Project development objective: (see Annex 1) The Hubei Xiaogan-Xiangfan Highway Project aims to provide a more effective, safe and efficiently managed transport infrastructure to sustain and support socio-economic development, trade, and regional integration in Hubei province and improve transport links to lagging western region. The project, when completed, will offer the following socio-economic benefits to Hubei province and other areas influenced by the project: * increased transportation capacity and the consequent decrease in traffic congestion in the Xiaogan - Xiangfan corridor and regional and economic integration with the less developed western areas of Hubei province through the construction of Xiaogan - Xiangfan Expressway; * improved accessibility in low income areas in Hubei province through a program of rehabilitation and upgrading of rural roads in poor counties; and * improved management and maintenance of roads and better road safety conditions through the provision of training, technical assistance and equipment to Hubei Provincial Communication Department (HPCD) and related provincial road agencies. 2. Sector-related Country Assistance Strategy (CAS) goal supported by the project: (see Annex 1) Document number: 16321-CHA dated 1997/02/25 and Progress Report (R-98-107 dated 05/06/98) Date of latest CAS discussion: 05/28/98 A new CAS, under preparation, is to be presented to the Board in November 2002. The objectives of the strategy proposed by the Bank are to: * improve the investment climate; * accelerate the transition to a market economy; * address the needs of disadvantaged groups and underdeveloped regions; and * facilitate a more sustainable development process. Within the transportation sector, the key areas of this agenda to be supported by the Bank include: * financing economic infrastructure through projects in key traffic corridors, aimed at (i) the development of western provinces, and (ii) the reduction of interregional and intraregional disparities; * financing infrastructure to serve the poorer communities, thereby improving productivity in rural areas; and * facilitating the development of institutions necessary to manage the infrastructure network in an emerging market economy. Accordingly, the sector specific goals supported by the Hubei Xiaogan-Xiangfan Highway project are as follows: * promoting economic growth, improving regional and market integration, and facilitating trade; * reducing poverty in low income western

Additionally, Hubei Province is well-known for its diverse landforms, including mountains, hills, mounds and plains. This area is called “The Province of Thousand Lakes” due to the abundance of water resources. Geographical names are exclusive names given to physical or anthropogenic geographic entities at specific spatial locations and are important signs by which humans understand natural and human activities. In this study, geographic information systems (GIS) technology is adopted to establish a geodatabase of geographical names with particular characteristics in Hubei Province and extract certain geomorphologic and environmental factors.

Contribution to Sustainability Green Directions Vaughan embraces a Sustainability First principle and states that sustainability means we make decisions and take actions that ensure a healthy environment, vibrant communities and economic vitality for current and future generations. Under this definition, activities related to attracting and retaining business investments contributes to the economic vitality of the City. Global competition in the form of trade and business investment, forces even the smallest of enterprises to operate on the world stage. With the assistance of the City, access to government officials and business contacts can be made more readily available. Economic Impact The recommendation above will not have any impact on the 2012 operating budget. However, any future activity associated with the signing of a Letter of Economic Intent, such as; any future business mission(s) to Zibo, Shandong that involves the City would be established through a future report that identifies objectives and costs for Council approval. Communications Plan Should Council approve the signing of a Letter of Economic Intent with Zibo, Shandong, the partnership will be highlighted in communications to the business community through the Economic Development Department’s newsletter Business Link and Vaughan e-BusinessLink. Herit Sci (2018) 6:19 https://doi.org/10.1186/s40494-018-0184-3 RESEARCH ARTICLE Open Access Identifcation of the proto‑inkstone by organic residue analysis: a case study from the Changle Cemetery in China Meng Ren1,2, Renfang Wang3 and Yimin Yang2* Abstract The inkstone is a specifc writing implement in China that was popularized since the Han Dynasty (202 BC–AD 220). A rectangular/round grinding plate accompanied with a grinding stone is considered as a kind of proto-inkstone. How- ever, little scientifc investigation has been performed to support this hypothesis. In this paper, a micro-destructive approach, including Fourier transform infrared spectroscopy (FTIR), Raman spectroscopy and gas chromatography coupled with mass spectrometry (GC–MS), were employed to analyse the black residues on a grinding plate and a grinding stone excavated from the Changle Cemetery (202 BC–AD 8) in northwestern China. The FTIR and Raman analyses indicated that the residues were ancient ink. GC–MS analysis further identifed that the residues were pine- soot ink, based on the relative abundances of the main polycyclic aromatic hydrocarbons, as well as the detection of conifer biomarkers. The trace of animal glue was not detected in the residues; thus, the ink was possibly formed as small pellets and the small grinding stone was necessary to assist during the ink-grinding process. This study confrms that this set of stone implements is indeed an early type of inkstone, and ofers some insight into the co-evolution relationship between ink production and inkstone shapes.
