The Struggle for Democratic Environmental Governance Around
The struggle for democratic environmental governance around energy projects in post-communist countries: the role of civil society groups and multilateral development banks by Alda Kokallaj A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Political Science Carleton University Ottawa, Ontario © 2014 Alda Kokallaj Abstract This dissertation focuses on the struggle for democratic environmental governance around energy projects in post-communist countries. What do conflicts over environmental implications of these projects and inclusiveness reveal about the prospects for democratic environmental governance in this region? This work is centred on two case studies, the Baku-Tbilisi-Ceyhan oil pipeline and the Vlora Industrial and Energy Park. These are large energy projects supported by the governments of Azerbaijan, Georgia and Albania, and by powerful international players such as oil businesses, multilateral development banks (MDBs), the European Union and the United States. Analysis of these cases is based on interviews with representatives of these actors and civil society groups, narratives by investigative journalists, as well as the relevant academic literature. I argue that the environmental governance of energy projects in the post-communist context is conditioned by the interplay of actors with divergent visions about what constitutes progressive development. Those actors initiating energy projects are shown to generally have the upper hand in defining environmental governance outcomes which align with their material interests. However, the cases also reveal that the interaction between civil society and MDBs creates opportunities for society at large, and for non-government organizations who seek to represent them, to have a greater say in governance outcomes – even to the point of stopping some elements of proposed projects. -
The South Caucasus: Where the Us and Turkey Succeeded Together
THE SOUTH CAUCASUS: WHERE THE US AND TURKEY SUCCEEDED TOGETHER As Americans and Turks discuss the ups and downs in their relationship, the strategically important South Caucasus is one area, where, working together, Turkey and the United States have helped bring about historic changes. More can be done to realize the region’s promise should the US and Turkey deepen their partnership with Azerbaijan and Georgia and build on the policies that have proven to be successful. This success has been based on forward-looking pragmatism and recognition of common interests. Acknowledging the achievements in the South Caucasus and learning from them can contribute to future progress in the US-Turkey relationship. Sandwiched between the Black and the Caspian seas, the Caucasus F also stands as a key juncture of Eurasia. Living up to its historic reputation, the South Caucasus, especially the Republic of Azerbaijan, is now literally at the crossroads of the East-West and North – South transport corridors. Additionally, the Caucasus has been included concurrently into a rather vague “European Neighborhood” and an even vaguer “Greater Middle East.” This represents both the world’s growing realization of the region’s importance and the lack of a clear immediate plan to address the rising significance of the Caucasus. Not that the Caucasus has lacked visionaries. -

THE CASE OF MONARCHIES OF THE GULF, 1991-2004 Democracy deficit in the Arab world The Arab Humań Development Reports 2002 and 2003, prepared by a group of leading Arab intellectuals under the auspices of the UNDP and the Arab Fund for Social and Economic Development brought a very pessimistic view of the Arab world.1 The com- bined gross domestic product of the 22 Arab countries was lesser than Spain’s. Labor productivity in these countries dropped between 1960 and 1990, while it soared else- where in the world. Even Africa outperformed the Arab world in rates of economic growth. An exploding population cannot be supported by scarce resources and every other citizen is ready to emigrate. At the same time, the wealthiest 85,000 Saudis have overseas assets of $700 billions. At the same time, as Freedom House survey showed, there is also a dra- matic gap between the levels of freedom and democracy in Arab countries and the rest of the world.2 First of all, there are no true Westem-type democracies in the Arab world or really free Arab countries. In particular, none of the 16 Arab major- ity countries has a democratically elected govemment. Secondly, in the last more or less three decades, this world, as a whole, has not seen any significant improvement in political openness, respect for human rights, and transparency, contrary to the trends in all other parts of the world. Democracy is now present in states following every major religious or philosophical tradition: Christian, Hindu, Buddhist, Confucian, Muslim and Jewish. -

Connecting to the modern day of Azerbaijan, it must be Zaur Akhmedzadeh mentioned that the architecture and vision have been developed by late-President H.E. Heydar Aliyev. Nigâr Göksel Nigâr Göksel has been Editor-in-Chief of Turkish Policy Quarterly (TPQ) for ten years. In parallel, between 2004 and 2010, she was Senior Analyst working on Turkey and the Caucasus at the European Stability Initiative (ESI) – where she currently works part time on Turkey-EU relations. Her writing focuses on Turkish foreign policy, EU neighborhood policies, democratization and gender rights. Nigâr is a regular contributor to the German Marshall Fund “On Turkey” policy brief series and an alumni of the Black Sea Young Reformers Fellowship. Nigâr has led a number of dialogue initiatives and reconciliation projects involving Turkey and the South Caucasus. Previous to her current affiliations Nigâr worked as Country Director for International Research and Exchanges Board (IREX), Project Manager at Turkish Economic and Social Studies Foundation (TESEV), and International Relations Coordinator at the ARI Movement. In the late 1990s she worked at the Azerbaijan Embassy in Washington D.C. and the U.S. office of the Turkish Businessmen’s and Industrialists’ Association (TUSIAD). Zaur Shiriyev Zaur Shiriyev is the founder and Editor-in-Chief of Caucasus International, a foreign policy journal that examines policy-making and the role of the Caucasus region in the international arena. He is a senior research fellow in the Foreign Policy Analysis Department at the Baku based think-tank Center for Strategic Studies (SAM), where he has worked since 2009. -

Abstract: This MRP was inspired by my ongoing interest in the media’s role in educating the public about current events, specifically how the media’s coverage after the terrorist attack on September 11th, 2001 influenced their audience. The MRP focused on the broadcast news coverage the week after the terrorist attack and how the framing of the attack, influenced who the public’s understanding of who the enemy of the War on Terror. The MRP conducted a content analysis of FOX News and CNN’s 6:00 broadcast news coverage. The MRP found that the media had a tremendous influence over the public at this time and significantly contributed to their understanding of who the enemy was in the war. It also discovered the role that the Bush Administration had in framing the media’s agenda and they used broadcast television to push their own political agenda. The MRP will teach the reader about the overpowerful role the news media can have, especially in times of crises and how the media can shape and present news events to with significant bias. -
