LARGEST DEMOCRACY but LOWEST VOTING We Have EDITOR\DIRECTOR The news bits are formed on the happening of events. But analyzing the incidents happening since last one year, we don’t deserve such good news. As in past one year there are several harrowing and sorrowful Scams like CWG, Adarsh Society, 2G Spectrum and expecting many more to come have hampered the faith in our democracy and thrown the populous voters in wilderness. These are clear indication of deteriorating Indian politics and Politicians. In the event of above scams and frequent disruptions in Parliament LARGEST working and that too at the cost of hard earned citizen’s money by our own elected representatives who are competing hard among DEMOCRACY BUT themselves for making bigger scams. It is clear that they don’t feel LOWEST VOTING ashamed off but the Indian voters are ashamed of their choice of representation and repent on their franchise. If Voters feel that the We have opportunity to voting is hoax, then there is nothing wrong. change the scenario But even then the positive message in casting vote is to replace corrupt representatives by honest one to change the corrupt politicians to bring effective leaders and for this their perseverance and vigil hard efforts are seen. It is apparent that the current civil movement by civil society has brought the whole nation under one umbrella, which is an indication for replacement of corrupt political system along with peoples representation in functioning of democratic system. But voters be aware that only slogan will not do, we have to give our opinion by casting our vote diligently…. Because in reality only your vote will replace the government and system. You should know your might and use it diligently to become carrier of true democracy. We have been releasing a report ‘Representative at Work’ on the performance of the members of 15th Lok Sabha since last two years. This is third year report ‘Representative at Work’ 2011-2012. with a motive to make the voters aware of their representative functioning in parliament for betterment of society or not. Cartoonist Neeraj Gupta Director Vote for India Believe in Democracy and Make it Stronger I VOTE FOR INDIA I 1 SPEAKER SPEECH No. Name of Member Party Name Constituency State Attendance 2011-12 Parliamentary democracy can survive only if the House functions. Frequent disruptions of the House will gradually render this institution irrelevant. A sense is growing in the country that Members of Parliament prefer to highlight public issues by disrupting the House. Thus in a fundamental sense the House is facing a serious dilemma. It pains me to see a large number of serious minded Members patiently waiting after giving notice and not being able to raise important issues because of adjournments of the House. The other day a large number of differently-abled children came here to watch the proceedings of the House on my invitation. I could see the disappointment on their innocent faces because they could not watch the proceedings due to abrupt adjournment of the House. This House is the symbol and inheritor of the great Indian civilization and it represents the collective wisdom of the people. This House has to function and it should be allowed to function. I appeal to all sections of the House to find solutions to problems through democratic means Valedictory Reference (07-05-2010) This House is the symbol of the dreams of over one billion people of this country. The Members as their chosen representatives have taken a solemn oath that they will faithfully discharge their duty cast upon them. That sacred duty is to discuss and debate the problems of the people and find solutions. The Constitution and the Rules of Procedure lay down the parameters for the proper functioning of this House. It is disturbing to note that a thinking is growing among certain sections in the House that the House should be paralyzed in order to make a political point. This is a tragic development which can emasculate this House and render the democratic processes ineffective and irrelevant. I would urge upon the Members to make an honest introspection about this disturbing trend in the functioning of this sovereign House and make individual and collective efforts to re-establish its great and hallowed traditions of enlightened debates and discussions. Only then, will we be able to sustain the legitimacy and credibility of this great Institution. Valedictory Reference (18-12-2009) Smt. Meira Kumar Honorable Speaker Lok Sabha Believe in Democracy and Make it Stronger I VOTE FOR INDIA I 2 EXPERT SPEAK No. Name of Member Party Name Constituency State Attendance 2011-12 On the positive side, it was a great achievement that we had been able to preserve our parliamentary institutions, freedom, democracy and the unity of the nation despite a succession of crises and calamities. The system withstood and survived Nehru’s demise, Congress splits, Chinese aggression, Wars with Pakistan, severe floods and droughts, external and internal emergency, Naxalite and Terrorist onslaughts. Parliament and State Legislatures functioned through and despite the crises. But then we seemed to have arrived at a blind alley from where no path appeared to go anywhere. We had to think of the future of parliamentary institutions, institutions, and of the ideals of freedom and democracy, stability and accountability. In a parliamentary policy, there could be nothing, sadder or more dangerous than the representative credentials of the representatives becoming suspect, and an increasing alienation taking place between the people and their representatives. Today, we were in a situation where sanctity of means had lost all value, meaning and relevance. After some sixty years of independence, dacoits, smugglers, gangsters and foreign agents could help put or sustain the rulers in power and the rulers were prepared to compromise with them. They were happy to buy stability of their chairs by bringing fellow legislators. The people felt that in the face of personal ambitions, the new breed of politicians in all parties were mostly selfish, power hungry, greedy, dishonest hypocrites and power merchants for whom the nation came last and the welfare of the people was at the bottom of their priorities. Their only concern was to a mass wealth and somehow get to and stay in power. They were so busy in the struggle for survival that they had no time or energy left for serving the people. We had to deliberate on the highest priority basis why things had come to such a pass? Something could still be done to restore the legislatures and legislators to their traditional place of high honor and esteem in the affections of the people and bring about the new renaissance of democratic faith and parliamentary culture. • India-Kyrgyz Republic Bilateral Relations
India-Kyrgyz Republic bilateral relations Historically, India has had close contacts with Central Asia, especially countries which were part of the Ancient Silk Route, including Kyrgyzstan. During the Soviet era, India and the then Kyrgyz Republic had limited political, economic and cultural contacts. Former Prime Minister Rajiv Gandhi visited Bishkek and Issyk-Kul Lake in 1985. Since the independence of Kyrgyz Republic on 31st August, 1991, India was among the first to establish diplomatic relations on 18 March 1992; the resident Mission of India was set up on 23 May 1994. Political relations Political ties with the Kyrgyz Republic have been traditionally warm and friendly. Kyrgyzstan also supports India’s bid for permanent seat at UNSC and India’s full membership in the Shanghai Cooperation Organization (SCO). Both countries share common concerns on threat of terrorism, extremism and drug–trafficking. Since the establishment of diplomatic relations in 1992, the two countries have signed several framework agreements, including on Culture, Trade and Economic Cooperation, Civil Aviation, Investment Promotion and Protection, Avoidance of Double Taxation, Consular Convention etc. At the institutional level, the 8th round of Foreign Office Consultation was held in Bishkek on 27 April 2016. > Title: Rise in prices of Essential Commodities. DR. RAM CHANDRA DOME (BOLPUR): Madam Speaker, through you, I want to draw the attention of the Government, and of the House also, to the most urgent matter of public importance, that is, the unchecked and uncontrolled price rise of essential commodities. The prices of essential commodities, especially of food articles, are sky-rocketing. That has been going unchecked for several years. Presently, food inflation has gone to its peak levels again, but hundreds and thousands of the aam aadmi -- in terms of the Government -- are suffering. Their misery is countless as regards the price rise as the rise in fuel price was added to the plight by raising the price of petroleum products several times and decontrolling price of petrol in the market. This also further added to the suffering of the people. Presently, even the prices of vegetables and fruits have gone up. The growers are suffering and the consumers are suffering, but the hoarders and big businessmen are making countless money out of this situation. There is no food security arrangement. The Government had assured in this House that they will bring forward the food security law to protect the suffering and downtrodden people, but for the last two years we do not see any comprehensive measure being taken on the part of the Government to protect the suffering people, that is, those who cannot afford to purchase food articles. MADAM SPEAKER: Thank you. Please conclude now. DR. RAM CHANDRA DOME : The per capita food consumption is coming down. This is the reality.
