TURKIC COOPERATION IN THE CENTER OF EURASIA: THE TURKIC COUNCIL Gülperi GÜNGÖR GÜLPERİ GÜNGÖR Analysis No : 2021 / 6 05.02.2021 The Cooperation Council of Turkic Speaking States (Turkic Council) was established in 2009 as an intergovernmental organization with the Nakhichevan Treaty signed between Azerbaijan, Kazakhstan, Kyrgyzstan, and Turkey with the aim of promoting cooperation within a joint structure. The organizations flag contains the elements of the national flags of the founding member states: the eight-pointed star (Azerbaijan), the color blue (Kazakhstan), the sun (Kyrgyzstan), and the crescent (Turkey). The cooperation process between the Turkic-speaking countries started right after the dissolution of the Soviet Union and the establishment of the new Turkic Republics. Turkey was one of the first countries to recognize the newly founded Turkic Republics. In this process, many bilateral and multilateral collaborations have been carried out in political, economic and cultural areas. Established in 1992, the Turkish Cooperation and Coordination Agency (TİKA) has played a role in the execution of cooperation mechanisms in the field of development. The foundations of the Turkic Council are based on these collaborations and the summits of the Heads of Turkic Speaking States that have been held since 1992. The main decision-making body of the Turkic Council is the Council of Heads of State. The other bodies are the Council of Foreign Ministers, the Senior Officials Committee (which provides technical information), the Council of Elders, and the secretariat. The organization's secretariat is located in Istanbul. The Secretariat carries out its activities with a secretary general and deputy general secretaries representing each member country, project managers, and experts. -

The U.S. South Caucasus Strategy and Azerbaijan
THE U.S. SOUTH CAUCASUS STRATEGY AND AZERBAIJAN This article analyzes the evolution of U.S. foreign policy in the South Cauca- sus through three concepts, “soft power”, “hard power” and “smart power” which have been developed under the administrations of Bill Clinton, George W. Bush and Barack Obama respectively. The authors also aim to identify how the US strategy towards this region has been perceived in Azerbaijan, which, due to its geographical position, energy resources and geopolitical environment, is one of the “geopolitical pivots of Eurasia”. Most American experts argue that because of the current priorities of the U.S. government, the South Caucasus region does not get the attention that it merits. Even if they admit that none of U.S.’ interests in the Caucasus “fall under the vital category”1 there is a realization that Washington must reconsider its policy towards this region which matters geopolitically, economically and strategically. The South Caucasus, also referred as Transcaucasia, is located between the Black Sea and the Caspian Sea, neighboring Central Asia to the east, the Middle East to the south, and Eastern Europe to the west, hence connecting Europe to Asia. -

The South Caucasus: Where the Us and Turkey Succeeded Together
THE SOUTH CAUCASUS: WHERE THE US AND TURKEY SUCCEEDED TOGETHER As Americans and Turks discuss the ups and downs in their relationship, the strategically important South Caucasus is one area, where, working together, Turkey and the United States have helped bring about historic changes. More can be done to realize the region’s promise should the US and Turkey deepen their partnership with Azerbaijan and Georgia and build on the policies that have proven to be successful. This success has been based on forward-looking pragmatism and recognition of common interests. Acknowledging the achievements in the South Caucasus and learning from them can contribute to future progress in the US-Turkey relationship. Sandwiched between the Black and the Caspian seas, the Caucasus F also stands as a key juncture of Eurasia. Living up to its historic reputation, the South Caucasus, especially the Republic of Azerbaijan, is now literally at the crossroads of the East-West and North – South transport corridors. Additionally, the Caucasus has been included concurrently into a rather vague “European Neighborhood” and an even vaguer “Greater Middle East.” This represents both the world’s growing realization of the region’s importance and the lack of a clear immediate plan to address the rising significance of the Caucasus. Not that the Caucasus has lacked visionaries. -
India-Azerbaijan Bilateral Relations India and Azerbaijan Have Close
India-Azerbaijan Bilateral Relations India and Azerbaijan have close friendly relations and growing bilateral cooperation based on old historical relations and shared traditions. The Ateshgah fire temple in the vicinity of Baku is a fine example. This medieval monument with Devanagri and Gurmukhi wall inscriptions is a symbol of the age-old relationship between the two countries when Indian merchants heading towards Europe through the Great Silk Route used to visit Azerbaijan. In the recent past, President Dr. S. Radhakrishnan, Prime Minister Pandit Jawaharlal Nehru and film star Raj Kapoor had visited Baku. Famous Azerbaijani artist Rashid Behbudov, a close friend of Raj Kapoor promoted Azeri music in India and Indian music in Azerbaijan. Famous singer Elmira Rahimova spent two years studying Indian music/dance in India in the late 1950s. Diplomatic relations: India recognized Azerbaijan in December 1991. Diplomatic relations with Azerbaijan were established on 28th February, 1992. An Indian resident mission was opened in Baku in March 1999. Azerbaijan opened its first resident mission in New Delhi in October, 2004. The leadership of India and Azerbaijan are keen to form a reliable, strong, vibrant and mutually beneficial partnership with each-other. Bilateral agreements: An agreement on Economic and Technical Cooperation was signed in June, 1998. An Agreement to establish the India-Azerbaijan Intergovernmental Commission (IGC) on Trade, Economic, Scientific and Technological Cooperation was signed in April 2007. Air Service Agreement and a Protocol of Intergovernmental Commission were signed in April 2012. Agreements on Mutual Legal Assistance Treaty (MLAT) in Civil & Commercial Matters and Mutual Legal Assistance Treaty in Criminal Matters and Extradition Treaty were signed in April 2013. -

Annexure II Statement by ECO Secretary General 31st RPC Meeting, January 21, 2021 His Excellency Ibrahim Senel, the Head of Delegation of Turkey, Distinguishes Participants Ladies and gentlemen, I am privileged, indeed, to welcome you at this 31st Session of the ECO Regional Planning Council. Thank you all for making it convenient to participate in this mega ECO event which is convened every year to review the past activities of the organization, as well as consider and evolve some fresh programs and projects to be executed from ECO’s platform for continuing the developmental process in our region. As you are kindly aware, the post-30th RPC period witnessed a persistent global and regional crisis due to the outbreak of COVID-19. The ongoing pandemic, that yet to meet an end, continues to affect the routine public and private as well as international and regional affairs. The COVID crunch, like most parts of the world, has not spared our region, hampering regular developmental activities which were perceived to be made in consideration of the ECO Work Program and Calendar of Events for 2020 endorsed by the 30th Meeting of RPC. It is relevant to mention here that the domestic containment measures and global disruption to connectivity, trade, tourism and production have required our region to prepare for the prospects of an economic slowdown. As of other regions, the public infrastructure in the ECO region was neither built nor prepared to counter such kind of a sudden situation. Though the pandemic bears hardship and difficulties, it also appeared to give some learning lessons. -
