Annual General Meetings The annual general meeting (AGM) of this CLP shall be held in October of each year. in the event of such meeting not being held in that month for any reason, as soon thereafter as possible. A formal notice of the annual meeting shall be sent by the CLP Secretary to all party units and organisations entitled to be represented at least 14 days prior to the meeting. A notice detailing the business of the annual meeting shall be sent to all duly appointed delegates at least seven days prior to the meeting. 2. Ordinary meetings Normally ordinary meetings of the CLP Executive Committee (EC) & General Committee (GC) shall be held on a monthly basis (exception in the months of August and December where no meetings shall be held) with all-member meetings taking place at least 4 times a year. All members may attend and speak at any meeting of the GC. Only delegates to the GC may vote. There shall be no meetings to transact ordinary business during the period of a national, London-wide, European or Borough-wide election campaign. Members of the CLP must be given the opportunity to attend at least 8 meetings per year, including at least 2 policy meetings. The management of this CLP shall be in the hands of the General Committee Meeting. The decisions of the General Committee shall be put into effect by the Executive Committee which shall be appointed by and report to the General Committee of this CLP. Formal notice of all meetings shall be sent out by the CLP Secretary to all those entitled to attend at least seven days prior to the meeting. Such notice shall as far as possible include an indication of the business to be transacted at the meeting. A record of attendance at meetings shall be kept and those attending may be required to show a credential and/ or proof of membership card to gain entry to the meeting room. Any member of the EC or GC who has not attended three consecutive meetings of the Executive or General Committee as the case may be without apology or reasonable excuse shall, forthwith cease to be a member, and, additionally in the case of a delegate to the GC, be reported to their organisation. Branches shall have the right to recall their delegates if they fail to attend three consecutive branch meetings without apology or reasonable excuse. 3. Meeting times Meetings of the GC shall commence no earlier than 7pm and no later than 8pm. Business meetings shall not be held if a quorum is not present within 30 minutes of the appointed time; always provided that in special circumstances members present may agree to transact pressing business subject to the ratification of the proceedings by the next quorate meeting. Meetings of the GC shall close one and a half hours from the notified starting time, except that a particular meeting may be temporarily extended for a specified period with the support of two-thirds of the members present. Quorum The quorum for business meetings of the CLP General Committee shall be 25 per cent of those members entitled to vote in attendance The quorum for business meetings of branches shall be 5 per cent of members of the Party unit or 6, whichever is the lower. The proceedings and resolutions of any quorate meeting shall not be held to be invalid simply through the accidental failure to give notice of the meeting to, or the non-receipt of such notice by, any person entitled to attend. When an annual or special meeting is not held for any reason or is abandoned without completing the business on the agenda, such meeting must be reconvened in order for any necessary outstanding business to be transacted. Only those eligible to participate in the meeting as first convened, whether or not held, shall be entitled to participate in any further reconvened meeting. 5. Members rights Members having 8 weeks continuous membership at the relevant date shall, unless the 8 week verification period has been extended or unless otherwise prohibited, have the right to attend and vote at local meetings, subject to any delegate arrangements in place, and to vote in NEC elections, national and regional OMOV ballots. Members moving constituencies shall, unless otherwise prohibited, have full local membership rights, subject to any objections received to the transfer of membership. This right does not apply to participation in selections for candidates for public office, where participation rights shall be defined by procedural rules made by the NEC. Young Labour members having 8 weeks continuous membership at the relevant date shall, unless the 8 week verification period has been extended or unless otherwise prohibited, have the right to stand for election as a delegate to national and regional Young Labour conference. Members having 6 months continuous membership at the relevant date shall, unless otherwise prohibited, have the right to stand for election as a delegate to national and regional conferences, and to vote in selection meetings for Parliamentary candidates and candidates for other public office. Members having 12 months continuous membership at the relevant date shall, unless otherwise prohibited, have the right to put themselves forward for selection as a Labour candidate for Parliament and other public office, and to run for election to NEC, CAC, NCC and other relevant national internal elections. Members must meet all relevant qualifications for the role, including being a trade union member. All delegates to the CLP GC must be current endorsed individual members of the Labour Party residing or registered as electors within the area covered by this party unit. Delegates whose details have been duly notified by their organisations to the Secretary of this party unit shall be entitled to attend meetings and to vote. Only those duly appointed delegates who have been elected to it may attend and vote at meetings of the Executive Committee. Members rights (Continued) The above shall apply to delegates from affiliated organisations but such delegates shall not participate in any AGM or GC business until affiliation fees in respect of that delegate have been paid to the Treasurer. Such affiliation fees shall cover a period of 12 months (recurring) from the first date of affiliation or as may be determined by the Treasurer who shall notify the GC accordingly. 6. Chair The elected Chair of this body shall preside at all meetings, except where otherwise provided for in the rules of the party unit. In the absence of the Chair one of the Vice-Chairs shall preside and in the absence of both the Secretary or other officer shall call on those present to elect a member to take the Chair of the meeting. Should the office holder arrive once a member has been elected to preside in her or his place then she or he may claim, if they wish, the right to preside at the meeting once the current item of business has been disposed of. At the annual meeting the Chair shall preside until a successor is elected, except where the Chair is not a duly appointed delegate to the meeting; in which case the election of Chair shall be taken as the first item on the agenda. The new Chair shall take over the conduct of the meeting forthwith and proceed to the election of other officers and further business. 7. CLP Structure and Officers 7.1 CLP The Executive Committee shall consist of the Executive Officers and branch secretaries. The Executive Officers of the CLP shall comprise the following; Chair, Vice-Chair Campaigns, Vice- Chair Membership, Secretary, Treasurer, Women’s Officer, BAME Officer, Policy Officer, Disability Officer, LGBT+ Officer, Fundraising and Events Officer, Digital Media Officer, Campaign Databases Officer, Political Education Officer, Trade Union Liaison Officer, Youth Officer. The CLP will also elect two Auditors, who will not be members of the Executive Committee. At least half of the following positions will be held by women: CLP Executive Officers. 7.2 Branches Camberwell and Peckham CLP is constituted of 10 branches based on the electoral wards of the Borough of Southwark: Camberwell Green Branch (being made up of Camberwell Green ward and the parts of Newington ward in Camberwell and Peckham), Champion Hill Branch (being made up of Champion Hill ward and the parts of Dulwich Village ward in Camberwell and Peckham), Faraday Branch (being made up of the parts of Faraday and North Walworth wards in Camberwell and Peckham), Goose Green and Dulwich Hill Branch (being made up of the parts of Goose Green and Dulwich Hill wards in Camberwell and Peckham) Nunhead and Queens Road Branch, Old Kent Road Branch (being made up of the parts of Old Kent Road and Rotherhithe wards in Camberwell and Peckham), Peckham Branch, Peckham Rye Branch, Rye Lane Branch, and St Giles Branch.
