COMMITTEE OF THE WHOLE – FEBRUARY 28, 2012 LETTER OF ECONOMIC INTENT, ZIBO, SHANDONG, PEOPLE’S REPUBLIC OF CHINA Recommendation The Director of Economic Development in consultation with the City Manager, recommends: That the City explore the development of an Economic Partnership with Zibo, Shandong, People’s Republic of China through the signing of the attached Letter of Economic Intent. Contribution to Sustainability Green Directions Vaughan embraces a Sustainability First principle and states that sustainability means we make decisions and take actions that ensure a healthy environment, vibrant communities and economic vitality for current and future generations. Under this definition, activities related to attracting and retaining business investments contributes to the economic vitality of the City. Global competition in the form of trade and business investment, forces even the smallest of enterprises to operate on the world stage. With the assistance of the City, access to government officials and business contacts can be made more readily available. Economic Impact The recommendation above will not have any impact on the 2012 operating budget. However, any future activity associated with the signing of a Letter of Economic Intent, such as; any future business mission(s) to Zibo, Shandong that involves the City would be established through a future report that identifies objectives and costs for Council approval. Communications Plan Should Council approve the signing of a Letter of Economic Intent with Zibo, Shandong, the partnership will be highlighted in communications to the business community through the Economic Development Department’s newsletter Business Link and Vaughan e-BusinessLink. In addition, staff of the Economic Development Department will work with Corporate Communications to issue a News Release on the day of the signing that highlights the partnership. -

Reginald Edwards McGill University Theory, History, and Practice of Education: Fin de siècle and a new beginning Abstract The history and development of normal schools is traced through a summary of events that transpired in France, the United States, Britain, and Canada. The author examines the roots of several systems ofteacher training and identifies specifie institutions (normal schools) that played an important role in bringing to McGill University key persons interested in the training of teachers. Much of the article is devoted to linking the diverse influences that culminated in the establishment of the McGill Normal School, the Macdonald CollegeforTeachers, and the Macdonald Chair ofEducation. Whilethearticle outlines the history of McGill's role in teacher education in Quebec and Canada, it also gives a broad perspective on the history of normal schools in Europe and North America, and their influences on teacher education today. Résumé L'histoire et le développement des écoles normales est retracée par un résumé des événements qui se sont produits en France, aux États-Unis, en Grande-Bretagne et au Canada. L'auteur analyse les racines de plusieurs systèmes de formation des maîtres et se penche sur certains établissements (écoles normales) qui ont contribué àfaire venir à l'Université McGill des personnes clés s'intéressant à la formation des maîtres. ISSN 1799-2591 Theory and Practice in Language Studies, Vol. 9, No. 3, pp. 278-285, March 2019 DOI: http://dx.doi.org/10.17507/tpls.0903.04 Reduplication, Fusion, Inflexion—The Phonetic Proof of Moe Culture in Modern Chinese Language Xiaotong Zhuang Beijing Normal University, Beijing, China Daxin Nie Beijing Normal University, Beijing, China Abstract—The present paper takes the popular language expressions in Chinese relating to the Moe Culture after its introduction from Japanese as the research object, aiming to analyze the important role of phonetic adjustment in enhancing the effect of Moe culture from the perspective of linguistics. It points out that reduplication, fusion and inflexion may enhance the effect of Moe culture through three specific mechanisms. The conclusion of the present study provides an angle and facts for clarifying the contact between Moe Culture and Chinese language under the development of modern society. Index Terms—Chinese language, cross-culture, phonetic feature, Moe I. INTRODUCTION From the 1980s, Cute culture in Japan had an important influence throughout Asia and even the whole world. Recently, Cute culture, with the expansion of Japanese animation, has gradually generated a sub-branch named Moe culture. The word Moe (萌え) was first used to refer to the strong affection towards young and lovely girls in Japanese anime and then extended to all attractive young boys and girls afterwards with analogy to the feeling of affection towards any subjects. Yomota (2006) gave a brief account of the meaning development towards the word Moe when discussing Japan’s Cute culture. He believes that the word Moe “originally means budding, but recently in the world of otaku (御宅), who focuses on animation and games, the term has been used to express a deep attachment to a particular character or the elements of a person’s body (such as uniforms, eyes, kansai dialect, etc.)”1(p.154). -
