148/16 MATTERS ARISING The Clerk had placed the Local Coordinator details on the website and noticeboard. He had received bunting from the High Sheriff re Isle of Wight Day and this had been made available for distribution at the Post Office & Village Store.

150/16 PLANNING APPLICATIONS The following planning application was considered – ( TCP/32790/A 6 Great Appleford Barns, Applford Lane, Whitwell. (LBC/32790 Proposed porch. TCP/32636/A: Newbarn Farm, Stenbury, Whitwell. Conversion of farm building to form dwelling (revised scheme).

RESOLVED: To make no objection to the applications.

153/16 CORRESPONDENCE A list of e mail correspondence had been circulated.

154/16 PUBLIC CONVENIENCES Updated documentation regarding the transfer of the freehold of public conveniences had been sent to all concerned Parish & Town Councils by the Isle of Wight Council. There were numerous concerns that had been expressed by local councils including the ‘option to repurchase’ by the IWC where no assurance was contained that in the event of that option being exercised there was no current undertaking that the IWC would provide or assist with a replacement public convenience provision.

The Chairman and Clerk reported on possible closure during winter months, but this was agreed to be unrealistic in the current financial year having regard to contractual commitments and the costs associated with leaving the conveniences closed.

The large bush outside the ladies convenience had been cut back and Mr Dyer was thanked for his assistance in this task. It was agreed that future planting be undertaken on the grassed area adjacent to the building block.

The Clerk would report on costs incurred in public convenience provision as part of his report to the November meeting on the current years budget and expenditure.

RESOLVED: The Clerk report to the November meeting on the latest situation regarding transfer of the freehold of public conveniences to local councils.

155/16 CENTRAL MEAD The Garden Group continued to meet on Wednesday morning at Central Mead. Thanks were given to Mr Thrower for his continued contribution and to Mr Dyer for his assistance in removing surplus material and rubbish. Mr Dyer advised that The Smithy had a right of way on the site extending down the perimeter of the site adjacent to their own site.

. 156/16 PLAYING FIELD & CHILDRENS AND YOUNG PEOPLES CHARITY The site meeting on the 7th September had noted the poor condition of the older play equipment which was in need of painting. The possibility of local volunteers assisting with improvement works would be explored and the Clerk would seek advice as to whether labour from Hanmpshire & IOW Rehabilitation Company could be made availableThe Clerk had requested the assistance of Town Council regarding works arising from the inspectors report, a response was awaited. It was reported that a playground sign was in place at May Close but this had been obscured by vegetation.

The poor condition of Munsley Bog and perimeter fencing were reported and it was agreed that the Clerk would contact Matthew Chatfield of Natural Enterprise to discuss the need for works to be effected on the site.

No further options had been identified for the removal of the slide and it was noted that signs placed advising that it was not to be used were being ignored and fixed tape to prevent use was being continually removed. In the circumstances the Clerk would obtain one further quote for removal and arrange for the removal of the slide from the site.

157/16 CEMETERY SITE MEETING It was confirmed that a meeting will be held at Bridgecourt Cemetery at 9.30am on Monday 10th October.

158/16 REMEMBRANCE DAY The Clerk would order a wreath and contact Landscaping to ensure the the memorial garden would be maintained to the required standard.

RESOLVED: That a memorial wreath be purchased using Section 137 of the Local Government Act 1972

159/16 STANDING ORDERS All Councillors had previously been supplied with a proposed new set of Standing Orders based on a NALC template. The document was considered in detail and a small number of improvements to reflect the Councils particular local circumstances were agreed. The Clerk would circulate a revised document incorporating agreed amendments (to be highlighted) to be considered for adoption at the November meeting.

160/16 REPORT FROM IW COUNCILLOR IW Councillor Downer reported on problems inherent with the transfer of the freehold of public conveniences and the applicability of business rates to such premises. He reported that resurfacing of Lessland Lane and Lane were scheduled for next year. He had met the Headmaster of the school to discuss continuing problems with car parking and was investigating the circumstances regarding the frequent landing of private aircraft in the Roud area and also hedge removal in that locality.

161/16 QUESTIONS FROM CURRENT MEETING Mrs Button advised on an apparent abandoned vehicle at the car park, Mr Downer reported that PC Oatley had .advised that the vehicle had been taxed and insured.

Mr Dyer reported on repair works on the wall across from the Essex and enquired whether the works were ‘complete’. He asked whether the Parish Council would consider giving assistance to potential participants in the Island Games and it was agreed that this would form an Agenda item for the November meeting.

It was noted that an event concerning the introduction of 20mph speed limits was to be held at the Riverside Centre.

162/16 DATE OF NEXT MEETING The next meeting of the Council would be held in the Parish Room on Monday 7th November 2016 commencing at 7.30pm.
