POINTS SYSTEM / PLAY-OFF INFORMATION

Since Section V conducts an open tournament, with 119 schools participating, ten classifications have been developed. Points are assigned to each team for winning or losing each game played. This point system leads to the seeding in each of the nine classifications. (see chart below). After Section Champions have been determined, playoffs will be conducted to determine Section V’s five representatives to Regional and State Play-offs. It is also possible for teams in Section V to elect to play a 20 game schedule. However, not all teams plan to do so, and as a result, an adjustment in seeding will take place to account for the varying number of games played by the 119 teams.

A point average will be prepared for each team, dividing the total number of points earned, based on the chart to the right, by the actual number of games on which the seeding positions will be based. All games must be scheduled before 12/1 of the season. Any game scheduled after this date will not be counted in the sectional index unless given permission to do so by the Section V Boys Basketball Committee.

PLEASE NOTE: For purposes of seeding, games played through and including February 14 will be counted in the point’s total. Any games played after that date will not be counted.

Seeding results were announced Friday morning, February 15th. In the event of ties, the following criteria will determine the higher seed: (1) total number of points; (2) overall record; (3) the team with the best winning percentage within their own league will receive the higher seed. In the event that a non-league independent team is tied with a league team, the advantage of the higher seed will go to the league member team; (4) toss of coin. If ties exist between or among teams that have played a different number of games during the regular season, teams that have played the most games will be seeded higher.

Since only five classifications exist for state tournament play (AA, A, B, C, D), compared to ten classes in Section V, play-off games will be played to determine the five Section V representatives. Teams moving on to state tournament competition must be sectional winners. If two or more sectional winners fall within the same state classification, a play-off (State Qualifier) game will be held the week of March 4th. In each playoff game, the home team shall be the team representing the larger classification.

Seeding Banquet – February 15th

The 98th tournament season in Section V Basketball history tipped of with the Annual Seeding Banquet, held at Burgundy Basin, Friday evening, February 15, 2019. Orthopaedics and Rehabilitation and Premier Sports sponsored the banquet. Premier Sports entered its 23rd year as a sponsor of the banquet. We were honored to have John DiTullio emcee this event. Among the evening’s highlights were the presentation of the eleven Number One Seed Awards to the top seed in each of the tournament’s ten classifications, with a tie for Class C1. Coaches and players accepted the plaque for their school and shared some remarks with the audience. The winners of the Tom Downey Memorial Birkett Mills Coach of the Year Awards were also introduced and presented with their plaques. Each year balloting is conducted amongst the coaches, making the award a significant endorsement by the winners’ peers.

The 33rd Annual Birkett Mills Players and Coaches Lunch February 28, 2019

One of the highlights of the annual tournament takes place this year when the number of 119 participating teams has been reduced to 20. There is a rare day off from the hardwood, and the two finalists from the 10 classifications gather at the Burgundy Basin Inn for the Coaches and Players Finalists Brunch. The event is sponsored by The Birkett Mills of Penn Yan, which has been the sole sponsor of this classy event since 1987. This year’s finalists’ celebration will take place on February 28th (Attendance is by invitation only.) The program, emceed by Lucas Day of WFLR Radio, will include introductions of the coach and team representatives from each of the twenty finalists, who will be given the opportunity to offer his views on the upcoming championship game and reflect on the season and tournament for their individual teams. Another highlight of the evening will be the presentation of the Mark Vienna Memorial Section V Boys’ Basketball Community Service Award, named in honor of Mark Vienna, long-time committee member, who gave many years of leadership and expertise to Section V Athletics in general and Boys’ Basketball in particular. This year’s recipients is Boys’ Basketball Committee member and Board 60 Official Sandy Swingle. Following the brunch, there will be opportunities for a photo shoot and interview session for any media in attendance. Section V Boys’ Basketball has been blessed with many loyal sponsors. The Birkett Mills it enters its 33rd year of faithful sponsorship of Boys’ Basketball. It remains the second longest uninterrupted sponsorship tenure for our tournament. They were inducted as the third corporate member of the Section V Basketball Hall of Fame in 2005 in recognition of their loyal support. The Boys’ Basketball Committee extends its sincere gratitude to our friends from the Finger Lakes and the entire staff of The Birkett Mills. Thanks for supporting our athletes and for helping us make the annual tournament a memorable experience for the players.

Mark Vienna Memorial Award Participation in sports activities aids greatly in the development of an athlete’s personal growth, including goal-setting, perseverance, teamwork, self-discipline, and the value of hard work. The long-term benefits of sports involvement, in both individual and team activities, contribute to a person’s character and self-image. A part of this development is the role played by the referees and officials who oversee games and matches, as they ensure that established rules and procedures are followed while enabling athletes to give their best efforts and enjoy the playing experience. The recipient of this year’s Mark Vienna Memorial Service Award is a basketball official and a 15 year member of the Section V basketball committee, Sandy Swingle. Sandy is a member of the International Association of Approved Basketball Officials, Board 60, now in his 47th year of officiating at the varsity level.

Sandy is a 1967 graduate of Binghamton North High School, where he lettered in three sports— football, basketball, and . Upon graduation, he enrolled in The College of Brockport, where he earned a B. S. degree in mathematics and certification in secondary education. He began officiating Section V boys’ junior varsity basketball in 1968 and moved to the varsity level in 1972. Just as athletes practice to build their abilities, Sandy honed his skills by attending IAABO camps and clinics through the years. Early motivators in his officiating experience were Tom Emmanuel and Tom Ward, both of whom helped shape his love of and passion for officiating.

After college graduation in 1972, he began his career in education with the Greece Central School District, teaching mathematics at Hoover Drive Junior High School until 1982, when he moved to Greece Arcadia High School, where he taught mathematics until his retirement in 2004. During his teaching career, he coached basketball, softball, soccer, golf, and bowling. At Arcadia, he was the head coach for golf and bowling, both sports he loved. Although retired from teaching, he still coaches bowling at Arcadia, both boys and girls. Since 2000, his teams have amassed 16 divisional titles, 12 sectional championships, and 12 appearances in the state team and individual championships. An avid bowler himself, he competed in 2018 in the Professional Bowling Association’s senior pro bowler’s pro-am event in Florida, where he finished 7th out of 209 participants. In June 2018, he was honored as the recipient of the Lifetime Achievement Award at the Greece Athlete of the Year ceremony.

As a Board 60 member, Sandy has held many positions, including clinic training program chairman, vice president, and president for 10 years. While president, he helped initiate the early stages of three-man officiating for high school games. He has served on the Board of Directors for 35 years, and he has officiated in the Section V championships in 46 of his 47 years, out for one year due to an injury.

In 1986, Sandy was named Board 60 Official of the Year, the first year this award was given. Twice he was honored to be one of three officials in the Ronald McDonald Exceptional Senior All-Star game. In 2003 he was asked by then basketball chairman Jack Purificato to take over the reassigning/draw procedure for Section V basketball. Honored by the request, he has spent countless hours refining that process. His duties include assisting in the draw for officials’ assignments, reassigning games for seven leagues, and communicating the changes with all parties involved—a labor of love for an enormous job.

Since 2003, he has served as Board 60’s rules interpreter. As interpreter, he attends the annual fall IAABO national conference, which disseminates new rules, training, and updates for basketball. He then conducts rule interpretation meetings for officials, coaches, and players in the seven leagues of Section V. Married for 32 years to his wife, Peg, Sandy lives in Spencerport and spends summers at their cottage on Sandy Pond, where golf and boating are his main interests. After almost 50 years of involvement in and dedication to basketball, Sandy is deeply honored to receive the Mark Vienna Memorial Service Award.

Tournament Awards at the Blue Cross Arena

After each of the ten Championship games, an awards ceremony will be conducted. Members of the two finalist teams are asked to remain at their respective benches following the game in order to participate in the formal awards ceremony. Please note that there will be 16 awards to be distributed per team as designated by the respective coaches.

The Boys’ Basketball Committee is grateful to all of its sponsors for their continued support of the tournament. Awards Ceremonies Will Include: 1. Commemorative “Finalist” Tee shirts for up to 16 members of the of the finalist teams courtesy of M&T Bank. 2. Members of the winning team will be presented a Section V Championship shield, a championship t-shirt and championship medal from the Section V Committee, a Championship logo cap from Angelo Planning Group, a window decal and championship t-shirt from M&T Bank, as well as, a sneaker bag donated by TruForm Manufacturing and Ralph Honda. 3. The Championship trophy will be presented to the winning team in each classification. 4. The Runner-up plaque, sponsored by Friends of Section V, will be given to the losing team in each classification, as well as, a Finalist medal and championship t-shirt provided by Section V. 5. The Bill Farrell Memorial Coaching Award sponsored by McLane Associates, will be presented to the winning coach in each classification. 6. The Empire Cheer Sportsmanship Plaque will be presented to a player on each finalist team in each classification, who best exemplifies good sportsmanship both on and off the court. 7. Six All-Tournament selections and an MVP from each classification will be honored. Criteria for selection to the All-Tournament Team is as follows: overall contribution to the team success, offensive and defensive proficiency, hustle, leadership and sportsmanship. Each of the seven will receive a long sleeve t- shirt shirt sponsored by Connors and Ferris, LLP. The MVP will receive the M&T Bank Most Valuable Player Award, and the other selections will receive an All-Tournament plaque. 8. The Birkett Mills sponsored Tom Downey Memorial Coach of the Year plaque and the Premier Sports and University of Rochester Orthopaedics Number One Seed Plaque will be presented. 9. During Halftime of the Class AA title game, three scholarships will be presented. They are: The Bruce Johnson Memorial, sponsored by Dean Licata and Associates The Doug Westcott Memorial, sponsored by Crane-Hogan Structural Systems, The Helen and Thomas Hage Memorial Scholarship sponsored by Brockport Custom Carpet and the Hage family.

Section V Basketball Scholarships

The Bruce Johnson Memorial Scholarship has been established as an ongoing tribute to long-time Section V Treasurer, Executive Committee Member and Friend, Bruce Johnson, who passed away July 30, 1998. The award is being underwritten again this year by Dean Licata and Associates. Mr. Johnson was much more than a Treasurer. He was a coach, teacher and friend who dedicated thousands of volunteer hours to the youth of Section V. His quiet spirit, unselfish drive and dedication to community and athletes of Section V are the things we will remember and honor with the awarding of this scholarship. The award is given annually to a senior Section V basketball player who is planning to enter a four-year accredited college or university in the Fall to pursue a degree in business, or business education. Applicants must have a minimum academic average of 85%, involvement in community volunteer activities, a proven leadership record in his school and at least one year as a member of the varsity basketball squad.

Doug Westcott Memorial Scholarship: Doug Westcott loved his chosen profession. As a physical education teacher and Athletic Director, he derived much satisfaction from his career. He loved working with youth, and spent endless hours beyond his profession as a volunteer for Section V, serving both the football and basketball communities. The last fourteen years of his life found Doug as a most capable leader of Section V Boys’ Basketball, eleven of them as Chairman of the Basketball Committee. His sudden passing November of 1999 left a void on the committee itself, but also in the community he loved and sport he loved. This scholarship will preserve the memory of a man who wanted the Section V Tournament to get better each year. It did under his leadership. Now Section V athletes will be able to receive financial help in continuing their education, in Doug’s memory. The Doug Westcott Scholarship will be presented to a Section V Basketball player who is planning to attend a four-year accredited college or university for the purpose of majoring in either physical education, sports management, or another related field. It is sponsored by Crane-Hogan Structural Systems of Spencerport.

Helen and Thomas Hage Memorial Scholarship: The Helen and Thomas Hage Memorial Scholarship, sponsored by Brockport Custom Carpet Center and the Hage Family in Memory of Helen and Thomas Hage, is designed for a student-athlete who has proven his ability to overcome adversity and be successful in his athletic, academic and daily life. Applicants must be a senior, member of the varsity basketball team, and an example of good citizenship both on and off the court. This scholarship is based upon need, and candidates will have the opportunity in the application process to illustrate financial need brought about by adversity in his life.

Applications can be downloaded from www.sectionvboysbasketball.com and must be submitted according to the process printed on the application no later than February 15th each year. The scholarship winners will be recognized at halftime of the 5 pm game on Saturday, March 2nd.

Regionals Who Qualifies? Regional playoffs are designed to produce automatic representatives to the State Championships. Since New York State crowns five team champions in Classes AA, A, B, C, and D, it is necessary to determine which of the eight Section V Champions will represent Section V in the Western Regional Playoffs, with representatives of Section VI from the Buffalo region. To determine the teams representing Section V in the Regionals, the following Regional Qualifier procedure will be used:

1. The A1 and A2 Sectional Champions will play on Wednesday March 6, at a site and time to be determined to decide which team will represent Section V in this year’s Class A Regional Playoffs.

2. The B1 and B2 Sectional Champions will play on Wednesday March 6, at a site and time to be determined to decide which team will represent Section V in this year’s Class B Regional Playoffs.

3. The Class C team with the highest Sectional index will receive a bye and await the winner of the game played between the other 2 Class C champions on March 4th, at a site and time to be determined. The C team who received a bye will play the March 4th winner on Wednesday, March 6th to decide which team will represent Section V in this year’s Class C Regional Playoffs.

4. The D1 and D2 Sectional Champions will play on Wednesday, March 6, at a site and time to be determined to decide which team will represent Section V in this year’s Class D Regional Playoffs.

5. In all Regional Qualifier games, the home team will be the team representing the larger classification.

Admissions for Playoffs Admission to all Regional Qualifying games will be $6.00 for the day. There will be no pre-sale for these games.

Media/Photography/Videotaping/Streaming All rules outlined in the Tournament Procedures section of this publication will remain in effect. Only NYSPHSAA and current working media passes will be accepted. Streaming rights are held by NFHS.

Regional Dates and Schedules Regional Playoffs between Section V and Section VI are played in Buffalo in odd numbered years and will be hosted by Section V on even years. This year’s Regionals will be held at Greece Athena High School on March 9th. Representatives from Section V and Section VI will compete according to the following schedule: Class C will play at 11:00, Class B will play at 12:45, Class A will play at 2:30, Class D will play at 6:30 and Class AA will play at 8:15.

School Responsibilities Each school playing in the Regional Playoffs is responsible for paying its own travel and food expenses. Officials and game personnel will be paid by the host section.

Regional History Regional competition began between Section V and Section VI in 1978. Since that time, 183 games have been played, with Section V winning 102 of them (55.7%). Section V has enjoyed its biggest success in Class D, where they are 26-15 (63.4%). Results from last year are listed below from largest to smallest classification.

NYSPHSAA State Tournament

Who Qualifies? The five teams who win the Western Regional Championships will advance to the New York State Championship round at Binghamton, NY. The State Playoffs this year are scheduled for March 15-17.

Section V Responsibilities Each school playing in the NYSPHSAA Championships at Binghamton is responsible for making their own arrangements for travel and hotel reservations, and will be expected to pay for the trip, accommodations and other expenses. School Responsibilities Each school participating at Binghamton will be expected to conform to guidelines in the state-published brochure, which will be made available to the winning teams at the Western Regionals. These include, but are not limited to uniform and home team guidelines, protest procedures, team supervision and discipline, code of conduct, cheerleaders and school band guidelines. It is the responsibility of the coach and other school personnel to make sure the state guidelines are followed. State Championship History The New York State Championships were revived in 1978, when under the direction of Section V Basketball Chairman, Bill Farrell, the City of Rochester and Section V hosted the first New York State scholastic championships in 45 years. Tom Emmanuel Sportsmanship Award The International Association of Approved Basketball Officials (Board #60) has annually awarded to the highest rated boys basketball team the prestigious Tom Emmanuel Sportsmanship Award. This honor is presented to the school that most conscientiously upheld those qualities of sportsmanship that Tom Emmanuel so generously

displayed for so many years. Each school is rated by officials in three specific categories – coach, players and spectators, to determine league winners.
