Advisory Committee on Business Appointments Nineteenth Annual Report 2017-2018 1 17 July 2018 Dear Prime Minister, This letter accompanies the nineteenth report of the Advisory Committee on Business Appointments, which covers the year to 31 March 2018. In 2017-2018, the Committee considered 230 applications for advice. That included 93 applications from Ministers (compared to 104 applications in 2016-2017); and 137 applications from former senior Crown servants (compared to 140 in 2016-2017). Two long-standing independent committee members completed their terms of office this year and three new independent members were appointed, joining in February 2018. New staff were also recruited to the Committee’s small secretariat team, meaning this was a busy year inducting and training new members and staff, while continuing to advise on individual cases. Many of the applications advised on this year have been complex and required a significant amount of time and resource to fully consider. For example, in the majority of cases considered this year, there was a link between the applicants’ responsibilities in office and the proposed appointment/ employment. This increases the potential for risks to arise under the Government's Business Appointment Rules (the Rules) and means that more information is needed to consider the application appropriately. In the reporting year 2017-18, 67% of applications were dealt with within our target deadlines. Members and the secretariat have worked hard to maintain a steady performance given the complexity of cases and the increase in casework. The results can be seen in the detailed considerations in the advice letters provided and published. -

In her first speech following her appointment she was clear that “Brexit means Brexit” but also vowed to “build a better Britain not just for the privileged few”, a clear indication of her intent to plant a Conservative flag in the political centre ground. Part of this vision includes a raft of measures to reform the UK’s corporate governance regime which she initially outlined during the leadership contest. This included taking steps to ensure both a company’s workforce and consumers were represented on boards. The section of her speech, entitled ‘Getting tough on corporate irresponsibility’ referenced an unhealthy gap growing between the pay packets of workers and bosses of big business. -

This includes the cost of employer pension contributions and National Insurance costs. The pay bill for 1st April 2015 – 13th July 2016 was £9.2million. In addition, £1.7million was paid in severance. The estimated pay bill for the period 14th July 2016 – 31st March 2017 is £4.9 million. Special advisers represent an estimated 0.07 per cent of the Civil Service pay bill. NUMBERS Special advisers are temporary civil servants. There are now 83 special advisers working across the whole of government - the total Civil Service has 420,000 civil servants In addition, six special advisers are currently on maternity leave. Representations of Theresa May, Nicola Sturgeon and Arlene Foster in British quality news discourse and their positioning as political leaders Handledare: Martin Gill Handledare: Abstrakt: This study looks at how British quality online newspapers represented three female political leaders Theresa May, Prime Minister; Nicola Sturgeon, First Minister of Scotland and leader of the Scottish National Party (SNP); and Arlene Foster, leader of the Democratic Unionist Party (DUP) and First Minister in Northern Ireland during October 2018. This study examines: (1) to what extent (if any) were these women trivialized or stereotyped on account of their gender, and what linguistic or rhetorical strategies were used to do this?; (2) Were similar strategies applied in representing all of them, or were there particular differences?; and (3), how did the media represent the female party leaders as public speakers? Finally, (4) what do media representations tell us about the contours of public discourse on gender and political leadership? The corpus for this study consists of 60 online news articles collected for one month from the British quality newspapers The Guardian, The Independent, The Telegraph and The Times. The method of analysis is thematic analysis, which is a useful tool for finding patterns in large amounts of data.
