The Welsh Government prepared a Transport Strategy for Wales in 2008 and a five year National Transport Plan in 2010. The National Transport Plan is currently being “refreshed” and consultation on a 2015- 2020 National Plan started in December 2014 . The Government now requires Local Authorities to prepare Transport Plans for the 2015 – 2020 period which are consistent with and support national strategies/plans within their specific area. 2.0 Changes to Welsh Governance Requirements 2.1. The former statutory document, the Regional Transport Plan 2010 – 2015, marked a departure from the traditional Local Authority approach to transport policy as the Welsh Government instructed Councils to work together within defined consortium areas.

    Transport Background Paper Revised Carmarthenshire Local Development Plan. January 2020 Revised Carmarthenshire Local Development Plan Transport Background Paper 1. Introduction and Purpose 1.1 Carmarthenshire County Council is in the process of preparing the Revised Local Development Plan (LDP) for its area (excluding that part contained within the Brecon Beacons National Park). Once finalised (adopted), the Revised LDP will supersede the current adopted LDP with decisions on planning permissions primarily based on its content. 1.2 The LDP will set out a vision of how land uses will be distributed, to achieve sustainable development and support the goals set out in the Well Being of Future Generations (Wales) Act 2015 and the Active Travel (Wales) Act 2013. It is the role of Development Management to deliver that vision; guiding public and private investment to suitable locations using national and local policies to provide the jobs, homes and infrastructure required to meet existing and future needs. 1.3 The purpose of this Transport Background Paper is to provide supporting information for the Revised LDP, outlining the issues and challenges that will need to be addressed as well as possible policy approaches to be incorporated in the plan. It is also intended to provide an early opportunity for stakeholders and the public, through formal consultation channels, to have input to the plan. 1.4 This Transport Background Paper has been compiled using evidence sources available from current and historic studies and reflects comments received from the Welsh Government’s Network Management Division (as highway authority for the trunk road and motorways in Wales) on the candidate sites considered for inclusion in the Revised LDP.

    Integrated Network Map – Schedule of Routes (Approved February 2018) Route Ref: Type Settlement Description Indicative Priority (Term) BLAENGWRACH INM-BLAE-P001 Pedestrian Blaengwrach Glynneath to High Street, Cwmgwrach: A short pedestrian link leading from High Street, Cwmgwrach through Short an underpass under the A465, opening out onto Chain Road, Glynneath. Commentary: Pavements / footways have some defects in parts and would benefit from resurfacing. Dropped kerbs and tactile paving needed along the route. The route would benefit from the cutting back of encroaching vegetation. BRYNAMMAN INM-LBA-C001 Cycling Brynamman Forge Washery (Amman Valley Cycle Way): The route constitutes one of two remaining phases of the Medium construction of the Amman Valley Cycle Way – a project being delivered in collaboration between Neath Port Talbot CBC and Carmarthenshire County Council. The route will provide the missing link which currently exists adjacent to the Forge Washery site. Commentary: The route requires improvements to road markings / signage and lighting along the link directly off the main Amman Road (A4069). The completion of the route is linked with the development of the Forge Washery site, which has recently been granted outline planning consent for residential development. Options for the alignment of the route will be considered in conjunction with the design and layout of the residential scheme. It clarifies: • The role and purpose of SWWITCH and the Regional Transport Plan 1 • The overarching context for the regional plan, including the national, regional and local strategies and policies which influence the plan • The evidence base for the strategy and policy development • How SWWITCH has engaged with stakeholders at each stage of the plan • The regional vision, objectives and key priorities for the plan Introduction 1.1 SWWITCH - The South West Wales Integrated Transport Consortium (SWWITCH) was formed in 1998 in recognition of the need for the four Unitary Authorities in the region to work together to address increasingly complex transport and access needs, many of which cross local and regional boundaries. SWWITCH comprises the four South West Wales authorities: • Carmarthenshire County Council • Neath Port Talbot County Borough Council • Pembrokeshire County Council • City and County of Swansea More detail on SWWITCH and the way it currently operates is included in Appendix A and Figure 1.1 (page 2) shows the region and key transport infrastructure. SWWITCH recognises the need to be flexible to meet future needs and will continue to develop its constitution and organisational structure as appropriate. 1.2 Transport Strategy for Wales - The Welsh Assembly Government (WAG) published One Wales – Connecting the Nation, The Wales Transport Strategy (WTS)1 in May 2008. This sets out strategic priorities for improved transport and required outcomes across Wales.
