Since its establishment on October 27, 2014, YCB is Yale University’s first and only university-wide center outside of the United States and continues to serve as an intellectual hub that draws luminaries from China, the U.S., and beyond. During 2018-2019, YCB hosted a variety of events and programs that advanced Yale's mission to improve our world and develop global leaders for all sectors, featuring topics ranging from health and medicine, technology and entrepreneurship, environment and sustainability, to politics, economics, and the arts and humanities. Over the past half-decade, YCB has become a prominent convening space that engages scholars and thought leaders in dialogues that foster openness, connectedness, and innovation. It does so by in- novatively considering the perspectives of belligerents alongside those of humanitar- ian actors, so as to identify how belligerents have responded to the two humanitarian modus operandi, and to ascertain the connection of humanitarian actors to the wars and international military interventions that they have implicitly or explicitly called for or endorsed. The paper finds that the response of belligerents differs from what both classical and political humanitarians expect. Even where humanitarians maintain am- biguity, the intention to will military action remains present and even the documenta- tion and reporting of violence will bolster military intervention. Such consequences will be perceptible to belligerents, who may restrict humanitarian space. When hu- manitarians advance jus ad bellum perspectives, the humanitarian identity envisioned by classicists is not necessarily compromised. But belligerents are positively influenced by such perspectives only when those perspectives coincide with their own position. Thank you for the kind invitation to share this special day with you. The establishment of a manufacturing facility in this area and South Africa in particular will help us to reduce our dependency on imports and create jobs as envisaged in our policy documents. Let me at the onset commend AEG Power Solutions on this bold step that you have taken. 2 Your initiative augurs very well with government’s policy commitment on localization, and in fact, for us to create the number of jobs as anticipated, we need to localize most of these technologies. In June 2012, the Department of Energy (DoE) together with the Department of Science and Technology (DST) with the help of the International Energy Agency (IEA) convened a national workshop with all relevant stakeholders in government, academia, state owned entities, research institutions to deliberate and formalise the plans on Solar Technology Road map. We have also recently formally launched the South African National Energy Development Institute (SANEDI) which in essence, is responsible for enabling and implementing the energy technology roadmap which supports the long-term policies developed by the DoE.
