This document provides comprehensive statistical information related to the Third Parliamentary Elections. This publication will provide information related to voters, voter turnout, election officials and information related to elections. The data and information compiled here are based on the information collected from the polling stations, Dzongkhag Election Offices, and the ECB Head Office. The book is expected to be a source of information and serve as a data bank for any users wishing to carry out research and studies on matters related to elections in Bhutan. The Election Commission of Bhutan would like to extend its gratitude and appreciation to all the stakeholders who participated and contributed to the successful conduct of free and fair elections in the country. The democratic transition was marked by the conduct of first ever Parliamentary Elections. The two phases of National Council Elections saw a voter turnout of 53.05% and a remarkably high turnout of 79.38% during the National Assembly General Election in 2008, instituted the first democratically elected government for the first five-year term. It was followed systematically by the Second Parliamentary Elections to National Council and National Assembly conducted in 2013 with 45.15%, 55.27% and 66.13 % voter turnout in the National Council, Primary Round and General Election respectively. The Third Parliamentary Elections marked another milestone in the journey of the Nation on the path of Democracy under the Constitution of the Kingdom of Bhutan. EXECUTIVE SUMMARY 1.1 Why RAA Article 25.1 of the Constitution of the Kingdom of Bhutan and conducted Chapter 1, Section 3 of the Audit Act of Bhutan 2006, states that “There shall be a Royal Audit Authority to audit and report on the this audit? economy, efficiency and effectiveness in the use of public resources”. In line with this important constitutional responsibility, the RAA is required to ascertain whether the public resources were used in an economic, efficient and effective manner. The Constituency Development Grant (CDG) was one of the important initiatives of the Government aimed towards deepening and strengthening democracy by establishing a basis for direct and regular interaction between the Members of the National Assembly (MNA) and their constituencies. The grant involving total allocation of Nu. 282 million for the last three financial years was primarily to support decentralization, strengthen local governments, and provide communities with access to small funds that are flexible and able to meet emergent and unplanned needs expeditiously. In this respect, the RAA not only looked at “what has been done”, but also looked at “what has not been done” to achieve the ultimate objective. The Performance Audit of the CDG was taken up with an overall objective to “ascertain the economy, efficiency and effectiveness in the use of public resources in strengthening the democracy”.
