Due to the prevalent spread of the Delta variant of COVID-19, the Centers for Disease Control and Prevention (CDC) released guidance which indicated individuals in areas with a substantial or high transmission rate of COVID-19 should wear face coverings whenever they are indoors in public places. Madison and Dane County have a high transmission rate of COVID-19. While Dane County has a high vaccination rate, evidence has emerged from the CDC and locally that fully vaccinated people who do become infected with the Delta variant can be infectious and can spread the virus to others. The rate of cases in Dane County has risen rapidly since the Delta variant became dominant; on July 19, our 7-day average number of cases was 19, and on August 12, the 7-day average increased by 382% to 91.6. Vaccines are still highly effective in preventing severe outcomes from COVID, even with the Delta variant, and are also still effective, but less so, in preventing infection. Considering the high transmissibility of the Delta variant, masking, distancing, and ventilation remain key prevention tools. In order to prevent more severe outcomes and to protect those who are unable to be vaccinated, such as children under the age of 12, and those for whom vaccination may be less effective, such as people who are immunocompromised, face coverings will be required in most indoor situations in Dane County.

    FAQS ABOUT COBRA PREMIUM ASSISTANCE UNDER THE AMERICAN RESCUE PLAN ACT OF 2021 April 07, 2021 Set out below are Frequently Asked Questions (FAQs) regarding implementation of certain provisions of the American Rescue Plan Act of 2021 (ARP), as it app lies to the Consolidated Omnibus Budget Reconciliation Act of 1985, commonly called COBRA. These FAQs have been prepared by the Department of Labor (DOL). Like previously issued FAQs (available at https://www.dol.gov/agencies/ebsa/about-ebsa/our-activities/resource-center/faqs), these FAQs answer questions from stakeholders to help individuals un derstand the law and benefit from it, as intended. The Department of the Treasury and the I nternal Revenue Service (IRS) have reviewed these FAQs, and, concur in the application of the laws under their jurisdiction as set forth in these FAQs. COBRA Continuation Coverage COBRA continuation coverage provides certain group health plan continuation coverage rights for participants and beneficiaries covered by a group health plan. In general, under COBRA, an individual who was covered by a group health plan on the day before the occurrence of a qualifying event (such as a termination of employment or a reduction in hours that causes loss of coverage under the plan) may be able to elect COBRA continuation coverage upon that qualifying event.1 Individuals with such a right are referred to as qualified beneficiaries. Under COBRA, group health plans must provide covered employees and their families with cer tain notices explaining their COBRA rights. Argued October 7, 2020—Decided April 5, 2021 Oracle America, Inc., owns a copyright in Java SE, a computer platform that uses the popular Java computer programming language. In 2005, Google acquired Android and sought to build a new software platform for mobile devices. To allow the millions of programmers familiar with the Java programming language to work with its new Android plat- form, Google copied roughly 11,500 lines of code from the Java SE pro- gram. The copied lines are part of a tool called an Application Pro- gramming Interface (API). An API allows programmers to call upon prewritten computing tasks for use in their own programs. Over the course of protracted litigation, the lower courts have considered (1) whether Java SE’s owner could copyright the copied lines from the API, and (2) if so, whether Google’s copying constituted a permissible “fair use” of that material freeing Google from copyright liability.     May 17, 2021 Executive Order 2021-10 EXECUTIVE ORDER 2021-10 (COVID-19 EXECUTIVE ORDER NO. 79) Bridge Phase Order WHEREAS, since early March 2020, Illinois has faced a pandemic that has caused extraordinary sickness and loss of life, infecting over 1.35 million residents, and taking the lives of more than 22,000 residents; and, WHEREAS, at all times but especially during a public health crisis, protecting the health and safety of Illinoisans is among the most important functions of State government; and, WHEREAS, social distancing, face coverings, and other public health precautions have proven to be critical in slowing and stopping the spread of COVID-19; and, WHEREAS, COVID-19 vaccines are effective at preventing COVID-19 disease, especially severe illness and death; and, WHEREAS, the Centers for Disease Control and Prevention (“CDC”) recently updated its guidance for fully vaccinated people,1 indicating that they can resume numerous activities without wearing a mask or staying 6 feet apart, except where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance; and, WHEREAS, the CDC continues to advise that cloth face coverings or masks protect persons who are not fully vaccinated from COVID-19; and, WHEREAS, the CDC advises that schools continue to use the COVID-19 prevention strategies outlined in the CDC’s Operational Strategy for K-12 Schools for at least the remainder of the 2020-2021 academic school year; and, WHEREAS, the CDC continues to advise that
