Mr Anada Tiéga, Ramsar Secretary General, delivered his opening address. 5. The Congratulatory Address was given by His Excellency Lee Myung-bak, President of the Republic of Korea. 6. Children representing each of the 10 countries that have hosted Ramsar COPs presented the ‘Children’s Message for Ramsar’. 7. Over the past 20 years' data at the North Basin of Lake Biwa showed that chloride ion concentration has been continuously increasing from 7.4 to 9.9 mg l-1 at 0.5 m depth from lake surface and from 7.3 to 9.9 mg l-1 above the bottom (depth of over 80 m from lake surface). This low level salinity indicated, how- ever, about 35% increase through 20 years. In this paper, we reported the trend and the tendency of chloride ion concentration at some locations and the change of climatic data through 20 years in Lake Biwa. In a short period within one year, chloride ion con- centration clearly fluctuated in the upper water layer. This fluctuation was mostly influenced by precipitation. Similar trend of chlo- ride ion concentration could be seen in the South Basin of Lake Biwa with much higher concentration than that in the North Basin. We also discussed the long-term changes of chloride concentrations in 5 major rivers with large catchment area, water level and precipitation. -

Executive Summary To many Koreans, the concept of disaster management will be relatively new and unfamiliar since people often thought of disasters as destiny, and as the government historically did not put much effort into “managing” disasters with an effective system. It is only after Sewol ferry incident of 2014 that Koreans began to realize how important it is to effectively manage disasters, which can happen anytime, anywhere, without warning. In recent years, the Korean government has taken steps to improve the country’s disaster management system, first by establishing the National Emergency Management Agency (NEMA) in 2004, and then by replacing NEMA with the newly-created Ministry of Public Safety and Security (MPSS) in 2014. However, to the author, it is unclear as to whether the government is ready to admit the mistakes of the past, learn from the past tragedies, and really try to change the country’s approach to emergency management. -

2 Current Environmental Conditions and Issues in Okinawa Prefecture 2-1 Subtropical Natural Environment 2-1-1 Marine Ecosystems Current Conditions The islands of Okinawa Prefecture are surrounded by well-developed coral reefs providing the basis for rich ecosystems. However, coral bleaching, increased population of the crown- of-thorns starfish, loss of seagrass beds and tidelands due to landfills, and red soil runoff into the ocean waters are causing environmental degrada- tion. 【Coral Reefs】 These are home to over 370 species of coral. The reefs created by reef-building corals provide immeasurable benefits to the local people: besides serving as natural breakwaters, the reefs offer scenic beauty, and resources for fisheries, tourism, and recreation. 【Seagrass Beds】 Coral reef (Sekisei Lagoon in Yaeyama) Often referred to as the“ocean's cradle,”seagrass beds are not simply habitats and feeding grounds for a diversity of marine life, but also provide spawning and breeding grounds for larvae and juveniles. The Dugon, an internationally rare animal designated a natural monu- ment in Japan, feeds directly on the seagrass, as do the green sea turtle and some fish. 【Tideland】 There are large tidelands on Okinawa Island, Ishigaki Island, and Iriomote Island, which have fairly large riv- ers such as the Urauchi River. Manko Lake, a large mud flat at the mouth of the Kokuba River, has been registered under the Ramsar Convention on Wetlands for providing a superior habitat for wild fowl and di- verse freshwater biota. 【Mangroves】 The roots of mangroves in the estuaries serve as a nur- sery for young benthic creatures and fry, providing ref- uge from predators. -

Research Background and Purpose The rapid aging of the population is a serious issue for South Korea, as the sudden decline in the size of the working-age pop- ulation is leading to a shortage of labor necessary to sustain local and national economic growth, while the increasing average age of workers is resulting in decreases in labor productivity. As pop- ulation aging can pose a serious threat to the competitiveness of a regional or national economy, it is critical for policymakers to intervene in a timely manner by implementing effective measures. There is indeed a close correlation between demographic struc- tures and economic growth. Pacific Insects 3 (1) : 117-202 April 20, 1961 SYSTEMATIC CATALOG OF JAPANESE CHRYSOMELIDAE12 (Coleoptera) By Michio Chujo3 and Shinsaku Kimoto4 INTRODUCTION The Chrysomelidae (leaf beetles) is one of the largest groups of Coleoptera. About 30,000 species of this family have been described from the world. All of them are phy tophagous and some of them are serious injurious insects. Taxonomic studies of this group are important in connection with agricultural and forest entomology. In spite of the need, a complete catalog of Japanese Chrysomelidae has not yet been published. Since 1956, we have worked on a systematic catalog of Japanese Chrysomelidae. Kimoto spent from September to November 1959 working on type specimens of Far Eastern Chrysomelidae in continental United States and Europe as Bishop Museum Fellow in Ento mology, after his one and a half years stay in Hawaii, working on Chinese Chrysomelidae. A revisional paper on type specimens in United States and European Museums, is planned by Kimoto. The scope of this paper is Japan, the Ryukyu Is., and small neighboring islands. In regard to applied entomology, food plants are also listed. Many of the new combinations or status or synonymies are based on Kimoto's studies of type specimens. After Hornstedt, 1788, studies on Japanese Chrysomelidae have been made by various workers. In the latter half of the 19th century, studies on Japanese fauna were made by Motschulsky, Harold, Kraatz, Baly, Jacoby, Boheman, Weise and other workers, especially Baly and Jacoby. Those works were chiefly descriptions of new genera and species. Most of the Japanese species were described during this period. -
