REQUEST FOR PROPOSAL FOR PROVISION OF UNMANNED AERIAL SURVEILLANCE SERVICES

ABOUT SECURITY TRUST FUND (OGSTF) The Ogun State Security Trust Fund was established by virtue of the Ogun State Security Trust Fund Law of 2011 and the Ogun State Security Trust Fund Amendment Law of 2019. The new board of OGSTF was inaugurated on August 24 2019 by His Excellency Prince (Dr) Dapo Abiodun MFR. The board is chaired by Mr Bolaji Balogun a leading investment banker who is also Chairman of Lafarge Africa in . Other non- executive members of the board include Mr Seyi Oyefeso of First Bank, Mr Seyi Kumapayi of Access Bank Plc, Mr Wole Akinleye representing Wema Bank Plc and AIG Olusola Subair rtd. Mr Opeyemi Agbaje is the Executive Secretary/CEO of the Fund. The mandate of OGSTF is to facilitate investments in security in Ogun State leveraging federal police and security agencies, domestic resources and utilising human and technology assets amongst others.

THE NEED FOR UNMANNED AERIAL SECURITY SURVEILLANCE OGSTF is examining the operational, technological and financial feasibility of leveraging UAVs in providing security surveillance in Ogun State on a FEE-FOR- SERVICE basis i.e. We seek provision of UAV (conventionally referred to as DRONES) surveillance as a service for which we would pay fees. We do not wish to make investments in fixed assets, equipment or other investments, if possible, except to pay fees as agreed with potential or interested providers as a service. OGSTF seeks provision of these services on a general and specific basis as follows:-

GENERAL SERVICES We are examining the feasibility of providing aerial surveillance on four major trans-Ogun State highways to wit: -

1. Lagos-Ibadan Expressway (portions within Ogun State territory) 2. -Benin Expressway (portions within Ogun State territory) 3. Lagos-Sango Otta- Expressway (portions within Ogun State territory) 4. Sagamu-Abeokuta Highway Prospective or interested providers will provide unmanned aerial surveillance on the above specified highways and/or any other intra or inter state highways within Ogun State during daily periods as may be agreed between the provider and OGSTF based on assessment of security requirements and vulnerabilities. The provision of these services will entail provision of real time information on potential or actual security incidents that may require IMMEDIATE response from security agencies as well as ex post facto data and images that may aid investigations of incidents after the fact. The services may also entail a process for accessing, storing and disseminating information related to such aerial surveillance.

SPECIFIC SERVICES OGSTF in conjunction with the government of Ogun State and the security agencies may require in specific instances on a case-by-case basis and from time to time, provision of UAVs and the concomitant surveillance services in support of specific security operations, monitoring of specific situations or areas based on the security situation in the state. Where this sort of specific services are required, they will be for a defined purpose, period or situation and will be contracted as such. However, OGSTF would require service providers to be positioned for such situations such that they may be in a position to respond within a short period of time and sometimes instantaneously.

PROPOSALS REQUIRED Proposals are expected to detail the prospective or interested service provider’s competences, capabilities and regulatory authorisations and licenses; their business profile and experience; demonstrate a detailed understanding of our needs and the environment of Ogun State in terms of both geography and security requirements; the technical, operational and regulatory implications of our needs

as detailed above; a comprehensive outline of the design and operationalisation of the provider’s proposed solution(s); and the financial and other aspects of the proposal.
