are asked to agree the recommendation to REFUSE as set out in section 11 of the report. 1. PROPOSED DEVELOPMENT 1.1 The application proposes the erection of 5 wind turbines and associated infrastructure. This will form Navidale wind farm. The principal components include: - • Five wind turbines (each rated 3MW) measuring up to max 125m tip height; • Turbine foundations with associated hardstanding areas for cranes; • 4.6km of on-site access tracks (of a minimum 4m and maximum 6m width); • Four water crossings, where the access track crosses water courses; • A single site entrance from the public road network, located on the old A9; • Drainage works; • An on-site electrical and control building (11.9m x 3.7m by 3.9m height); • A network of buried cables; • A temporary construction compound, including parking, and welfare facilities; • A borrow pit with the potential to supply 50,000m3 located within the landholding, with the required haul road and borrow pit reinstated following construction.
