Shri Amrish Kumar - Executive Officer (vii) 13 INTRODUCTION I, the Chairman, Standing Committee on Coal and Steel having been authorized by the Committee to present the Report on their behalf, present this Forty-Ninth Report (Fifteenth Lok Sabha) on "Coal Pricing and Issues relating to Coal Royalty" pertaining to the Ministry of Coal. 2. The Standing Committee on Coal and Steel(2013-14) had selected the subject for detailed examination and report to the Parliament. The Committee (2009-10) were briefed by the representatives of the Ministry of Coal and Coal Companies on 16.07.2010 and took oral evidence on 16.08.2010 and 26.08.2010. The Committee(2011-12) and (2012-13) decided to continue the examination of the subject. The Committee (2011-12) and (2012- 13) took oral evidence of the representatives of the Ministry of Coal and Coal Companies on 20.01.12, 14.06.2013 and 08.07.2013 respectively. 3. The Committee wish to express their thanks to the officials of the Ministry of Coal and Coal Companies for placing before them and in furnishing material/information from time to time as desired by the Committee. 4. The Committee also wish to express their sincere thanks to their predecessor Committees for the significant contribution made by them in the examination of the subject. The Report was considered and adopted by the Committee at their sitting held on 17.12.2013. 5. The Committee place on record their profound appreciation for the valuable assistance rendered to them by the officials of the Lok Sabha Secretariat attached to the Committee. 6. For facility of reference and convenience, the observations and recommendations of the Committee have been printed in bold letters in Part-C of the Report.     REPORT INTRODUCTORY Steel is key to the development of any country and is considered to be the mainstay of the human civilization. The level of per capita consumption of steel is treated as economic indicator of a country. All major industrial economies are characterized by the existence of a strong steel industry and the growth of many of these economies has been largely shaped by the strength of their steel industries in this initial stages of development. India has been one of the major producers of steel in the world. Prior to the economic reforms of the early 1990s, the Steel Industry of India was regulated and controlled by the Government Policies. After liberalization the Indian Steel Industry evolved significantly to conform to international standards. The India Steel Industry is expected to play a significant role in India‟s economic development in the years to come. Availability of iron ore in the country and well furnished facilities for steel productions are the major aspects which will play a major role in the growth of the steel industry in India. The domestic steel industry has a tremendous growth potential and likely to register significant growth in the coming years in view of the rising demand of steel in infrastructure and realty sectors. However, one of the major initiatives that need to be taken is to focus on increasing consumption of steel in the rural areas. In order to realize the growth potential in the steel sector, it is imperative that the steel industry remain competitive. The availability of critical inputs such as iron ore and coke is equally important for sustainable growth of the industry.

    4 Patrimonial and Programmatic Talking about Democracy in a South Indian Village PAMELA PRICE AND DUSI SRINIVAS How do people in India participate politically, as citizens, clients and/or subjects?1 This query appears in various forms in ongoing debates concerning the extent and nature of civil society, the pitfalls of patronage democracy, and the role of illegal- ity in political practice, to name a few of the several concerns about political spheres in India. A focus for discussion has been the relationship of civil society institutions (with associated principles of equality and fairness) to political spheres driven mainly by political parties and to what Partha Chatterjee desig- nated as ‘political society’.2 Since 2005, with the publication of the monograph, Seeing the State: Governance and Governmentality in India (Corbridge et al.), there is growing support for the argument that political cultures and practices in India, from place to place and time to time, to greater and lesser degrees, include 1.
