The fees are the monies paid for using rights of way to provide service. Under the new definition, in-kind contributions would include things such as unlimited free or discounted cable services for Local Franchise Authorities (LFAs) . Thus those contributions would be subject to the statutory 5% franchise fee cap. While cable’s an obvious fan of the move, franchises, wary of losing money or services, aren’t. “The Commission’s proposals violate the plain language of the statute which authorizes LFAs to both collect franchise fees and to impose franchise requirements on cable operators,” said a joint filing from a number of players, including the cities of Atlanta, Dallas and Boston. Public access channels are concerned that the proposal deems non-capital Public, Educational & Governmental requirements as franchise fees. “Such an action would deci- mate our ability to provide services to our community,” said PhillyCAM, the nonprofit that operates the City of Phila- delphia’s public access TV. The FCC’s Second Further Notice of Proposed Rulemaking, which makes these tentative conclusions, was adopted 4-0 in September. Apart from giving pleasure, children literature also imparts moral lesson to the kids. Among the figures who have contributed to extend the range of Assamese children literature the name of Nabakanta Baruah is mentioned worthy. His writings for the kids have filled the treasure of Assamese children literature. Folk music is one of the integral facet of culture which also poses all the essentials of music. The instruments used in folk music are divided into four halves-taat (string instruments), aanodha(instruments covered with membrane), Ghana (solid or the musical instruments which struck against one another) and sushir(wind instruments)(Sharma,1996). Out of these four, Ghana and sushirvadyas are being preferred to be played by female artists. Ghana vadyas include instruments like taal,junuka etc. and sushirvadyas include instruments that can be played by blowing air from the mouth like flute,gogona, hkhutuli etc. Women being the most essential part of the society are also involved in the process of shaping up the culture of a region. In the society of Assam since ancient times till date women plays a vital role in the folk music that is bihugeet. At times Assamese women in groups used to celebrate bihu in open spaces or within forest areas or under big trees where entry of men was totally prohibited and during this exclusive celebration the women used to play aforesaid instruments and sing bihu songs describing their life,youth and relation with the environment.

The process will only allow a carrier to hold operating authority without insurance reflected on our Licensing and Insurance database for up to three (3) days. Revocation decisions will be tied to our enforcement program which will focus on the operations of uninsured carriers. This process will further ensure that the public is adequately protected in case of a motor carrier crash. Accordingly, we are adopting the following procedure for revocation of authority; 1) The first notice will go out three (3) days after FMCSA receives notification from the insurance company that the carrier's policy will be cancelled in 30 days. This notification informs the carrier that it must provide evidence that it is in full compliance with FMCSA's insurance regulations within 30 days. 2) If the carrier has not complied with FMCSA's insurance requirements after 30 days, a final decision revoking the operating authority will be issued.
