'I Should Have Moved Somewhere Else': the Impacts of Gentrification Final Report 1079 August 2020 Photo by Cait McCusker ‘I Should Have Moved Somewhere Else’: The Impacts of Gentrification on Transportation and Social Support for Black Working-Poor Families in Portland, Oregon Steven Howland, Ph.D. NATIONAL INSTITUTE FOR TRANSPORTATION AND COMMUNITIES nitc-utc.net “I Should Have Moved Somewhere Else”: The Impacts of Gentrification on Transportation and Social Support for Black Working-Poor Families in Portland, Oregon by Steven Anthony Howland A dissertation submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Urban Studies Dissertation Committee: Karen Gibson, chair Jennifer Dill Greg Schrock Amy Lubitow Portland State University 2020 ©2020 Steven Anthony Howland Abstract Portland has faced a mass displacement of Black households from the historically segregated area of Albina through various phases of urban renewal, urban deterioration, and gentrification. A substantial number of them have moved to East Portland, a suburban segment of the City of Portland that was unincorporated county land prior to the 1990’s. As Black people have left Albina, the roots of Blackness there have eroded from the area as businesses and churches catering to them have also closed as a result of lost patrons. In this study I interviewed 27 low-income working-age Black people with children with the sample divided between Albina and East Portland. I talked to them about how they got around, the places they were going, the people in their lives that help them get by, and how it has all been affected by gentrification. I evaluated their interviews through the theories of social reproduction and social exclusion with an emphasis on geographic differences in lived experiences between Albina and East Portland. I found that people in Albina were better resourced, on average, to accomplish their daily life maintenance. Through easier transportation (including a higher rate of car ownership), better and stronger social support networks, and a higher density of nearby destinations, Albina residents could get around faster, easier, and accomplish more in a day. East Portlanders struggled far more. Clustering of destinations around the western edge of East Portland put those destinations out of reach for most of them. Support networks for people in East Portland featured a lot of friends and family that had also been displaced, but their i networks there were under-resourced. They often had to turn to their network living in Albina for their more critical needs like childcare, but it took a lot more effort to utilize. Overall, the cultural rootedness of Albina appeared to be eroding as more and more Black people left and were being replaced by high-end shops, restaurants, and White people. Safety concerns on transit was leading to huge declines in willingness to use transit. This was spurred in part by the racially-motivated murders on MAX, but mostly because of their encounters with homeless people and people with untreated mental illnesses which also spilled over into overt racist acts against them or their children. And while East Portland has had a lot of investments in road safety, it is the distance between destinations that has really hurt their ability to survive. As East Portland continues to grow with more low- income people of color, more attention needs to go to the urban development of the area to make life a little easier for them. ii Acknowledgements I want to thank my committee for being patient with me in getting this done. It was a long ride. I also want to thank my writing group of Jamaal Green, Amy Coplen, Steve Marotta, and Andree Tremoulet for helping in get words on the page. And lastly, I want to thank my family for giving me all the support and encouragement I needed to finish. It was not easy, and I appreciate the help each of you gave me along the way. This would not be finished if not for you. And specifically, for my dad who will not be able to read this or celebrate this achievement with me. He was my primary inspiration for studying urban planning and that has led me all the way through my Ph.D. This dissertation was funded in part through the National Institute of Transportation and Communities Dissertation Fellowship and the Maurie Clark Endowed Fellowship. iii Table of Contents Abstract ........................................................................................................................... i Acknowledgements ....................................................................................................... iii List of Tables................................................................................................................ vii List of Figures ............................................................................................................. viii Chapter 1 Introduction .....................................................................................................1 Chapter 2 Background .....................................................................................................8 Social Reproduction and Social Exclusion ............................................................................... 8 Transportation and Black Disadvantage ................................................................................. 12 Mode Choice ..................................................................................................................... 12 Access ............................................................................................................................... 15 Employment and Mobility .................................................................................................. 17 Neighborhood and Black Disadvantage ................................................................................. 19 Segregation and Dispersal Policies ................................................................................... 19 Social Support Networks and Coping with Poverty................................................................ 23 Chapter 3 Portland ......................................................................................................... 28 Albina and Gentrification ...................................................................................................... 29 Commuting ........................................................................................................................... 36 Transit and Pedestrian Infrastructure ..................................................................................... 41 Grocery Stores ...................................................................................................................... 44 Chapter 4 Methodology ................................................................................................. 47 Purpose of the Study ............................................................................................................. 47 Research Questions ............................................................................................................... 50 Conducting the Study ............................................................................................................ 53 Participants ...................................................................................................................... 55 Recruitment ....................................................................................................................... 56 Interviews ......................................................................................................................... 65 Analysis of the Data .............................................................................................................. 67 Racism in Portland ................................................................................................................ 73 Chapter 5 Getting Around .............................................................................................. 76 Driving ................................................................................................................................. 79 Convenience, Speed, and Flexibility .................................................................................. 82 iv Dependability .................................................................................................................... 85 Expanded Range of Travel - • China No Longer Wants Your Trash
China No Longer Wants Your Trash. Here’s Why That’s Potentially Disastrous. The country has been the “world’s wastebasket” for decades. But starting Jan. 1, China has said “no more.” By Dominique Mosbergen, Huffington Post 1/24/18 JIANAN YU/REUTERS - A laborer disassembles motorcycles at a recycling factory in Hefei, Anhui province, China in 2009. On Jan. 1, China made good on its promise to close its borders to several types of imported waste. By the next day, panic had already taken hold in countries across Europe and North America as trash began piling up by the ton, with no one having a clue where to now dispose of it all. For more than 20 years, China has been the world’s recycling bin, accepting an enormous quantity of recyclable waste from nations worldwide. In 2016, China processed at least half of the world’s exports of waste plastic, paper and metals. The U.S. exported 16 million tons of waste to China that year, worth about $5.2 billion. Britain sent China enough garbage to fill up 10,000 Olympic-size swimming pools. It has long been a mutually beneficial arrangement for China and the exporting countries eager to get rid of their mounting waste. But last year, China told the World Trade Organization that it was no longer interested in playing the role of global wastebasket. Beijing said that, beginning in 2018, it would be banning the imports of 24 categories of solid waste, including waste plastics, unsorted scrap paper and waste textiles. It was the most severe step China had taken since it began building its metaphorical “green fence” earlier this decade, which involved measures aimed at reducing the amount of “yang laji,” or foreign trash, that could arrive on its shores.

  • Bernard and Huey Movie Business Plan
A Unique Opportunity for Those Interested in Supporting Independent Film Bernard and Huey is an upcoming feature-length film based on the screenplay by Oscar, Pulitzer and Obie-winning author Jules Feiffer, and directed and produced by Dan Mirvish. This document outlines the opportunities for organizations and individuals who are considering contributing to the film. Topics covered include: • Project Summary • Project History • Key Production Team • Synopsis • Director’s Statement • Casting • Why Support Independent Film? • Product Integration & Branded Sponsorship • Financing Options I. Private Investment II. Donations, Grants & Crowd Funding III. Product Integration & Corporate Sponsorship • Budget Considerations • Budget Options • Distribution Potential • Distribution Scenarios • Contact Info & Disclaimer Project Summary Based on a screenplay by legendary Pulitzer Prize-winning author Jules Feiffer, Bernard and Huey is a comedy about two old friends who reconnect after 30 years apart and the women who complicate their lives. Award-winning director Dan Mirvish has taken on the project along with producers Mike Ryan and Dana Altman. Given current economic conditions and the state of independent film, the optimal budget for a movie of this nature is $400,000, with a bare-bones minimum of $60,000. To that end, Bernard and Huey is being produced by a single-project California limited liability company called "Eat Bug Films, LLC” (EBF). EBF is offering Individual “units” (or “shares”) in the LLC for $5,000 each and is also looking to supplement the budget with tax-deductible donations, corporate product integration, and a crowdsourced donation campaign. No independent film project is guaranteed to be successful either critically or commercially. But Bernard and Huey has a tremendous amount going for it, not least of which is the fact that it is based on a known and proven property, including characters that have thrived in multiple media for over 40 years.
