The report sets out the membership and remuneration arrangements of 200 part-time government boards and committees as at 30 June 2017 in order of ministerial portfolio. The information has been sourced from the Boards and Committees Information System (BCIS), a database administered by the Department of the Premier and Cabinet, following extensive consultation with all ministerial offices and stakeholder agencies. Definition of boards and committees in the report The boards and committees included in this report are those which are: • established by or under an Act of Parliament of South Australia (generally excluding the Local Government Act 1999) and have a majority of members appointed by either a minister or the Governor; or • established by a minister or legal instrument such as a constitution or charter, have a majority of members appointed by a minister, and have at least one member in receipt of remuneration. The report should not be considered to be a complete listing of all government boards and committees. 2 | Page 30 June 2017 SA Government Boards and Committees Information Highlights Numbers of boards and committees 200 boards and committees are identified in the 2017 report. This is a reduction of 1 when compared with the 2016 report. Portfolios with the greatest number of boards and committees are Minister for Sustainability, Environment and Conservation (40), Minister for Health (19) and Minister for the Arts (16). Cost of boards and committees The estimated total cost of remuneration for boards and committees at 30 June 2017 is $10,927,026. The funding breakdown is as follows: $.93 m (8.52%) $5.84 Government (127 boards) $4.14 million million (53.52%) External (48 boards) (37.96%) Mixed (27 boards) 18 boards were not remunerated Gender balance on boards and committees 2001 board and committee positions were held on 30 June 2017. This comprised 1058 males (52.9%) and 943 females (47.1%). 3 | Page 30 June 2017 SA Government Boards and Committees Information Parameters of the report 1. The report is a snapshot of the data recorded on BCIS as at 30 June 2017; it does not include boards which ceased operating prior to 30 June or member resignations that may have occurred prior to 30 June. 2. The report is tabled in Parliament on an annual basis within eight weeks of the end of the financial year, subject to Parliamentary sitting dates. 3. Accountability and responsibility for the accuracy of the information rests with each minister. 4. Fee information is provided in full, and includes • any annual, sessional or hourly amounts paid to members • the source of remuneration funding, and • an ‘Additional Fee Information’ field to provide additional information and fee explanations when necessary or relevant. 4 | Page 30 June 2017 SA Government Boards and Committees Information Explanatory notes on the data 1. Fee totals based on a sessional or hourly basis are an approximation only, due to the difficulty associated with recording member attendance at meetings and the variation in meeting duration. 2. Except in rare circumstances, deputy members’ fees are not included in the total board fee calculations. 3. Fees disclosed in the ‘Additional Fee Information’ field at the bottom of board listings do not count toward the total cost estimate for the board or committee. 4. Generally, there are no separate listings of sub-committees, but any paid sub- committees are identified with reference to the ‘Committees’ field on the report of the parent entity and any remuneration paid to them is disclosed in the ‘Additional Fee Information’ section of the report. 5. Some boards and committees may appear with no membership, indicating that there were no members appointed on 30 June 2017. 6. Individuals’ titles and post-nominals are not included in the report. 7. The gender composition of each board and each ministerial portfolio are reported. 8.
