CHURCH BUILDINGS COUNCIL Casework policy and precedents December 2020 Context The policies and precedents set out below have all arisen from casework considered by the Council at its recent meetings. They show how it has approached various policy matters and practical questions and are recorded by the Council to guide future decisions. They are published for the information of Diocesan Advisory Committees, and for the benefit of parishes considering changes to buildings. They help to indicate how the Council will approach matters and the matters that the Council will consider in forming its advice. Decisions over proposals for works to a church building are taken according to the framework of the Duffield Questions as modified by the Court of Arches over Penshurst (See http://www.churchcare.co.uk/churches/guidance-advice/making-changes-to-your- building/duffield-question). The purpose of the questions is to assess if a proposal will cause harm to a building and, if the answer is yes, if the harm is justified by the need for the proposed works. In the context of a church building due regard must be had to the church as a centre of worship and mission. Benefits to the worship and mission of the church can be used to show need for works that cause some degree of harm to the building. Although few cases considered by the Council will proceed to a hearing in open court, where the use of this framework is maybe most obvious, it informs how the Council approaches matters that are referred to it. Some of the principles below will already be familiar.

The impact of COVID-19 means that this year’s perspective is gloomier. Over the summer we initiated a redundancy programme for our non-academic staff in response to the financial impact and the operational consequences of the pandemic. We also spent a great deal of time planning for the return of students for Michaelmas Term with as much attention to sustaining the positive aspects of their experience as public health restrictions will allow. Unsurprisingly there is an atmosphere of uncertainty about how the external context will influence what happens. We recognise that we are unlikely to see a full return to anything like our previous normality in the course of this academic year. However, I do need to record changes in the Fellowship in the usual way.

THROUGH the kindness of a friend, a member of our Society, I was lately placed in the possession of a MS. bearing the title, " A List of Chancellors of the Diocese of Rochester," said to be written by Dr. A. C. Ducarel; but on examining the handwriting I am strongly of opinion that the list and notes were compiled and written by Dr. John Denne (Archdeacon of Rochester 1728—1767), and were only corrected and annotated by Dr. Ducarel. The fact that such numerous references are made in the MS. to entries in the Registers at Rochester, to which the Archdeacon would have had ready access, confirms this view, and it is supported by other internal evidence, and espe- cially by a note which occurs with regard to Dr. Win. Llewyn (Chancellor 1580—1598), in which the an- notator, whom I take to be without doubt Dr. Ducarel, directly refers to the Archdeacon as the writer of the memoir. In preparing the MS. for the press I have abso- lutely adhered to the original spelling of the names of persons and parishes, and I have only added a few notes, and some slight account of the Chancellors who have held office since Archdeacon Denne's time, so as to bring the list down to the present day.
