AUGUSTINE TRINIDAD, WEST INDIES TELEPHONE: (868) 645-4420 FAX: (868) 662-7292 e-mail: [email protected] ORGANIZATION OF EASTERN CARIBBEAN STATES - ENVIRONMENTAL AND SOCIO-ECONOMIC STUDIES ESDU FOR TOBAGO CAYS MARINE PARK, THE GRENADINES EXECUTIVE SUMMARY OVERVIEW Ecoengineering Caribbean Limited was authorised by the Environment and Sustainable Development Unit (ESDU) of the Organization of Eastern Caribbean States (OECS) to undertake Environmental and Socio-Economic studies under the OECS Protected Areas Associated Livelihoods (OPAAL) Project. The OPAAL project has as its global objective, “to contribute to the conservation of biodiversity of global importance in the Participating Member States by removing barriers to the effective management of protected areas (PAs), and increasing the involvement of civil society and the private sector in the planning, management and sustainable use of these areas.” As part of the establishment of PAs under the OPAAL Project, two types of environmental and socio-economic studies were commissioned. Baseline environmental and socio-economic studies were used to determine the status of the resource base, its use and the nature of communities associated with the site, and, detailed site preparation studies were used to identify adverse environmental or socio-economic impacts associated with the development, identifying safeguards and / or mitigation measures. This site report documents findings of a site visit to Tobago Cays Marine Park (TCMP) during the period February 7th to 16th, 2007. PHYSICAL CHARACTERISTICS The TCMP which encompasses the Tobago Cays in the St. Vincent Grenadines consists of five small uninhabited islands lying between St. Vincent and Grenada. The Cays, Petit Rameau, Petit Bateau, Jamesby and Baradal are protected on the windward side by Horseshoe Reef, a semicircular coral reef, approximately 4km long. The fifth Cay, Petit Tabac, is located just to the east other Cays. The Major environmental assets within the TCMP are found mainly in the marine environment, with about 5% belonging to the terrestrial environment.     CANADA CARIBBEAN DISASTER RISK MANAGEMENT FUND Island Snapshot Saint Vincent and the Grenadines About the CCDRMF The Canada Caribbean Disaster Risk Management Fund (CCDRMF) is one component of Global Affairs Canada’s1 (GAC) larger regional Caribbean Disaster Risk Management Program. The CCDRMF is a competitive fund which is designed to support community-driven projects that seek to enhance the resilience of communities and reduce risks from natural hazards (e.g. floods, droughts, tropical storms, hurricanes) and climate change. Established in 2008 as a CAD $3.0 M small grant facility, the CCDRMF finances projects ranging from CAD $25,000 to CAD $75,000, and up to CAD $100,000 in exceptional cases. The targeted audience is community-based organisations, non-governmental organisations, civil-society organisations, and government agencies wishing to undertake community projects in the following beneficiary countries2: Antigua and Barbuda, the Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago. For the purposes of the CCDRMF, a ‘community’ is defined as ‘a group of people living in the same geographical area (such as a neighbourhood, district, city or town)’ or ‘a group of people with similar interests (such as youth and women) or livelihoods (such as farmers or fishers)’. To date, the Fund has supported twenty-nine (29) community sub-projects totalling CAD $1,770,517.11, of which twenty-three (23) are completed and six (6) are on-going. The Fund has also provisionally allocated CAD $1,017,338.663 to eleven (11) projects that are under consideration for execution during the period 2017 to 2019.

The Saint Vincent and the Grenadines Maritime Areas Act, 1983, Act Number 15 of 1983 (Annex 1 to this study) took effect May 19, 1983, and established a 12-nautical mile (M) territorial sea, 24-M contiguous zone, and 200-M exclusive economic zone.1 Pursuant to the Maritime Areas Act, Saint Vincent and the Grenadines set forth coordinates for its archipelagic baselines and bay closing lines in 2014.2 The archipelagic baselines are shown on Map 1 to this study.

The Plan is grounded, too, in the realities, not the imaginings, of the socio-economic condition of St. Vincent and the Grenadines. Central to it is the requisite of building a modern, competitive, many-sided, post-colonial economy which is at once national, regional and global.
