The views expressed in this Brief are strictly personal and do not necessarily reflect those of the OECD, the Development Centre or their member countries. 4 Policy Coherence Towards East Asia: Development Challenges for OECD Countries Introduction and Overview The East Asian development experience needs to be better understood — especially the region’s clustered, sequential development process and neighbourhood effects linking economies at different levels of industrial development. How have different policy vectors transmitted by OECD countries, notably in the areas of trade, investment and aid, contributed to the development of the region? To what extent have the impacts of OECD-country policies depended on the capacity of East Asian economies to respond through their own public policies? Drawing upon Chapter 1 of the forthcoming publication (Fukasaku et al., 2005), this Brief sketches out the main story lines of what has happened to East Asia over the past decades, particularly since the mid-1980s, through the lens of OECD countries’ “policy coherence for development”. It also discusses key policy agendas for the region, draws lessons for other developing regions and identifies major challenges ahead for policy coherence in OECD countries. The Development Impact of OECD-Country Policies: A Case Study of East Asia The OECD 2002 Ministerial Meeting issued a statement on development, calling upon the OECD to “enhance understanding of the development dimensions of member country policies and their impact on developing countries”. The OECD has responded to this ministerial mandate by launching an OECD-wide programme on policy coherence for development (OECD, 2003c). The term “policy coherence” encompasses policy interactions at several levels. Internationally, coherence is needed among policies applied by different institutions as well as in the positions that countries take in them. At the national level, coherence refers to the consistency between objectives and instruments applied by individual OECD countries in a given policy area, such as development co-operation, as well as between objectives in different areas, such as aid and trade, in light of their combined effects on developing countries. Thus, the problem of policy incoherence for development arises when the objective of policy undertaken in a particular field — such as aid policy or transitional preferential arrangements — gets undermined or obstructed by actions of government in other policy fields — such as trade protection and agricultural subsidies. The OECD’s programme focuses on identifying such mismatches in specific policy contexts and suggesting action to ensure that 5 OECD Development Centre Policy Brief No. 26 OECD countries’ policies help promote or at least do not harm the economic interests of developing countries1. Furthermore, OECD work on this topic seeks to facilitate and support efforts of both OECD and developing countries to encourage the systematic promotion of mutually reinforcing policy actions, including aid, but extending beyond it. The types of OECD-country policy interactions that may affect development outcomes include, inter alia, those resulting from the interplay of policies in the fields of agriculture, trade, investment, migration and aid. Coherence issues drawn from specific country and regional cases can provide most concrete information on the development implications of OECD- country policies. A first regional case study focused on East Asia, with special reference to the region’s development experiences in the post-war years, especially since the mid-1980s. The links between the region’s developing and transition economies and major OECD countries are strong, not only through the international exchange of goods and services but also through international flows of capital, technology and labour. The East Asian region is, therefore, of particular interest from the standpoint of the development impact of OECD- country policies. Key Coherence Lessons from East Asia Several developing economies of East Asia simultaneously experienced major turnarounds in their clustered, sequential development process in the early 1970s and again in the mid-1980s (see the next section on this point). Behind this process, significant changes in the international economic environment indeed occurred. In macroeconomic policy, easy monetary policy among OECD countries in the 1970s led to low real interest rates, and the Asian NIEs (newly industrialising economies, i.e. Chinese Taipei; Hong Kong, China; Korea and Singapore) found it convenient to finance their strong investment demand by borrowing petrodollars recycled through banks in London and New York (Frankel and Roubini, 2003). Relocation of labour-intensive manufacturing among East Asian economies was also facilitated by successive rounds of real effective

Wary of India, Australia and Japan, China proposed on the eve of the summit that the existing ASEAN Plus Three (APT: 10 Association of Southeast Asian Nations plus China, South Korea and Japan), and not the new 16-member East Asia Summit, control the formation of any EAC-building exercise. This proposal to divide EAS into two blocs—the core states with China as the dominant APT player, and the peripheral states with India, Australia and New Zealand—led to a major rift.

By its very creation, NAFTA opened up the possibility for scholars of European integration to add a comparative dimension to their research. Starting with the question whether the differences between North America and Europe are so great as to preclude their meaningful comparison (as implied by the expression, “apples and oranges”), this paper argues that there are enough commonalities between the two continental systems for the comparison of their differences to be analytically and intellectually fruitful. It goes on to propose many areas which Euroscholars might consider for future comparative study and offers as an example a case study by Jean Cushen of the differential impacts of the EU and NAFTA on Ireland’s and Canada’s labour markets. The war against terror has changed that and brought renewed U.S. attention to Southeast Asia, especially to countries afflicted by Islamic radicalism. To some, this renewed focus, driven by the war against terror, has come at the expense of attention to other key regional issues such as China’s rapidly expanding engagement with the region. Some fear that rising Chinese influence in Southeast Asia has come at the expense of U.S. ties with the region, while others view Beijing’s increasing regional influence as largely a natural consequence of China’s economic dynamism. China’s developing relationship with Southeast Asia is undergoing a significant shift. This will likely have implications for United States’ interests in the region. While the United States has been focused on Iraq and Afghanistan, China has been evolving its external engagement with its neighbors, particularly in Southeast Asia. In the 1990s, China was perceived as a threat to its Southeast Asian neighbors in part due to its conflicting territorial claims over the South China Sea and past support of communist insurgency.

Working Paper, June 28, 2017 – Stephen Blank EXECUTIVE SUMMARY This paper explores the opportunities and challenges that Russia has faced in its economic pivot to Asia and examines the potential roadblocks to its future integration with the region with special regard to multilateral Asian institutions. Main Argument Despite the challenges Russia faces, many Russian writers and officials continue to insist that the country is making visible strides forward in its so-called pivot to Asia. Russia’s ability to influence the many multilateral projects that pervade Asia from the Arctic to Southeast Asia and increase its role in them represents an “acid test” of whether or not proclamations of the correctness of Russian policy can stand up to scrutiny. Such scrutiny shows that Russia is failing to benefit from or participate in these projects. The one exception, the Eurasian Union, has become an economic disappointment to both Russia and its other members. Russia is actually steadily losing ground to China in the Arctic, Central Asia, and North Korea. Likewise, in Southeast Asia Moscow has promoted and signed many agreements with members of ASEAN, only to fail to implement them practically. Since Asia, as Moscow well knows, is the most dynamic sector of the global economy, this failure to reform at home and implement the developmental steps needed to compete in Asia can only presage negative geoeconomic and geopolitical consequences for Russia as it steadily becomes increasingly marginalized in the region despite its rhetoric and diplomatic activity.

The «Quadrilaterals» and their origin are a good example of Canadian involvement in significant chapters of the recent history of world trade. In 1981, the annual Western Economic Summit took place at Montebello, Quebec. Noting the achievements of the Tokyo Round, the Summit parti­ cipants instructed their representatives in the field of trade to keep under close review developments in world trade. And so we did! Canada, the United States, Japan, and the European Community instituted biannual «quadrilateral» meetings representing a useful tool to cope with threats to the world trading system. Another example of Canada's position as an important player 1n the arena of world trade: Under Canadian presidency, both the GATT Ministerial meeting in Geneva in 1982 and the OECD 1984 Ministerial meeting in Paris adopted decisions aimed at stimulating multilateral trade liberalization, such as the rollback of protectionist measures and the acceleration of the tariff reduction schedule of the Tokyo Round.

ABSTRACT Current studies of regional integration in North America claim that this process is limited to the entering of intergovernmental agreements that aim to expand and enhance cross- border flows of goods and capitals between Mexico, Canada and the US. Such studies claim that the political effects of the process on nation-states are limited and constrained by the decisions of the national governments. In contrast, this thesis argues that the actions of transnational actors have increased the policy interdependence between the three countries in the arenas of environmental protection, labour cooperation and protection of foreign direct investment. Transnational actors have used, applied and interpreted the rules originally created by the intergovernmental agreements –NAFTA, NAAEC, BECA and NAALC– and have subsequently demanded additional and improved rules.

Around the world, regionalism has been built on the foundations of functional states, at the same time striving to transcend them. But there are still possible foundations to succeed in enhancing Northeast Asian multilateral security institutions. Although the process of dialogue is slow, Inter-Korean relations have gained impressive ground. It must be noted that the main reason for the willingness to cooperate among Northeast Asian nations is economic interdependence, while politically and security-wise, defense dialogue is becoming a signifi cant matter. Many scholars stress the constraints of changing the current infl exible system to a much more sophisticated, cooperative, and integrated arrangement. To create such a mechanism, the region should draw from its signifi cant experience of the de-facto mechanism in the Six Party Talks and the Common Development- Based Mechanism. For maintaining regional peace and security, Mongolia always seeks to participate in the Security Mechanism of Northeast Asia and as a member of the international community. Mongolia values its model-democracy and market economy in the Northeast Asian region. The dynamic diplomacy of Mongolia pursues a Nuclear Weapon-Free Status, and participation in UN peacekeeping operations, which are appreciated by the international community. Mongolia has signifi cant resources, means, willingness, and interests to form Northeast Asian multilateral security mechanisms, and has much to contribute to the development of Northeast Asian relations.

    FEATURE Managerial Technicalism The Evolving Nature of Canadian Decision Making in the Afghanistan War, 2001–2014 ANVESH JAIN ore than 40,000 members of the Canadian Armed Forces (CAF) served in Afghanistan between 2001 and 2014, operating under the aegis of three separate prime ministers, from across partisan lines.1 Measured in Mblood, treasure, and prestige, it was the costliest and most significant deployment of Canadian soldiers since the Korean War. Canadians served bravely and with great distinction in defending the nation’s interests overseas, enabling security and development for the beleaguered Afghan populace, and demonstrating to allies that Canada was a serious and dependable multilateral partner. In the name of these interests, more than 2,000 members of the CAF incurred wounds or injury over the duration of the conflict. By the end of the mission, 165 Canadians, among them seven civilians, had paid the ultimate price.2 It is in their name, their memory, and their debt to which Canada’s strategic community must faithfully and hon- estly account for why we fought in faraway Afghanistan and identify the lessons that must be learned from the nation’s lethal experience there. Canada’s involvement in Afghanistan began in the days and weeks immedi- ately after the dreadful events of the 9/11 terror attacks, with combat operations drawing to a close a full decade later in 2011. In the three years following, a contingent of Canadian advisers stayed on to train and strengthen the Afghan National Army before they too at last returned home as well. To date, there is still much lingering ambiguity as to the purpose and objectives of the Canadian war effort.
