HRRP HRRP Coordination Meeting – Nuwakot (HRRP) Time: 9:30 AM, 22nd February, 2017 Venue: RPN/GIZ, Meeting Hall, Balmandir, Nuwakot Housing Recovery & Reconstruction Platform Reconstruction & Recovery Housing HRRP Agendas • Update on NRA Steering Committee Meeting and Outcomes, on retrofitting cash grant eligible beneficiaries and on findings of the first phase of geo-hazard risk assessment • HRRP Nuwakot District Update (HRRP) • Update regarding the whole grant for the houses constructed complying standards • Gap Analysis on Mason Training and Vocational Training in VDC • Handover of Engineering materials to DLPIU engineers • Ways Forward on the basis of Technical Workshop • AOB Housing Recovery & Reconstruction Platform Reconstruction & Recovery Housing NRA Steering Committee Meeting and Its Outcomes 9th NRA steering committee meeting took place on 13th February. Outcomes are: • A high level committee will be formed to develop a framework for the mobilization of the Reconstruction Fund under the leadership of the Chief Secretary. The committee shall provide advice to NRA Executive Committee within a week. The Executive Committee will make the decision as per the advice from the high-level committee and implement it. • Instruct for assessment and verification of the beneficiaries who have registered grievances of being excluded in the eligible beneficiaries list and allocate necessary budget for the same. & HousingRecovery • The Steering Committee was briefed about the ongoing preparation of report with possible options regarding the relocation of high risk settlements and construction of integrated settlement from NRA. (HRRP) Platform Reconstruction • Instruct to submit to the GoN Council of Minister the proposal of amending the procurement procedures or a separate procedures for the procurement related to reconstruction of cultural and heritage sites. NRA Steering Committee Meeting and Its Outcomes, contd…. • Agree to submit a proposal to the GoN Council of Ministers regarding the provision of appointing necessary human resource in temporary contract for the entire period of the programs that have been agreed with donor agencies, following the decision made at the Executive Committee. a) Approve to prepare and submit report to the Steering Committee on changes required in the existing NRA organizational structure in 14 Districts and the provision of establishing of new NRA organizational structures in 17 Districts. b) Authorize the Executive Committee to make necessary changes in the service/group/sub-group (job position units) as per the need of the organization within the total number & HousingRecovery of approved positions. • Coordinate with the Ministry of Finance for the provision of providing daily refreshment allowances to the VDC Secretaries working in the (HRRP) Platform Reconstruction earthquake affected areas for reconstruction and recovery. (Open link here) Update regarding beneficiaries being eligible for 100,000 rupees retrofitting cash grant. • 19,866 households have been deemed eligible for the 100,000 NPRs retrofitting grant based on the following criteria: • Damage Grade 2 - Technical Solution 3 (Major repair) • Damage Grade 3 - Technical Solution 2 (Minor repair) • House Owners who meet criteria 1 & 2, if they have houses in other places which are not damaged, will not be eligible for this grant, i.e. they are deemed eligible if their house in other place is partially or fully damaged. Of the identified households eligible for the retrofitting grant, 4,150 are in Makawanpur district, followed by Kavre (2,415), Sindhuli (2,408) and & HousingRecovery Ramechhap (2,149). As many as 2,019 houses have been listed as beneficiaries in Gorkha, 1,494 in Dhading, 1,643 in Okhaldhunga and 936 in Nuwakot districts. A total of 667 houses in Lalitpur, 637 in (HRRP) Platform Reconstruction Dolakha, 575 in Kathmandu, 376 in Sindhupalchowk, 280 in Bhaktapur and 117 in Rasuwa districts are listed as beneficiaries, according to NRA. (Details can be found here in link) Outline details of findings of the first phase of geo-hazard risk assessments NRA has released outline details of findings of the first phase of geo-hazard risk assessments which are • The preliminary survey immediate after earthquake by Department of Mine and Geology concluded that more that 400 high risk settlement need to resettled. But, NRA latest detail field survey showed that there is no such terrible situation as the preliminary survey of Department of Mine and Geology showed. As per the report by NRA, only 21 high risk resettlement required but few houses are looked to be resettled which are not more than 1000 in total. • If there are few houses to be resettled, they will be resettled around the same place giving money for buying the land but if there are more houses, they will be resettled finding new suitable place of resettlement. • Now that the reports have been finalised and approved by the NRA, they & HousingRecovery will commence their formal decision making process and commence implementation. Redeployment of a number of teams to the field to continue with the remaining inspections commenced in the second week of (HRRP) Platform Reconstruction February. Based on the current rate of progress it is anticipated that the survey will be completed and reports submitted by May 2017. (The Details can be found in the link here) Whole Grant for the house reconstructed complying standards • NRA has decided to provide the whole grant for the beneficiaries who have reconstructed the houses complying building standards and procedures published by NRA. • The beneficiaries who constructed the houses without waiting government tranche but following building standards will get whole grant. For the grant, beneficiaries must certify and get approval by Engineers/Supervisors of District Program Implementation Unit (DLPIU) or Nepal Reconstruction Authority. • There are about 40,000 beneficiaries who constructed the houses without waiting Nepal Reconstruction Authority. The beneficiaries are requested to contact own VDC offices or Municipality Office. As per the MOU, construction as well as equipment support will accomplished in the mid of March, 2017. • Oxfam is going to conduct 7 days Mason Training in two new not reached yet VDCs named Ralukadevi and Shikharbeshi for 60 beneficiaries in each VDC which will be 120 beneficiaries altogether. • HRRP Nuwakot successfully completed One Day Technical Workshop on Current Status on Technical Assistances in Reconstruction and Its Challenges on February 7th 2017. • NSET demonstrated the value of earthquake resistant building techniques, a Brick Masonry Shake Table Demonstration among earthquake-affected & HousingRecovery people in Nuwakot on February 4th, 2017. • DUDBC/NRA conducted 2 days training on “Technical Inspection for Housing Reconstruction” for all DLPIU engineers in the district. (HRRP) Platform Reconstruction • As per the decision made by the NRA Central level Grievances Handling Committee in 12 January 2017, 2714 grievances were categorized as Reconstruction Beneficiaries, 2260 as Non Beneficiaries, 459 grievances require field observation and 2100 grievances require further re-survey out of 7533 Grievances recorded in Nuwakot.
