* NBS SPECIAL PUBLICATION 629 '""CAM Of U.S. DEPARTMENT OF COMMERCE / National Bureau of Standards Report of the 66th National Conference on Weights and Measures 1981 NATIONAL BUREAU OF STANDARDS The National Bureau of Standards' was established by an act of Congress on March 3, 1901. The Bureau's overall goal is to strengthen and advance the Nation's science and technology and facilitate their effective application for public benefit. To this end, the Bureau conducts research and provides: (1) a basis for the Nation's physical measurement system, (2) scientific and technological services for industry and government, (3) a technical basis for equity in trade, and (4) technical services to promote public safety. The Bureau's technical work is per- formed by the National Measurement Laboratory, the National Engineering Laboratory, and the Institute for Computer Sciences and Technology. THE NATIONAL MEASUREMENT LABORATORY provides the national system of physical and chemical and materials measurement; coordinates the system with measurement systems of other nations and furnishes essential services leading to accurate and uniform physical and chemical measurement throughout the Nation's scientific community, industry, and commerce; conducts materials research leading to improved methods of measurement, standards, and data on the properties of materials needed by industry, commerce, educational institutions, and Government; provides advisory and research services to other Government agencies; develops, produces, and distributes Standard Reference Materials; and provides calibration services. The Laboratory consists of the following centers: Absolute Physical Quantities 2 — Radiation Research — Thermodynamics and Molecular Science — Analytical Chemistry — Materials Science. THE NATIONAL ENGINEERING LABORATORY provides technology and technical ser- vices to the public and private sectors to address national needs and to solve national problems; conducts research in engineering and applied science in support of these efforts; builds and maintains competence in the necessary disciplines required to carry out this research and technical service; develops engineering data and measurement capabilities; provides engineering measurement traceability services: develops test methods and proposes engineering standards and code changes; develops and proposes new engineering practices; and develops and improves mechanisms to transfer results of its research to the ultimate user. THE INSTITUTE FOR COMPUTER SCIENCES AND TECHNOLOGY conducts research and provides scientific and technical services to aid Federal agencies in the selection, acquisition, application, and use of computer technology to improve effectiveness and economy in Government operations in accordance with Public Law 89-306 (40 U.S.C. 759), relevant Executive Orders, and other directives; carries out this mission by managing the Federal Information Processing Standards Program, developing Federal ADP standards guidelines, and managing Federal participation in ADP voluntary standardization activities; provides scientific and technological advisory services and assistance to Federal agencies; and provides the technical foundation for computer-related policies of the Federal Government.     The Drug Hang Up, America's Fifty-Year Folly by Rufus King Chapter 29 The Bad Scene Today TOBACCO and alcohol owe their important places in American life to two interacting forces. One is the demand created by millions of people who have learned that using these substances makes them feel good. The other is a supply pressed on the market by promoters whose motive is an eagerness for profit. No matter that neither product has redeeming value as nutrient or medicine. No matter that the ravages attributed to both are well known. Feeling good and avoiding feeling bad are among America's most highly esteemed objectives. After all, our noblest declaration of national purpose begins with a reference to "the Pursuit of Happiness." Some of the drugs (other drugs, remember) which so alarm Americans are much better producers of good feelings and better suppressers of pain and anxiety than anything in the liquor or nicotine lines. Most are also less dangerous. Several are widely relied upon in legitimate therapy. Thus it is inevitable that many people who learn about them one way or another will become users, given the chance, and will be willing to pay enough for their desirable effects to make large profits for suppliers. Consumer prices for tobacco products are inflated one or two times over production costs by taxes, while in the case of beverage alcohol the inflation is nearer fivefold. The competing purveyor of illegal substances, on the other hand, keeps his profits, at least while he remains uncaught, to the last penny. The only thing he must somehow manage to do without is the agricultural subsidy paid to tobacco and grain suppliers directly out of federal taxpayers' pockets.

    Turabian Style: Notes and Reference List See Chapters 16, “The Basic Form,” and 17, “Types of Sources,” on the “Notes-Bibliography Style” in A Manual for Writers, 8th ed, or the University Writing Center, for additional help and reference. Turabian documentation style is essentially the same as the Chicago style with a few slight modifications that focus on student research papers rather than material for publishing. For example, access dates are used more often than in comparable Chicago style entries. The Turabian style offers two citation methods: Notes-Bibliography and Parenthetical Citations-Reference List. This handout outlines the former. Notes- Bibliography style, or simply Bibliography style, is used most often in literature, history, and the arts. To begin, a citation is necessary when you have used a direct quotation as well as when you have paraphrased another’s work. In the Notes-Bibliography style, you indicate that you have used a source by inserting a superscript number at the end of the sentence in which you refer to it: Hoare explains that “Accurate navigation, in particular track keeping and timing, was dependent upon using the most recent W/V as measured between the latest and the 20 minute-old fix.”1 You then cite that quotation or paraphrased section in either a footnote at the bottom of the page or an endnote at the end of the document. The note format is the same whether using endnotes or footnotes but varies with source type. XX represents page numbers actually cited. The claimant presented a claim to the Employment Tribunal on 4 March 2020 in which he complained that he was discriminated against on the grounds of disability, and unlawfully deprived of wages to which he was 40 contractually entitled. A hearing on the merits was listed to take place on 25 to 28 May 2021, by CVP in light of the ongoing restrictions in place owing to the coronavirus 5 pandemic. 4. The assessment was undertaken at the request of the Senate Committee on Commerce, Science, and Transportation. The Office of Technology Assessment formed a panel of consumer represent- atives, food retailers, processors, wholesalers, scientific experts, and State and Federal Government officials. Staffs of the Congressional Research Service, the U.S. Department of Agriculture, and the Food and Drug Administration provided background information to the assessment. Individual papers and reports were commissioned concerning the scientific basis for open dating of food and the crit- ical issues involved. A nationwide mail survey was conducted to gain the con- sumer’s perspective. In addition, reviews of the draft reports were provided by Federal agencies and officials, and a wide spectrum of interested individuals. These wide-ranging contributions were vital to the shaping of the assessment and to developing congressional options. To all of these people OTA acknowledges a deep debt of gratitude; however, the report is an OTA staff synthesis and does not necessarily reflect the position or views of any particular individual. The document has since gone through a series of revisions and additions. To begin with it was not possible to include certain key items of evidence that have come into my possession only since December 2010. The conclusions of the earlier document were arrived at by a long process of deduction which was necessarily limited in its impetus to an array of largely historical and circumstantial details and observations, together with certain items of extant medical evidence. These conclusions were confirmed in later editions by the inclusion of further evidence in Part 2. The part of the Analysis section under the subtitle Technocracy (Part 1, pp.41-46) – in which there is some speculative discussion of the likely medical and technological imperatives that I understand must have informed the alleged illicit research program – was greatly extended in 2012, and represents the most significant revision of the original document (excluding Part 2).
