RAAF WIL SI(ADMIN) 14-3 - Photography and Use of RAAF Williams Imagery Introduction 1. The 2019 ADFBA National Combined Services Championships will be held at RAAF Base Williams (RAAF WIL), Victoria over the period 22 Nov - 01 Dec 19 inclusive. This will be the 36th time this annual event will be conducted by the ADFBA. The presentation evening for the Championships will be held on Saturday, 30 Nov 19. 2. SADFO RAAF WIL, through ABXO, has given approval for the conduct of the Championships at WIL vide Reference A. Approval includes usage of the base gymnasium, accommodation and messing support, inclusive of Airmen’s Club, for the duration of the Championships. Aim 3. The aim of this instruction is to outline the administrative arrangements involved with the planning, coordinating and conduct of the 2019 ADFBA National Combined Services Championships. Objectives 4. The objectives of the Championships are to: a. Foster ADF values through sport b. Provide competitive and social interactions between members of the ADF at all rank levels c. Promote the development of team spirit and mate-ship between ADF members d. Promote inclusive focus and aims of ADF Adaptive Sports Program. 2 Tournament Coordinator (CO-ORD) 5. The Tournament CO-ORD of the 2019 ADFBA Championships is TBC. General Outline 6. The 2019 ADFBA Championships will be held over the period 22 Nov - 01 Dec 19 inclusive, with the games commencing on the 22 Nov 19 at RAAF WIL. Travel to the tournament will occur over the period 21 Nov – 22 Nov 19. The Championships will be a round robin format with both female and male grand final matches played on 30 Nov 19. A presentation function will be held on the evening of 30 Nov 19 at the RAAF WIL Airmen's Mess. Return travel will commence on 01 Dec 19. Date and timings 7. The Championship schedule and competition draw is yet to be confirmed and will be distributed closer to the Championships. All members are to arrive at RAAF WIL, by 1800h Thu 21 Nov 19 to allow commencement of games on Friday 22 Nov 19. A general outline of the sequence of events is listed at Annex A. 8. The 2019 ADFBA Championships will be held at RAAF Base Williams, Maher Road, Laverton, 3027, VIC, approximately 17kms south west of Melbourne. All ADF members (permanent and reserve) are eligible to participate IAW Reference B through F. Units are requested to release members in support of this activity, who will be granted 'on duty' status IAW Reference B. All ADF members are to provide individual state OICs with written confirmation of approval to participate in the Championships from unit COs/OCs, NLT 20 Sep 19, to allow for financial administration of travel and to finalise team nominal roll. This approval is granted through submission of the ADFBA Participant Application form in Enclosure 1 to this instruction. If written confirmation is not provided, members will not travel to the tournament. Any member who arrives at the tournament without signed CO/OC approval will be subsequently assessed as not on duty and will be required to return to their home unit immediately at their own expense. 12. ADF Reserve members. As detailed in Reference B and C, COs may permit reserve personnel (Navy, Army and Air Force) to participate in sporting activities (completing ADFBA Participant Application form Enclosure 1), having considered budget/resource restrictions and the limited time a reserve member has available to serve in a given year. Given these limitations, COs may decide: a. Not to allow participation in a sporting activity in order to meet core employment and capability priorities; b. To approve voluntary, unpaid attendance that allows the member to be eligible for compensation arising from injury; or c. To approve paid attendance utilising their ship/unit's allocation of Reserve Training Salaries. 13. The ADFBA does not pay ADF reserve members for attendance at Defence Sporting events. 14. ADF APS employees. APS members are not eligible to participate, IAW Reference D and E. 15. Civilians. As per Reference B civilians are not able to participate as competitors in ADF sport. ADF sports associations may seek ADFSC approval for civilians to act as officials, coaches or administrators where no suitable Service personnel can fill the role. Any official provided by an association must produce proof of full personal injury and personal liability insurance cover. In respect to administrators (coaches included), a precondition of their engagement is that they be advised of, and formally acknowledge in an agreement/contract for services, the need to effect income protection insurance. 16. Team signal. State OICs are responsible for releasing signal confirmation for their selected state team to attend the ADFBA 2019 Championships and where required, release of an Administration Instruction. State OICs and Representatives are to ensure storage of these documents in relevant Objective State folder. These are the authority document WRT travel requirements. State representatives are to advise ADFBA Director of Administration once these documents have been electronically filed. 17. ADFBA team sheet and participation forms. State OIC/Reps are responsible for compilation of the team sheet for their respective state. This team sheet is to be completed ASAP and NLT 20 Sep 19. The team sheet is located at BP3978291 within the ADFBA Objective file structure. ADFBA Director of Administration is responsible for forwarding link to folder to state OICs. State OICs are to ensure the team sheet is completed including D.O.B for sporting plus team 5 sheets. Completed participant application forms are to be placed within relevant Objective state folder. This documentation will be audited by Defence Sports and checked by ADFBA Director of Administration. Any participant whose ADFBA Participant Application form is not provided at this time will not be permitted to participate in the tournament. Security and base access 18. RAAF WIL is a secure military establishment. All participants are to carry and display their current Defence ID cards at all times whilst on base. Civilian access (including spectators). All civilians participating in the capacity as an official or spectators to the championships are required to bring government issued identification and complete a visitor's pass upon arrival. The visitor's pass will allow escorted access to the base for the duration of the tournament. Photography and Imagery on Base. RAAF WIL is a Defence Establishment and as such is designated a prohibited area under Commonwealth law. Photography at RAAF WIL is only authorized IAW Reference I. Facilities 21. Accommodation. Accommodation for approximately 180 personnel will be required for the ADFBA Championships. State OICs are to provide final numbers to the Tournament CO-ORD via completion of the team sheet NLT 20 Sep 19. 22. State OICs/REPS are to contact the Tournament CO-ORD on arrival at RAAF WIL to clarify the room key signing in and out arrangements.
