RAJYA SABHA _______ SYNOPSIS OF DEBATE _______ (Proceedings other than Questions and Answers) _______ Friday, March 19, 2021 / Phalguna 28, 1942 (Saka) _______ OBSERVATION BY THE CHAIR 1. MR. CHAIRMAN: Hon. Members, I have an appeal to make in view of the reports coming from certain States that the virus pandemic is spreading. So, I only appeal to all the Members of Parliament who are here, who are there in their respective fields to be extra careful. I know that you are all public representatives, You can't live in isolation. At the same time while dealing with people, meeting them or going to your constituency or other areas, be careful. Strictly follow the advice given by the Healthy Ministry, Home Ministry, Central Government as well as the guidelines issued by the State Governments concerned from time to time and see to it that they are followed. My appeal is not only to you, but also to the people in general. The Members of Parliament should take interest to see that the people are guided properly. We are seeing that though the severity has come down, but the cases are spreading here and there. It is because the people in their respective areas are not following discipline. This is a very, very important aspect. We should not allow the situation to deteriorate. We are all happy, the world is happy, the country is happy, people are happy. We have been able to contain it, and we were hoping that we would totally succeed. The Decline of Buddhism in India
The Decline of Buddhism in India It is almost impossible to provide a continuous account of the near disappearance of Buddhism from the plains of India. This is primarily so because of the dearth of archaeological material and the stunning silence of the indigenous literature on this subject. Interestingly, the subject itself has remained one of the most neglected topics in the history of India. In this book apart from the history of the decline of Buddhism in India, various issues relating to this decline have been critically examined. Following this methodology, an attempt has been made at a region-wise survey of the decline in Sind, Kashmir, northwestern India, central India, the Deccan, western India, Bengal, Orissa, and Assam, followed by a detailed analysis of the different hypotheses that propose to explain this decline. This is followed by author’s proposed model of decline of Buddhism in India. K.T.S. Sarao is currently Professor and Head of the Department of Buddhist Studies at the University of Delhi. Education empowers people to transform from a human being to having human resources. In present context of globalization, quality higher education is needed to uplift creativity, talent, adaptability and research mindset. In order to fully utilize the outcomes of education, it is important to ensure that education is meeting the minimal prescribed standards to fulfill ever-changing requirements worldwide. Accreditation, a powerful tool of quality assurance, is used to assess the national system of higher education. Accreditation is considered as a quality stamp, which ensures that an accredited institution/programme has undergone a rigorous process of external peer evaluation based on predefined standards/principles and complies with the minimum requirements. This paper focuses on the outcomes of accreditation to enhance excellence in higher education institutions (HEIs) based on a literature review and empirical research. Previous studies in various national contexts are reviewed here, based on which, the question of whether accreditation can really enhance the excellence of HEIs is answered and factors behind it are explored. Ancient Universities in India Ancient alanda University Nalanda is an ancient center of higher learning in Bihar, India from 427 to 1197. Nalanda was established in the 5th century AD in Bihar, India. Founded in 427 in northeastern India, not far from what is today the southern border of Nepal, it survived until 1197. It was devoted to Buddhist studies, but it also trained students in fine arts, medicine, mathematics, astronomy, politics and the art of war. The center had eight separate compounds, 10 temples, meditation halls, classrooms, lakes and parks. It had a nine-story library where monks meticulously copied books and documents so that individual scholars could have their own collections. It had dormitories for students, perhaps a first for an educational institution, housing 10,000 students in the university’s heyday and providing accommodations for 2,000 professors. Nalanda University attracted pupils and scholars from Korea, Japan, China, Tibet, Indonesia, Persia and Turkey. A half hour bus ride from Rajgir is Nalanda, the site of the world's first University. Although the site was a pilgrimage destination from the 1st Century A.D., it has a link with the Buddha as he often came here and two of his chief disciples, Sariputra and Moggallana, came from this area. The large stupa is known as Sariputra's Stupa, marking the spot not only where his relics are entombed, but where he was supposedly born. The site has a number of small monasteries where the monks lived and studied and many of them were rebuilt over the centuries. We were told that one of the cells belonged to Naropa, who was instrumental in bringing Buddism to Tibet, along with such Nalanda luminaries as Shantirakshita and Padmasambhava. -

Mittelman School of International Service Spring 2012 2 FROM CARP TO DRAGON: THE SHANGHAI LIST AND THE NEOLIBERAL PURSUIT OF MODERNIZATION IN CHINESE HIGHER EDUCATION Do global university rankings reflect an assimilation of widely held transnational views about education or are these rankings the product of historically and culturally contingent national experience? This study examines how the emergence of the first global ranking—the Shanghai Jiao Tong University Academic Ranking of World Universities (ARWU)—reflects the intermingling of dominant global discourses about higher education with Chinese realities and asks what role ARWU has played in the restructuring of power and knowledge in Chinese higher education under conditions of globalization. A number of methods are employed—including the historical contextualization of ARWU, a critical review of its methodology, and interviews with Chinese students and scholars. The analysis demonstrates that ARWU is both a product and an instrument of neoliberalism in the Chinese context. Allied to a specific discourse of excellence and quality in higher education, it reproduces the national narrative of modernization that is the hallmark of Chinese neoliberalism. The other chapters deal with a variety ot subjects, and are based on lectures given on different occa- sions. One was originally prepared as my thesis for the M.A. Degree Examination of the University of Madras. The favourable reception given to my early work by historical and oriental scholars encouraged me to put my researches into a more permanent form, which a liberal grant from the Madras School Book and Literature Society has enabled me to do.
