Alongside South Cambridgeshire District Council’s Local Plan, the NP gives local communities the power to influence the extent and location of future development. This NP covers the period 2019 to 2031. 1.2 Foxton Parish Council is the qualifying body for this NP and the parish council confirms that this: NP relates only to the Parish of Foxton and to no other Neighbourhood Areas. Is the only NP in the designated area. No other NP exists nor is in development for part or all of the designated area. NP does not deal with excluded development. 1.3 Foxton is a small, historic, rural village lying seven miles southwest of Cambridge. The wider Cambridge area is experiencing unprecedented growth pressures, and Foxton’s location on main transport routes makes it a potential target for growth. Foxton Parish Council decided to prepare a NP to enable the community to directly influence what local growth is needed, where this should be located, as well as other improvements to village facilities and the local environment. 1.4 Community consultations were carried out in early 2017 and early 2018 and identified a number of key issues for the Foxton community. The consultation outcomes are set out in detail in chapter 3, and have informed the vision, objectives and policies within this NP. How does this Neighbourhood Plan relate to the 2011 Village Plan? 1.5 The main aim of the 2011 Foxton Village Plan was to identify key facilities and services, reveal problems and explore how these could be tackled. It also aimed to demonstrate how the distinctive character and features of our village could be preserved, thus shedding light on the community’s consensus about its needs and aspirations for the future. 1.6 The Village Plan provided a framework for planning the future of the village but was not a legally binding document for consideration by South Cambridgeshire District Council (SCDC). By contrast, the NP is a legally binding document that must be considered for all future development within the parish during the plan’s timeframe (2019 - 2031). The findings of the 2011 Village Plan informed the initial work on the NP. Purpose of this document 1.7 This draft of the Neighbourhood Plan has been prepared for the purpose of consulting residents and statutory stakeholders during May/June 2019 (the pre-submission consultation period). Subsequent refinement of the plan will address comments from the pre-submission consultation and a Consultation Statement and Basic Conditions Statement will be prepared. These documents will then be submitted to SCDC for submissions consultation (the publication consultation period), and examination by an independent examiner appointed by SCDC. The Foxton 5 Parish Council cannot change the NP after submissions consultation, but formal comments on the plan will be passed from SCDC to the examiner. Requirements of a Neighbourhood Plan 1.8 The preparation of a neighbourhood plan must follow the requirements set out in the Neighbourhood Planning (General) Regulations 2012 (as amended). The examiner will check that the regulations have been followed accordingly. The examiner will also assess whether the NP meets a set of basic conditions, and is in broad conformity with the 2018 Local Plan for SCDC. The new Local Plan will guide the future of the district up to 2031, although the process of updating the 2018 plan has already started. Process 1.9 Foxton Parish Council established a working group in autumn 2015 to take forward the process of preparing the NP. The parish council was represented on the group and these councillors reported back regularly to the full council. In addition, the working group brought in villagers with different relevant skills. 2016 was spent gathering evidence and raising awareness of the NP process. A detailed all-household questionnaire exercise was carried out in February 2017, which gave a good steer on the key issues for Foxton from the 150+ completed questionnaires. The questionnaire also raised a number of questions for which answers were sought in the subsequent questionnaire consultation process in early 2018. A village consultation event was held in late January 2018, together with focus groups for villagers in the age group under-represented in earlier consultations. A detailed account of the consultation processes will be set out in the Consultation Statement to be prepared following the pre-submission winter 2018 consultation. 1.10 Grant support from Locality was successfully obtained in May

By the time the newsletter was delivered, the new timetable had been introduced – and, oh dear, what a mess! An adjacent article illustrates the scale of disruption experienced at three stations served by Govia Thameslink Railway (GTR). Formal investigations are underway to find out what happened but it is clear that there are lessons to be learnt in all parts of the rail industry. Firstly, the Government needs to set realistic franchise specifications and ensure that it makes decisions in a timely way — both these aspects were lacking in the GTR case.

About this Document In April 2019, Govia Thameslink Railway (GTR) announced the Passenger Benefit Fund which allowed £15m to be spent on improvements to the fabric of stations which had been affected by the May 2018 timetable problems. The Meldreth, Shepreth and Foxton Community Rail Partnership carried out a consultation with local rail users at that time in order to prepare our response to GTR. The lack of both cycle and car parking at Foxton Station was identified during that consultation.

    Audit of Meldreth, Shepreth and Foxton stations and nearby village settlements in relation to those stations The aim of the audit is to enable the Meldreth Shepreth Foxton Community Rail Partnership to have a clearer understanding of how the stations cope with existing traffic levels; how the stations may cope with considerably more traffic in the future; how more users can be attracted to the three stations to improve the sustainability of travel in the district. There is no doubt that the outcome of the Greater Cambridge City Deal plus the predicted new train service level/ new trains to be provided by Thameslink in 2018 will further drive growth. Footfall recorded for the year ending 2014 show a footfall at: Meldreth 267,218 +29.3% since 2010 +9.7% in 2015 Shepreth 105,802 +33.8% since 2010 +11.4% in 2015 Foxton 94,080 +30.5% since 2010 +7.9% in 2015 Total 467,100 This figure shows that the three stations as providing a considerable service to the district. The normal train service on 'Weekdays' is every 30 minutes at the peak travel to work times morning and evening in each direction and at 60 minute intervals at all other times. On Saturday, Sunday, Public Holidays, the train service is at 60 minute intervals. Fast trains also pass through the station non-stop at frequent intervals. The audit/survey of the station and its environs took place on Friday March 25th 2016. This day being a Public Holiday, the train operator was running a 'Saturday Service'. Each station consists of an up and down platform.
