The City of Imperial Beach has laid out an ambitious plan to update its Local Coastal Program (LCP)/ General Plan (GP) with a scope of work designed to comprehensively address climate change and resiliency, with a vision toward achieving long-term, positive change. AECOM would like to help the City in this quest to increase climate resiliency, become more sustainable, and enhance economic prosperity while respecting the community’s core values and principles. In order to achieve an updated LCP that is implementable and integrates into broader planning goals, the City needs a consultant team with strong land use planning and technical qualifications, specific experience with coastal adaptation planning and Coastal Commission consultation, scenario planning, climate and mobility expertise, and an in-depth knowledge of San Diego and the legislative framework. AECOM Technical Services, Inc. (AECOM) is that team. Below we offer an overview of our project understanding, approach, and the skills and capacities our team brings to complete the work on time and on schedule. The City of Imperial Beach has taken a leadership role in preparing for climate change, and through the Resilient Imperial Beach LCP/GP work program, is seeking to continue its progress in achieving greater resiliency. The AECOM team has the experience and knowledge of these efforts to help the City position itself to take advantage of potential grant and incentive programs addressing energy efficiency, active transportation, smart growth, and hazard mitigation projects. AECOM’s team is well-equipped to provide technical assistance, strategic guidance and best practices insights to help ensure that the overall program meets the City’s goals. We have a wide range of coastal, climate, economic, and transportation planning experience, as well as a strong understanding of the local landscape. Yara Fisher, Principal-In-Charge, an experienced project manager who has prepared LCPs, CEQA documents, general plans, zoning ordinances and climate strategies during her nearly 19 years of experience at AECOM. Our Project Manager, Nancy Bragado, brings 30 years of local government planning experience, serving as Deputy Planning Director for the City of San Diego prior to joining AECOM. Nancy managed San Diego’s General Plan Update, played a critical leadership role in the development of the City’s Climate Action Plan, served as a lead author of the urban and infrastructure chapter of the Third National Climate Assessment: Climate Change Impacts in the United States, and was on the Steering Committee for the ICLEI Sea Level Rise Adaptation Strategy for San Diego Bay report. Deputy Project Manager, Ryan Wiggins has over 10 years leading sustainability and climate policy, economics, and planning initiatives at the federal, state, regional, and local levels. This includes working with state agencies and other stakeholders to establish and manage California’s Cap-and- Trade climate change funding programs and private and public parties at the regional and municipal levels to successfully position themselves for millions of dollars in grant funding. He also has expertise in sustainable economic development strategies. Senior Advisor Claire Bonham-Carter is a leading national and international climate policy and planning expert who has led high-profile large and small climate planning projects including the development of the World Bank’s Climate Action for

Our team is made stronger with the addition of both Summit Environmental Group and Chen Ryan Associates. Summit Environmental Group has broad and deep experience in coastal policy, regulation, and effective engagement with the Coastal Commission, while Chen Ryan Associates has expertise in numerous aspects of multi-modal transportation planning and sustainability including Complete Streets and active transportation, transit-oriented neighborhoods, and greenhouse gas reduction. Scheduling systems at AECOM are designed to allocate resources to meet all agreed-upon client due dates, regardless of their timing or the number of deadlines within a given period. As the project manager, Ms. Bragado will also coordinate with the City to set up and maintain an overall project schedule that identifies key milestones and linkages between milestones, such that the internal relationships between tasks are clearly understood. Ms. Meyerhoff, founder and principal of Summit, is the City of Solana Beach’s Local Coastal Program manager and was responsible for preparing the City’s first Local Costal Program (LCP) Land Use Plan (LUP) in compliance with the California Coastal Act. This effort involved significant collaboration with key stakeholders including property owners, City Staff, Coastal Commission Staff and NGO’s. The City’s LUP was adopted by the City Council in 2013 after approval by the California Coastal Commission. Ms. Meyerhoff also managed the process to amend the LUP (LUPA) in 2014 and is managing a second LUP amendment submitted in April 2016. As a follow on to the City’s General Plan Update, AECOM was selected to implement one of the programs from the General Plan – a CAP designed to reduce household transportation costs, take advantage of incentives for energy efficiency improvements, provide CEQA streamlining, as well as reduce greenhouse gas emissions consistent with state mandates. AECOM provided a technical review of the City’s 2010 emissions inventory prepared by EPIC at the University of San Diego. We then developed future year emissions forecasts based on SANDAG regional growth estimates, including VMT forecasts from the regional traffic model and demographic growth projections. Based on the results of this analysis, we helped City staff to define a set of GHG reduction strategies that would be locally implementable and politically feasible. Following a presentation of initial CAP results to the Planning Commission, AECOM assisted the City in designing and implementing a community outreach event to solicit additional community input on the selected reduction strategies and implementation programs. Through this event, more than 200 participants provided their comments on the City’s climate planning efforts. Currently AECOM is leading a new phase of work on this climate action plan to develop a new longer- term reduction target and identify emission reduction strategies that would be necessary to achieve a 2035 rather than 2020 target. In addition to the climate action plan, the City has relied on the AECOM team for nimble, efficient, responsive, and high quality environmental technical work to support decision making and findings on new development

The Palm Avenue Revitalization Plan was funded through a grant from the California Department of Transportation (Caltrans). The grant was awarded through the FY 2013-14 Environmental Justice Transportation Planning Grant Award. AECOM’s team led an effort to establish strategies for the evolution of Palm Avenue into a walkable, pedestrian-friendly, mixed-use corridor, and a complete street. Given that the Palm Avenue corridor is a Caltrans facility, it has been built to state design standards, which limits the strategies the City of San Diego can use to help facilitate the implementation of a more complete street. Ultimately, the strategies presented in the Plan build upon many of the City of San Diego’s existing plans and policies, as well as Caltrans “Main Streets” guidance, and integrates those of the San Diego Association of Governments (SANDAG), and the City of Imperial Beach’s Palm Avenue Mixed Use & Commercial Corridor Master Plan (2012).

The City of San Diego completed a comprehensive update of its General Plan in 2008, then initiated a work program to begin updating community plans covering 52 planning areas. The City of San Diego uses community plans as components of its General Plan due to the City’s size (343 square miles) and population (1.3 million). San Diego’s community planning areas are diverse in character and scale, including older walkable neighborhoods, master planned suburban communities, and subregional employment centers with high residential densities.

The City of San Diego’s Climate Action Plan (CAP) is a blueprint to achieve greenhouse gas emissions reduction targets and resiliency to climate change impacts. The CAP was unanimously adopted by the San Diego City Council in December 2015. It established five strategies to achieve GHG reduction targets for 2020 and 2035 from a 2010 baseline: 1) Energy& Water Efficient Buildings, 2) Clean & Renewable Energy, 3) Bicycling, Walking, Transit & Land Use, 4) Zero Waste (Gas & Waste Management), and 5) Climate Resiliency. The CAP was drafted to fit within a broader framework of sustainability, to further environmental, economic and equity goals.

The Mobility Element took a holistic approach, addressing the needs of users of all transportation modes, with an added emphasis on improving bicycle and pedestrian mobility, especially around schools, parks and other key trip attracting land uses. Indio is unique in that it experiences varying population levels throughout the year, attracting more residents during the winter months, as well as an influx of tourists during the spring and summer months due to the City’s many festivals. The Mobility Element Update was prepared to address the shifting demand placed on the transportation network, ensuring access to key destinations is not hampered by population increases.

Palm Avenue Revitalization Plan | City of San Diego, CA: The Palm Avenue Revitalization Plan is a long-range planning document that provides a blueprint for promoting economic development and improving pedestrian, bicycle, transit, and vehicular mobility along a six-lane roadway with current traffic volumes exceeding 60,000 ADT. The plan identifies specific mobility improvements for each travel mode, and serves to guide future urban design and streetscape improvements along the corridor. Mr. Prescott contributed to all project phases including an extensive existing conditions analysis that utilized a pedestrian environmental quality index (PEQI) to assess pedestrian facilities, and a bicycle level of traffic stress (LTS) to assess the bicycle environment.
