Introduction

1. The 2019 ADFBA National Combined Services Championships will be held at RAAF Base Williams (RAAF WIL), over the period 22 Nov - 01 Dec 19 inclusive. This will be the 36th time this annual event will be conducted by the ADFBA. The presentation evening for the Championships will be held on Saturday, 30 Nov 19.

2. SADFO RAAF WIL, through ABXO, has given approval for the conduct of the Championships at WIL vide Reference A. Approval includes usage of the base gymnasium, accommodation and messing support, inclusive of Airmen’s Club, for the duration of the Championships.

Aim

3. The aim of this instruction is to outline the administrative arrangements involved with the planning, coordinating and conduct of the 2019 ADFBA National Combined Services Championships.

Objectives

4. The objectives of the Championships are to: a. Foster ADF values through sport b. Provide competitive and social interactions between members of the ADF at all rank levels c. Promote the development of team spirit and mate-ship between ADF members d. Promote inclusive focus and aims of ADF Adaptive Sports Program.

Tournament Coordinator (CO-ORD)

5. The Tournament CO-ORD of the 2019 ADFBA Championships is TBC.

General Outline

6. The 2019 ADFBA Championships will be held over the period 22 Nov - 01 Dec 19 inclusive, with the games commencing on the 22 Nov 19 at RAAF WIL. Travel to the tournament will occur over the period 21 Nov – 22 Nov 19. The Championships will be a round robin format with both female and male grand final matches played on 30 Nov 19. A presentation function will be held on the evening of 30 Nov 19 at the RAAF WIL Airmen's Mess. Return travel will commence on 01 Dec 19.

Date and timings

7. The Championship schedule and competition draw is yet to be confirmed and will be distributed closer to the Championships. All members are to arrive at RAAF WIL, by 1800h Thu 21 Nov 19 to allow commencement of games on Friday 22 Nov 19. A general outline of the sequence of events is listed at Annex A.

8. The 2019 ADFBA Championships will be held at RAAF Base Williams, Maher Road, Laverton, 3027, VIC, approximately 17kms south west of . All training sessions and championship games will be held at the Laverton Gymnasium.

11. ADF members. All ADF members (permanent and reserve) are eligible to participate IAW Reference B through F. Units are requested to release members in support of this activity, who will be granted 'on duty' status IAW Reference B. All ADF members are to provide individual state OICs with written confirmation of approval to participate in the Championships from unit COs/OCs, NLT 20 Sep 19, to allow for financial administration of travel and to finalise team nominal roll. This approval is granted through submission of the ADFBA Participant Application form in Enclosure 1 to this instruction. If written confirmation is not provided, members will not travel to the tournament. Any member who arrives at the tournament without signed CO/OC approval will be subsequently assessed as not on duty and will be required to return to their home unit immediately at their own expense.

12. ADF Reserve members. As detailed in Reference B and C, COs may permit reserve personnel (Navy, Army and Air Force) to participate in sporting activities (completing ADFBA Participant Application form Enclosure 1), having considered budget/resource restrictions and the limited time a reserve member has available to serve in a given year. Given these limitations, COs may decide: a. Not to allow participation in a sporting activity in order to meet core employment and capability priorities; b. To approve voluntary, unpaid attendance that allows the member to be eligible for compensation arising from injury; or c. To approve paid attendance utilising their ship/unit's allocation of Reserve Training Salaries.

13. The ADFBA does not pay ADF reserve members for attendance at Defence Sporting events.

14. ADF APS employees. APS members are not eligible to participate, IAW Reference D and E.

15. Civilians. As per Reference B civilians are not able to participate as competitors in ADF sport. ADF sports associations may seek ADFSC approval for civilians to act as officials, coaches or administrators where no suitable Service personnel can fill the role. Any official provided by an association must produce proof of full personal injury and personal liability insurance cover. In respect to administrators (coaches included), a precondition of their engagement is that they be advised of, and formally acknowledge in an agreement/contract for services, the need to effect income protection insurance.

16. Team signal. State OICs are responsible for releasing signal confirmation for their selected state team to attend the ADFBA 2019 Championships and where required, release of an Administration Instruction. State OICs and Representatives are to ensure storage of these documents in relevant Objective State folder. These are the authority document WRT travel requirements. State representatives are to advise ADFBA Director of Administration once these documents have been electronically filed.

17. ADFBA team sheet and participation forms. State OIC/Reps are responsible for compilation of the team sheet for their respective state. This team sheet is to be completed ASAP and NLT 20 Sep 19. The team sheet is located at BP3978291 within the ADFBA Objective file structure. ADFBA Director of Administration is responsible for forwarding link to folder to state OICs. State OICs are to ensure the team sheet is completed including D.O.B for sporting plus team 5 sheets. Completed participant application forms are to be placed within relevant Objective state folder. This documentation will be audited by Defence Sports and checked by ADFBA Director of Administration. Any participant whose ADFBA Participant Application form is not provided at this time will not be permitted to participate in the tournament.

Security and base access

18. RAAF WIL is a secure military establishment. All participants are to carry and display their current Defence ID cards at all times whilst on base. 19. Civilian access (including spectators). All civilians participating in the capacity as an official or spectators to the championships are required to bring government issued identification and complete a visitor's pass upon arrival. The visitor's pass will allow escorted access to the base for the duration of the tournament. 20. Photography and Imagery on Base. RAAF WIL is a Defence Establishment and as such is designated a prohibited area under Commonwealth law. Photography at RAAF WIL is only authorized IAW Reference I.

Facilities

21. Accommodation. Accommodation for approximately 180 personnel will be required for the ADFBA Championships. State OICs are to provide final numbers to the Tournament CO-ORD via completion of the team sheet NLT 20 Sep 19.

22. State OICs/REPS are to contact the Tournament CO-ORD on arrival at RAAF WIL to clarify the room key signing in and out arrangements.

23. All rooms are to be kept in a clean and tidy condition at all times. An inspection of rooms is to be conducted by state OIC/REPS on arrival and prior to departure. Any damages or external charges for cleaning or key replacement will be borne by the respective state, with the state OIC being held accountable. 24. Bedding. With the exception of towels, all bedding will be provided for the duration of the championships. Personnel attending the Championships are to supply their own personal and game towels. Linen is to be folded and stacked in each bedroom at the conclusion of the championships to assist cleaning staff.

25. Alcohol. All participants are advised that NO alcohol is to be stored or consumed in accommodation blocks, rooms or in immediate vicinity of accommodation.

26. Pool. RAAF WIL Pool facilities will be available for use throughout the tournament in the dictated opening hours of 0600 - 2000h (Mon – Fri) and 1000 - 2000h (Sat & Sun). Teams are encouraged to use these facilities for recovery sessions.

27. Gym. RAAF WIL Gymnasium has unrestricted access for ADF members.

6 Meals and rations

28. All meals are to be consumed in the Airmen's Mess of the Combined Dining Facility, Laverton, Building L423. E&IG RAAF WIL is requested to provide meals and rations for approximately 180 personnel from lunch Friday, 22 Nov 18 through breakfast Sunday, 01 Dec 19. A detailed ration plan including the requirement for sandwich and BBQ packs will be compiled by the ADFBA Liaison Officer and submitted to the Airmen's Mess NLT 07 Nov 19.

29. Meal timings at the Airmen's mess are:

30. Mess dress regulations. Dress standards for the Airmen's Mess, RAAF WIL, are as follows: a. Male - Members and visitors are to wear a collared shirt (including collared sports shirt), jumper or a collarless shirt of a design similar to the GUCCI style. The style is classed as a shirt with a collar stand only. Slacks or neat jeans, tailored shorts with walk socks, dress shoes or neat sandshoes and socks are to be worn. b. Female - Acceptable attire for females includes a skirt with neat top, dress, tailored shorts, slacks or neat jeans, and sandals, fashion shoes or neat sandshoes.

31. Under no circumstances are briefs, T-Shirts, bathers, singlet's, thongs or sporting attire to be worn in the Mess. These standards also apply to the Airmen's Club.

32. Body piercing jewellery. The only form of body-piercing jewellery permitted in the Airmen's Mess is the wearing of conventional ear rings/studs on the lobe of the ear. No other form of body-piercing jewellery (i.e. lip studs, nose rings etc) is permitted. This instruction applies equally to both male and female personnel.

Transport

33. Domestic air travel to and from Championships. Air travel funded by the ADFBA is not guaranteed for travel to and from the Championships. Participants are to be aware that they may be required to fund partial or total air travel costs. Further direction will be provided by the ADFBA Committee following the receipt of team lists and the allocation of funds dependent on participant numbers and state travel options.

34. OIC and State REPS from those states directed to travel by air are to co-ordinate all travel with the ADFBA Director of Finance. Group bookings are to be made for by State OIC/REPS. When bookings are made, State OIC/REPS are to ensure the cheapest fare of the day is selected IAW Defence Travel policy. No flights are to be booked prior to confirmation with ADFBA Director of Finance. Further information regarding travel, and possible requirements for travel via road movement, will be advised by ADFBA Director of Finance.

35. Airport transfers. Airport transfers from Melbourne domestic airport to RAAF WIL will be provided for groups on request; this service will not be provided to individual participants. State 7 OICs are responsible for liaising with the Tournament CO-ORD to facilitate airport pick-ups.

36. Transportation around RAAF WIL. The accommodation blocks, mess, gym, pool and Airmen's Club are within comfortable walking distance within the base. Limited service vehicles may be available for use for specific circumstances, if vehicles are required. State OICs are to liaise with Tournament CO-ORD.

37. Private vehicles. All participants who drive a personal vehicle to the championships are to ensure that they only park in designated car parks.

Incidentals

38. IAW ADFSC guidelines incidentals will not be paid by ADFBA.

Work Health and Safety

39. The SSMP is to be adhered to at all times. An SRA for this activity is at Enclosure 2. All ADFBA National Team personnel are to comply with the safety requirements outlined in SRA. Due to environment personnel are required to complete Campus Course Defence Heat Illness and Injury NLT COB 01 Nov 19. Personnel who have completed this training previously are exempt.

Medical support

40. Laverton Clinic (LAVC) is requested to provide medical support to ADF participants. LAVC can be contacted on (03) 9256 2433.

41. LAVC opening hours. LAVC is manned between the following hours: a. Sick parade (Outpatients). 0730 - 0930h Monday –Friday. b. Pharmacy. 0800 - 1230h Monday - Friday.

42. Civilians. Civilians requiring medical support are to be referred to civilian medical authorities, at own expense.

43. After hours treatment. For after hours care members are to contact the Defence 1800 IMSICK line (1800 467 425). They will direct the member to present to the most appropriate health facility. 45. First aid. The following procedures are to be adopted in the case of accidents or incidents which involve casualty or casualties: a. Priority 1

(1) carry out immediate first aid to casualty

(2) game commissioner is to use mobile phone to call 000

(3) contact OIC via mobile phone

8 b. Priority 2

(4) carry out immediate first aid

(5) contact OIC via mobile phone

(6) contact Defence 1800 IMSICK line (1800 467 425) c. Priority 3

(7) carry out immediate first aid

(8) team medical staff are to monitor casualty condition

(9) escalate to priority two if required.

46. Injury reporting. All participants are to complete a Sentinel WHS Event via DPN if an injury occurs throughout the conduct of the competition. State Rep OIC is to raise the incident as Supervisor and ensure that ADFBA Public Affairs Officer (MAJ Alex Lenart) is to be annotated as the Investigator and ADFBA Vice President (MAJ Bettina Stelzer) as Approving Authority. All Sentinel reports are to be raised as soon as possible following the incident or NLT 06 Dec 19. 47. Following any injury received during the tournament, the member must attend Sick Parade at the LAVC at the next available opportunity. This is to occur regardless of the severity of the injury and the advice or otherwise received at Sick Parade is to be included in the Sentinel report. If the member is admitted to the LAVC or another medical centre due to their injury then there is no requirement to attend Sick Parade in addition.

48. All State OICs and State REPS are to ensure that the have completed the required Sentinel eLearning on CAMPUS prior to attendance at tournament.

Equipment

49. SNCOIC P&RT WIL is requested to provide serviceable electronic scoreboards, mats for spectator seating, chairs and a table for the score keepers and other associated equipment for the conduct of the championships. Any deficiencies are to be reported to the Tournament CO-ORD prior to the conduct of the tournament. It is requested that the basketball court is made available for use between 0700 - 2000h daily over the period of 21 Nov – 01 Dec 19.

50. Team managers are responsible for the provision of water bottles, towels and other player and team equipment for the duration of the tournament.

Dress

51. Neat civilian attire or team apparel is to be worn while on Base. After hours, neat civilian attire is to be worn. Wearing of appropriate covered footwear is compulsory. Participants are reminded that their dress and bearing should reflect the standards expected of ADF members.

9 Conduct and behaviour

52. Participants are to be aware and comply with the following: a. Base Standing Instructions (Reference G and H) b. ADFBA Code of Conduct (Annex B) c. ADF Behaviour Expectations Statement (Annex C) d. ADF members are also to observe normal military grooming routines, protocols and pay appropriate compliments e. Movements around the bases at any time are not to disturb the living-in members of the base.

53. Any unacceptable behaviour may result in disciplinary/administrative action and removal from the Championships at member's expense.

54. Duty Member/Duty Team Roster. A duty roster for both a Duty Officer and Duty Team will be released to State OICs/REPS prior to the start of the tournament. This roster will indicate which states are responsible for additional duties as directed and which officer is on duty for the nominated day. The Duty Officer will be selected from those participants of the rank SGT and above. The Duty Officer will be required to fulfill the duties as outlined in the Duty Officer responsibilities which will be provided at induction. This member will act on behalf of the ADFBA President for the period of duty. The Duty Officer will be selected by the ADFBA Executive Committee prior to the commencement of the tournament. Any member who is unable to fulfill their duties as Duty Officer is responsible for arranging a suitable replacement, with assistance from the applicable State OIC. All changes must be approved by the ADFBA Executive Committee.

55. RAAF WIL Duty Officer. The RAAF WIL Duty Officer is on call 24h for assistance and can be contacted on 08 8348 6888 or 0458 263 124.

Conduct of the tournament

56. Welcome address. The welcome address by the ADFBA President or nominated representative (including Induction Brief) is scheduled for 1500h Fri, 22 Nov 19 in the RAAF WIL Gym. All participants are to attend.

57. ADFBA Committee meeting. The ADFBA Committee meeting is scheduled for 1900h Wed, 27 Nov 19. All ADFBA committee members are to attend.

58. Management meeting. The management meeting is scheduled for 1900h Fri, 22 Nov 19. The ADFBA Committee (including all State OIC and REPS or nominated replacement) as well as the Tournament CO-ORD are to attend. The following information is to be submitted and/or discussed at the management meeting: a. Notice of issues to be discussed and voted upon at the AGM. b. ADFBA Participant Application Forms (that have not been submitted prior to arrival). c. Return of trophies. 10 d. Finalise allocation of pool players to teams. e. List of personnel available for selection to the ADFBA National Team.

59. Coaches and Referees meeting. The Coaches and Referees meeting is scheduled for 1830h Fri, 22 Nov 19.

60. Annual General Meeting (AGM). The AGM is scheduled to for 1700h Fri, 29 Nov 19 in the RAAF WIL Gym. This will be chaired by the ADFBA President or nominated representative. All Championship participants are to attend.

61. Competition. The first game will commence on Friday 21 Jun 19 at time TBC. The championships will consist of a series of round robin games. Each state will play each other once. Should the timetable allow, the top four teams from each respective competition will play Semi Final matches on Fri, 29 Nov 19, with the winners from those matches competing in the Grand Finals on Sat, 30 Nov 19. Should the schedule be unable to allow Semi Finals matches, only the top two teams from each competition will compete in the Grand Finals on Sat, 30 Nov 19.

62. Competition draw. The competition draw will be released prior to the championships, after confirmation of final team numbers.

63. Premiership point calculation. By Law 7 of Reference F states the method of calculating premiership points and percentages.

64. Player registration. IAW By Law 4 of Reference F, every player is to be registered with a team prior to the start of the competition.

65. Pool players. Pool players from each state are available to participate in the championships with other states. This is to be annotated on the ADFBA Team Sheet. Player allocation will occur as per By Law 4, of Reference F. If all teams are full when submitted to OIC, there will be no requirement for pool players.

66. Request for pool players. States requiring extra players to make up their team to 10 players are to annotate there request on the ADFBA Team Sheet. Pool player allocation will occur IAW By Law 4 of Reference F.

67. Referees. Each state is requested to provide at least one qualified referee. Referees need to be at State Championships standard, preferably with a level 2 referees qualification. Notification of the number of referees from each state and their qualifications is to be annotated on the team sheet NLT 20 Sep 19. If a suitably qualified referee is not available, the state is to nominate a suitable member who is experienced as a contingency.

68. Rules. The playing rules of the 2019 championships are in Annex D.

69. Tribunal. If required, a tribunal will be convened. It will be chaired by the ADFBA President (or nominated representative) and further consist of two (2) ADFBA Committee members and two (2) members of teams not involved in the incident. ADFBA State REPS or OICs may be called upon to replace either of the ADFBA Committee Members.

11 Awards

70. Most Valuable Players (MVPs). Tournament MVPs for men's and women's competitions will be selected by the Voting Official of each individual game. The Voting Official, following each game, will vote based on a 3-2-1 points system. The completed votes will be handed to the Vice President at the conclusion of each game. All players are eligible to receive the award.

71. Player's Player. This award recognises the efforts of a player, male and female, on and off the court. The award is selected by a single vote from all players. Males vote for males and females vote for females. Voting forms will be handed out at the AGM and are to be returned to the Vice President at the conclusion of the AGM. Votes will be collated to determine recipients of the awards.

72. Rookie of the Year. To be eligible for this award, players must be competing in their first ADFBA National Championships. The award will be presented to one male and one female player based on their performances during the Championships, as judged by the coaches. Rookie of the year nominations are to be annotated on the ADFBA team sheet.

73. Major Gregory 'Frenchie' Macdougall Shield. The shield is in remembrance of MAJ Gregory 'Frenchie' Macdougall. It is awarded to the person or persons who, in contributing to the development of basketball in the ADF, have demonstrated the same energy, indomitable spirit, sense of fair play and enjoyment of life 'Frenchie' displayed both on and off the court. Nominations, with written substantiation, are to be submitted to FSGT Gillian Rutledge NLT 01 Nov 19. Previous recipients will select the 2019 candidate. Anyone from within the ADFBA can provide a nomination for this award.

Presentation function

74. The 2019 Championships presentation function will be held at the Airmen's Mess, on Sat, 30 Nov 19. The presentation will commence at 1830h. Dress will be service dress S7 Navy, 2E Army and 1C Air Force.

75. Presentation Format. The following presentations will occur during the evening: a. Presentation of trophies to the winners of the Ladies and Men's 2019 ADFBA Championships. b. Trophy presentation for ADFBA Rookie of Year for the Ladies and Men's 2019 ADFBA Championships. c. Counting and presenting the MVP awards for the Ladies and Men's 2019 ADFBA Championships. d. Trophy presentation to the male and female Player's Player award recipients for the 2019 ADFBA National Championships. e. Awarding of the Major Gregory John 'Frenchie' MacDougall Shield. f. Announcement of the Ladies and Men's ADFBA National Teams for the 2019 Championships.

76. Social and after hours activities. There will be a number of planned events throughout the 12 tournament which we will be finalized closer to the event. They will include: a. 22 Nov 19. The evening rationed meal will be a BBQ held at the Airmens Club Hideaway Bar co-ordinated by the ADFBA Committee. Further details will be provided to participants on arrival. b. 26 Nov 19 – Theme Night. A Theme night will be held at the Airmens Club Hideaway Bar . The theme will be confirmed by WO1 Lucas Telley. Theme night will be hosted by a state nominated by the committee. All states are encouraged to attend and participate in the games and activities at the theme night c. 28 Nov 19 - Team Dinner. All teams are to utilise this night as the team dinner night. Any team not conducting a team dinner will be required to inform the Tournament CO-ORD NLT 15 Nov 19, IOT adequately advise the mess of catering requirements. d. 30 Nov 19 - Presentation Function. MAJ Bettina Stelzer is OIC of this event and will provide further guidance closer to the event date.

77. Alcohol is NOT to be consumed outside of the Airmens Club Hideaway Bar whilst on RAAF WIL. The consumption or storage of alcohol inside accommodation rooms is strictly prohibited.

2019 ADF National Teams

78. A team of twelve players consisting of the best player combination (taking into consideration playing positions) for both male and female will form the ADF National Teams. The National Tour for 2020 is TBC.

79. Eligible participants wishing to nominate for an official position (Referee, Coach, Manager or Sports Medicine) for the men's or women's teams must complete the nomination form in Annex E to this admin instruction. Nominations are to be submitted via email NLT COB 15 Nov 19, to the ADFBA Vice President (MAJ Bettina Stelzer). Successful applicants will be announced at the final presentation function.

Public Affairs

80. The ADFBA Public Affairs Officer, MAJ Alex Lenart, is responsible for the promotion, advertisement and photographical support of these championships. MAJ Lenart is to ensure the following tasks are completed: a. Prior to the commencement of the championships:

Conclusion

82. On behalf of all participants, I would like to offer my sincere appreciation to the SADFO and ABXO RAAF WIL for their approval and support in being able to hold the 2019 ADFBA National Championships at RAAF WIL.

83. These 36th ADFBA Championships is an opportunity for the ADF basketball players to once again compete against their peers from all States, Territories and Services. Australian Defence Force Basketball Association PARTICIPANT CODE OF CONDUCT

Agreement to abide by the code of conduct is a condition of entry to the Australian Defence Basketball - National Championships or whilst representing the ADFBA on a National Tour.

The code requires that you:

Abide by the Defence Force Equity and Diversity Code Abide by the rules of the sport Follow directions given by officials Demonstrate the principle of mutual respect (on and off the court) Abide by the rules governing the base in which the competition is being held

Designated officials of the Australian Defence Force Basketball Association (all ADFBA Committee Appointment holders) are authorised to remove a person from the premises if that person/s breaches the code through:

Verbal or physical abuse of other participants or members of the designated base Harassment or discrimination of individuals or groups Constant or aggressive questioning of decisions Ridicule or uttering audible obscenities Engaging in behaviour which fails the mutual respect test

Further action is not precluded where a person is asked to leave the premises.

We accept that disagreements and disputes may occur. Address these in a polite, calm manner using the procedures of our sport.

Undertaking when representing the ADFBA

When representing the ADFBA in an official capacity (as a player, coach, managerial or support staff) you need to be aware that you are representing the Chief of the Defence Force, the Patron and your unit Commanding Officer/Officer Commanding. You are to ensure you behave in a manner that this responsibility places upon you. Your actions on the court and off the court are being judged by the opposition players and host unit Command Structure.

Any player or official who behaves in a manner that is prejudicial to the ADF will be automatically returned to their unit. The following actions will be taken:

A formal letter, signed by the Patron of the ADFBA will be sent to your unit outlining your Indiscretions.

You will be asked to repay any costs the ADFBA may have spent on you during the designated tour. You will also be placed on a 13 month good behaviour bond. If you re-offend within the 13 months you will be required to provide a written statement indicating, why you should be considered for future ADFBA representative teams.

As a member of the ADFBA either on tour or at a National Championships you are on duty at all times and as such your actions are governed by the Defence Force Code of Conduct.

Playing Rules for the 2019 Championships

The following rules will apply to all games played during the 2019 ADFBA Championships:

Both Men's and Women's Championships will be conducted under official FIBA rules with ADFBA By-Laws overriding were relevant.

Players wearing non-standard uniforms and numbers are not permitted to play. Playing uniforms are numbered from 4-15 only.

Visible undershirts and undershorts must be the major colour of the playing uniform and the same colour throughout the team.

An appropriate medical certificate must be support the wearing of undershirts.

Any player or official undergoing suspension in any basketball association in Australia during the period of the championships is not permitted to participate in the championships.

Each team will be permitted to play only one foreign player as per By Law 4.

On completion of the round robin series of games the two (2) top teams in each competition will play off in the Grand Final. Note: By Law 7 states how premiership points and percentages are to be calculate.

Game Timings. FIBA championship timing will be used for each game. Each game will have: a ten (10) minute warm up period; a two (2) minute interval between the first (1st) and second (2nd) quarters and between the third (3rd) and fourth (4th) quarters; a five (5) minute half time interval between the second (2nd) and third (3rd) quarters, and all four (4) quarters will consist of ten (10) minute quarters.

In case of a tied result at the end of the 4th quarter, there will be: a five (5) minute interval at the completion of normal time to be used to verify the scores and permit the required organisation for extra periods; and five (5) minute extra periods will be played until a result is gained, with two (2) minute intervals between each succeeding period of extra time.
