OUR ENVIRONMENT, OUR FUTURE THE REGIONAL ENVIRONMENT STRATEGY FOR THE EAST OF ENGLAND Produced by a joint working group representing The East of England Regional Assembly and The East of England Environment Forum JULY 2003 ‘OUR ENVIRONMENT, OUR FUTURE’ THE REGIONAL ENVIRONMENT STRATEGY FOR THE EAST OF ENGLAND PRODUCED BY A JOINT WORKING GROUP REPRESENTING THE EAST OF ENGLAND REGIONAL ASSEMBLY AND THE EAST OF ENGLAND ENVIRONMENT FORUM JULY 2003 FOREWORD This first Environment Strategy for the East of England region catalogues and celebrates the many diverse environmental assets which will have a crucial bearing on the continued economic and social development of the Region. This Strategy will complement the other regional strategies within the Regional Assembly’s family of ‘Integrated Regional Strategies’. It deliberately makes key linkages between the environmental assets of the region, and economic development and social inclusion. The delivery of the Strategy will be the responsibility of Government, local authorities and other public and private sector bodies, and the voluntary sector. Crucially, everyone who lives and works in the East of England and values the region as a diverse natural and built Further Information landscape, is an important stakeholder. The very act of producing the Strategy has raised many issues, challenges and missing If you have questions about the Regional Environment Strategy, or would like to find out linkages. Cambridge Nature Network Final Report FOREWORD I’m delighted to introduce this important report. For years, now, we have known we need to ensure nature’s recovery, and for years that has been an all-too-elusive ambition. In fact, we are still overseeing nature’s decline. It’s a ship that simply must be turned around. Now we have a clear way forward. This report, building on the ambition to double nature in Cambridgeshire, tells us precisely how and where we can do it. Working from the ground up, looking at real places and the actual state of nature, it offers for the first time a tangible plan for the revitalisation of nature in the 10km around the city of Cambridge, based on what is already there and how it can be brought back to life. And there’s more. Fully integrated with the vision for nature recovery is one for the enhancement and creation of green spaces for public recreation and refreshment – vital needs, as we have come to understand fully during the covid-19 crisis. The risk with nature recovery is that in our enthusiasm we may do the wrong thing in the wrong place: plant trees on peat or valuable grassland, or put hedgerows in where the landscape should be open. This report will ensure we do the right thing in the right place. It provides a place-based analysis of where existing nature sites can be enhanced, what kind of nature-friendly farming to encourage, how to create stepping-stones to create new, linked nature networks, and how, overall, the ambition for doubling nature can be met. -
Draft Whittlesey Neighbourhood Plan This Determination Statement
24 August 2021 Strategic Environmental Assessment Determination Statement: Draft Whittlesey Neighbourhood Plan This determination statement has been produced by Fenland District Council (FDC) as “responsible authority”, to meet the requirements of Regulation 9 of the Environmental Assessment of Plans and Programmes Regulations 2004. This Determination Statement forms a Submission Document for the purposes of neighbourhood planning, as required by The Neighbourhood Planning (General) Regulations 2012 (as amended) (reg. 15(e)(ii)). A Screening Assessment was undertaken by FDC during the preparation of the draft Whittlesey Neighbourhood Plan. As part of this assessment, FDC consulted the statutory bodies. The SEA Screening Report follows this Determination Statement. The Screening Report examines the strategic policy and environmental context relevant to Whittlesey, and presents the findings of the screening assessment. The report identifies that the draft Whittlesey Neighbourhood Plan does not seek to increase the overall quantum of growth beyond that which has already been permitted through the planning system. Other policies generally accord with the adopted Local Plan, the potential environmental effects of which were duly assessed through the plan-making process. The Screening Report was sent to consultation bodies for comment (13 July to 23 August 2021). Responses were received from Environment Agency, Historic England and Natural England. Through its response to the draft Screening Report consultation, Historic England concurred with the Council that the preparation of a Strategic Environmental Assessment is not required. Natural England confirmed it agrees with the report’s conclusions that the Whittlesey Neighbourhood Plan would not be likely to result in a significant effect on any European Site, either alone or in combination and therefore no further assessment work is required. -

NATURAL ENGLAND’S RELEVANT REPRESENTATIONS IN RESPECT OF A14 CAMBRIDGE TO HUNTINGDON IMPROVEMENT SCHEME Planning Inspectorate Reference:TR010018 1. Introduction 1.1. Natural England is a non-departmental public body established under the Natural Environment and Rural Communities Act 2006 (‘NERC Act’). Natural England is the statutory adviser to Government on nature conservation in England and promotes the conservation of England's wildlife and natural features.1 Natural England’s remit extends to the territorial sea adjacent to England, up to the 12 nautical mile limit from the coastline.2 1.2. Natural England is a statutory consultee: 1.2.1. in respect of plans or projects that are subject to the requirements of the Conservation of Habitats and Species Regulations 2010 (as amended) (the “Habitats Regulations”) which are likely to have a significant effect on European protected sites – that is, sites designated as Special Areas of Conservation (“SACs”) and Special Protection Areas (“SPAs”) for the purposes of the EU Habitats and Birds Directives;3 1.2.2. in respect of proposals likely to damage any of the flora, fauna or geological or physiographical features for which a Site of Special Scientific Interest (“SSSI”) has been notified pursuant to the Wildlife and Countryside Act 1981 (the “1981 Act”);4 and 1.2.3. in respect of all applications for consent for Nationally Significant Infrastructure Projects which are likely to affect land in England.5 1.2.4 In respect of development proposals resulting in the loss of more than 20ha of ‘best and most versatile’ (BMV) agricultural land, not in accordance with an approved development plan, under the Town and Country Planning (Development Management Procedure Order) (England) Order, 2010 Schedule 5 paragraph (x) (as amended). -

NRA Anglii j i t - u THE OUSE WASHES “The Ouse Washes offer a rich variety of experiences both as an internationally important wildlife site and its continuing role of protecting the fens from flooding. ” O wildlife RSPB NRA National Rivers Authority Anglian Region THE ANGLIAN REGION The Anglian Region hosts a rich variety of wildlife habitats, flora and landscapes associated with its streams, rivers, ponds, lakes, wetlands, estuaries and coastal waters. Many of these are protected by statutory designations, for example, 75% of the coastline is covered by a conservation and/or landscape designation. Five Areas of Outstanding Natural Beauty fall either partially or wholly within Anglian Region, along with England's newest National Park - the Broads. A fifth of England and Wales internationally important wetlands, from large estuaries such as the Humber and the Wash, to Ouse Washes in flood washlands such as the Ouse Washes, occur within this region. THE OUSE WASHES - FLOOD DEFENCE IMPORTANCE The Middle and South Level Barrier Banks contain Bedford Ouse flood flows within the Ouse Washes and are therefore vital for the flood protection of the Cambridgeshire Fens. Complete towns, villages and isolated dwellings, Flood waters are able to flow throigh \ together with approximately 29,000 the Hundred Foot River when pean " hectatres of agricultural land are protected from flooding by the Ouse When the peak flood has passed, i Washes Defences. Washes and back into the Old Failure of the South Level Barrier Bank would cause over 230 residential properties to be flooded to depths of up to 1.8m.
