July 30, 2008 Quarterly Report and Semiannual Report to Congress SpecialSpecial InspectorInspector GeneralGeneral forfor IraqIraq ReconstructionReconstruction Quarterly Report and Semiannual Report to the United States Congress [July 30, 2008] MESSAGE FROM THE SPECIAL INSPECTOR GENERAL FOR IRAQ RECONSTRUCTION Th is 18th Quarterly Report to the Congress provides a new look at the relief and reconstruction eff ort in Iraq, presenting a province-by-province review of progress on reconstruction and capacity-building in four key areas of concern—economics, essential services, governance, and security. Th is new review catalogues a series of informative snapshots on the achievements and challenges aff ecting each of Iraq’s 18 provinces. Th e United States has now appropriated more than $50 billion in taxpayer dollars for Iraq’s reconstruction. Th e picture of provincial progress in Section 2 further amplifi es how that money has been spent, updating the markedly mixed story that SIGIR has unfolded over the past four-and-a-half years through nearly 250 audits and inspections. Section 2 also breaks down the use of U.S. funds through the major accounts supporting Iraq reconstruction: the Iraq Relief and Reconstruction Fund ($20.86 billion), Iraq Security Forces Fund ($17.94 billion), Economic Support Fund ($3.74 billion), and Commander’s Emergency Response Program ($3.49 billion). SIGIR’s reporting jurisdiction covers each of these funding streams. Progress on the Year of Transfer continued this quarter, with the most notable developments being the end of the Surge and the continuing growth in Iraq’s oil revenues. Th e last of the fi ve U.S. Surge brigades has drawn down as Iraqi security forces have increased their capacity to take responsibility for providing protec- tion across Iraq. Another province, Qadissiya, transferred to Provincial Iraqi Control this quarter, leaving eight awaiting transfer. Th e Multi-National Security Transition Command-Iraq reports that Iraq’s Ministries of Defense and Interior continue to shoulder more of the fi nancial burden for supporting the operations, training, and equipping of Iraq’s security forces. Iraq’s burgeoning oil windfall, which has yielded more than $33 billion in revenues to date in 2008, has prompted the Government of Iraq to pursue a supplementary budget this summer, which means that potentially $7 billion in new funds could soon be budgeted to further support the country’s continuing reconstruction program. Section 3 of this Quarterly Report contains summaries of SIGIR’s seven new audits and seven new inspec- tions. On the audit front, SIGIR produced two more reviews of large Iraq Relief and Reconstruction Fund contracts, the latest in our focused fi nancial audit series. Our audit of FluorAMEC’s cost-plus contract for work in Iraq’s water sector found that much less was accomplished under the contract than expected because the funding for the water sector was greatly reduced and sector projects were signifi cantly more costly than anticipated. Our review of the security and justice contract issued to Parsons Delaware, Inc., found that only about one-third of the planned projects contemplated under this contract were completed and that millions of dollars in waste were likely associated with incomplete, terminated, and abandoned projects. Our audit team also reviewed the U.S. Embassy’s anticorruption program, fi nding that much remains to be done to support Iraq’s fi ght against corruption. And they reviewed the Iraq Reconstruction Management System, an important project-management database, fi nding that it requires signifi cant updating. SIGIR’s inspections this quarter include an assessment of the failed prison project at Kahn Bani Sa’ad. As that report reveals, more than $40 million was spent on this ill-fated project, but its abandonment leaves no apparent prospect of being completed. 400 Army Navy Drive • Arlington Virginia 22202 I am pleased to report that SIGIR’s hard work was meritoriously recognized this quarter by the President’s Council on Integrity and Effi ciency. The situation is similar for the Shiite community who live in Kyrgyzstan. Hajji Ilgar Radzhov is the imam of the Shiite mosque, who agreed to tell in detail about this issue and told us about the activities of the mosque. A low fence encloses the building, which has an oriental style yard. Construction of the mosque was initiated by the Azerbaijan diaspora in 2002. The mosque is the only one in Kyrgyzstan. According to imam Ilgar Radzhov, all necessary documents were prepared and executed on time: certificates from the ministry of justice, approvals from the muftiate, State Commission for Religious Affairs, Bishkekglavarkhitektura, and other agencies. Part of this project was dedicated to the holy city of Najaf because of its rich cultural heritage. In this part, we intend to share how these three dimensional technologies can be the first step of intervention to save Najaf history. Furthermore, this work highlights the accelerating risks threatening Najaf cultural treasures. We also aim to get our local peoples to think about what we as a community can do to save heritage within our reach, before it is lost to us forever. Not knowing about Najaf heritage is of course a key risk.

    INSTITUTIONALIZATION OF JA’FARISM AS A MODERN IDENTITY IN TURKEY* Caferiliğin Türkiye’de Modern Bir Kimlik Olarak Kurumsallaşması Abdülkadir YELER** Abstract In this study, the creation of identity and institutionalization processes of the Ja’faris living in Turkey are discussed in the context of social change in Turkey. Firstly, the historical process of Jafarism and its position in the Turkish society were examined. The effects of urbanization on the institutio- nalization and identity building of Jafarism were investigated. Because social transformations and changes taking place in Turkey with urbanization and modernization in the last century have led to the emergence of new religious, ethnic and political identities in the country and to the process of institutionalization. In this study, qualitative research techniques such as documentation, interview and direct observation techniques were used. The migration processes of Ja’faris living in Turkey were examined utilizing the Ottoman archive documents. To assess the situation of Ja’faris, living in Turkey today, is made of interviews with leaders and members of the Ja’farism. In addition, observations were made in places of worship and research was conducted by participating in their some rituals. When the obtained data were evaluated, in the process of internal migration, that experienced in Tur- key, it is seen that the Ja’faris began to settle in large cities. Because of, has been seen that, Ja’farism in Turkey has been institutionalized in parallel to the urbanization and modernization processes in the Turkish society. This institutionalization was the determining factor in shaping the identity of Ja’farism. However, it has been observed that the identity of the Ja’farism in Turkey is not homoge- neous but it has diversity.

As many focus on the growing presence of Hezbollah operations in Latin America, the Middle East, and Africa, Hezbollah’s presence in Europe is quite fascinating, Germany in particular. However, since the formation of the Iraqi state in 1921, Najaf’s position as political arbiter declined in comparison with Baghdad. The Political activism of young Shi’is had reflected a deep sense of discontent against the Iraqi central state, on the one hand, and the declining role of the Shi’a religious community in the holy cities on the other. The 1958 Iraqi Revolution presented both a challenge and an opportunity to Najafi ‘ulama. Thus, Najaf’s Shi’a marja’iyya had engaged in ideological and political hostilities between Abdu Karim Qasim and the strong ICP, on one hand, and Arab nationalists, backed by Naser’s Egypt on the other.
