PARISH SUMMARY The communities which make up Hinderwell Parish include Hinderwell, Staithes, Port Mulgrave, Runswick Bay and Dalehouse. It is the most northerly parish of the Borough of Scarborough. Roxby Beck forms the boundary between Scarborough and Redcar and thus Cow Bar is administered by Redcar and Cleveland Borough Council. According to the 2011 UK Census, Hinderwell parish had a population of 1875, a decrease on the 2001 UK Census figure of 2103. 2. INTRODUCTION After the completion of the affordable housing scheme at Runswick Bay in 2014, the Rural Housing Enabler asked the Parish Council if they thought it was time to conduct another Housing Needs Survey as the last one was done in 2011. Councillors were prepared to assist with the survey, so in May 2015, the RHE organised the delivery of the survey in order to establish whether there was further unmet or hidden housing need in Hinderwell Parish. This would then inform on the extent of need and identify what type and size of housing, if any, was needed and which the private market would not necessarily provide. This report is a summary of the information gathered in this survey. 3 3. AIM The aim of conducting the survey is to investigate the affordable housing need for local people or those who have a need to live in/return to Hinderwell parish. ‘Housing need’ can be defined as the need for an individual or household to obtain housing which is suitable to their circumstances. It implies that there are problems or limitations with the household’s current housing arrangements and that the household is unable to afford or to access suitable accommodation in the private sector. Such problems may be concerned with housing costs, size, location, layout, state of repair or security of tenure. This need may be immediate or anticipated in the near future, 4. PROPERTIES FOR SALE OR FOR RENT IN THE AREA Research into current properties on the market either for rent or purchase indicated the following: Hinderwell – ranging from a small 2 bedroom terraced house at £125,000 to a 5 bedroom detached house at £260,000. Staithes – only one property for sale, a small 2 bedroom terraced house at £89,950. The average 2 bed property in Hinderwell is £148,980 and the average 3 bed property is £179,995. No properties were advertised for rent in Hinderwell or Staithes so the nearest rented properties were in Loftus as follows: Properties ranged from a 2 bed terraced house at £350 pcm to a 3bed terraced house at £450pcm. (information obtained from www.zoopla.co.uk and www.rightmove.co.uk in July 2015) Home ownership may be an aspiration for many in light of the local household incomes as mortgage lenders are currently looking for a minimum of 20% deposit and mortgages continue to be difficult to obtain. If we look at the small 2 bed terraced house at Staithes, purchase price £89,950, requiring 20% deposit = £17,990 leaving a required mortgage of £71,960. To finance this, a household income of £20,560 would be required (this is 3.5 times a salary) plus they would need to be able to pay utilities and the usual Council Tax, car expenses and groceries etc. 4 5. SURVEY DISTRIBUTION AND RESPONSE In June 2015, housing needs survey forms were delivered to every household on the electoral register in Hinderwell Parish with a deadline of 17 July 2015. The survey was also promoted in the four main settlements of Hinderwell, Staithes, Runswick Bay and Port Mulgrave through posters on notice boards and in local businesses. A media release was also sent to the Whitby Gazette for publication. In order to encourage a good response, households were given a pre-paid return address and anonymity was ensured. Completed questionnaires were returned to the Rural Housing Enabler in Scarborough. It was expected that because the majority of people living in the parish are suitably housed that they would not necessarily respond to any questionnaire seeking information about housing needs. Thus, as only people in housing need were requested to respond, a low response rate was anticipated. 5 A total of 17 forms were returned of which: 13 were responses from those demonstrating housing need 3 responses were deemed not to be in housing need 1 response used the form to comment but was not in housing need. 7.
