1.0 Additional Environmental Information

The Additional Environmental Information provided herein is based wholly or predominantly on desktop review and thus should be considered preliminary pending further review in the field.

For purposes of the land cover and land use information provided herein, the “affected ROW” is defined as the existing Edic to New Scotland (“ED-NS”), Knickerbocker to Churchtown (“KB-CT”), and Churchtown to Pleasant Valley (“CT-PV”) ROW corridors, which vary in width along their approximately 145.7 mile total length.

1.1 Land Cover and Land Use

1.1.1 Land Cover Type Categories

Table 1.1-1 lists land cover type classifications based on United States Geological Survey (“USGS”) National Land Cover Database 2011 (“NLCD 2011”) mapping for the Edic to New Scotland and Knickerbocker to Pleasant Valley Project (“ED-NS/KB-PV” or the “Project”). This mapping, based on Landsat satellite data, categorizes land into 16 land cover types at a spatial resolution of 30 meters. Per the Multi-Resolution Land Characteristics Consortium website, “NLCD products are intended for use in identifying regional landscape patterns and major functional habitats. NLCD is a national and regional dataset that should only be used as a screening tool for state, local or site-specific analysis or management decisions.”1 Therefore, some data contained within Table 1.1-1 (e.g. deciduous forest within Project rights-of-way (“ROW”)) may indicate slight deviations from data that would be obtained through a higher-resolution dataset or field survey. The Project is proposed to be constructed entirely within existing ROW. Therefore, the Project ROW has been subject to long-term removal of tall-growing tree species in accordance with National Grid’s ROW Management Program and associated vegetation management efforts.

The distances of identified land cover type classifications crossed by the ROW are expressed in miles and areas of land cover types included in the Project ROW and included within 500 feet of Project ROW limits are expressed in acres. Data is reported for the ED-NS/KB-PV Project as a whole and also for its segments (Edic to New Scotland, Knickerbocker to Churchtown, and Churchtown to Pleasant Valley).

Table 1.1-2 lists real property classification codes based on New York State Office of Real Property Services (“NYSORPS”) Land Use Classifications. The data, primarily intended for parcel tax map and assessment purposes, assigns a three-digit classification code to each parcel2. Identified, by real property classification code, are distance crossed by Project ROW in miles, acres of such real property classification included in the Project ROW, and acres of land for such classification code included within 500 feet of Project ROW limits.

The land use category with the largest distance crossed by Project ROW is Vacant Land (94.96 miles). The land use category with most acres within Project ROW is Vacant Land (2,752 acres). The land use category with the most acres within 500 feet of Project ROW limits is Vacant Land (7,252 acres). It is important to note that the Project ROW has been fee-owned by National Grid and used for utility purposes for many decades. Any other, non-utility land uses that occur within the Project ROW are secondary to that primary utility use and occur only if they are compatible with the utility use.

Table 1.1-3 provides the distance of agricultural lands (as defined below) crossed by proposed Project facilities and existing Project ROW, the acreages of such lands crossed by Project ROW, and the anticipated acres of disturbance (permanent or temporary) to these lands from Project construction and operation.

Categories of indicated agricultural lands include:

 Croplands, haylands, pasture lands, and orchards (based on NLCD 2011 mapping);

 Agricultural Districts, including the “use categories” listed above and Farm Woodlands (based on GIS data available through the New York GIS Data Clearinghouse); and

 Prime Soils and Soils of Statewide Significance (based on Natural Resource Conservation Service (“NRCS”) soils data).

Data indicating locations of reserve lands, vineyards, and sugar bush woodlands, as requested by the Commission’s December 16, 2014 Order, is not currently available (“N/A”); however no such sugar bush woodlands are anticipated to occur within the existing Project ROW. Obtaining such data would require on-site surveys of the Project ROW and/or consultations with the adjacent landowners. The Applicant expects that Project design will continue to be compatible with the existing agricultural uses.

Information for any adjacent reserve lands, vineyards, and sugar bush woodlands, and additional information for all agricultural land categories listed on Table 1.1-3, will be added to applicable ED- NS/KB-PV Project data and mapping as it becomes available through Article VII Part B development, constructability review, and/or EM&CP development.

Table 1.1-4 indicates the number of structures that could potentially be constructed within agricultural lands that are located within the existing ROW, as defined above, based on preliminary design.

Potential temporary agricultural land area impacts were calculated using preliminary engineering design and assumed:

 A 20-foot wide temporary matted access road to new structures within agricultural lands, multiplied by the total proposed ROW linear distance of such agricultural lands crossed3;

 A 100-foot by 100-foot temporary matted structure work area at each proposed structure; and

3 This calculation assumes a 16-foot wide temporary matting with 2-foot wide soil disturbance on each side.

The Applicant has not yet designed foundations for the Project. A range of foundation diameters from three to 15 feet is possible.

Permanent structure agricultural land area impacts were calculated using preliminary engineering design and assumed (based on approximate average basal area of typical structure type, per segment):

 ED-NS: 40 square feet per structure;

 KB-CT: 60 square feet per structure; and

 CT-PV: 60 square feet per structure.

No new permanent access roads are anticipated within agricultural lands.

Table 1.1-5 presents the number of residences located within three distance ranges from the centerline of the Project’s facilities (one foot to 100 feet, 101 feet to 250 feet, and 251 feet to 500 feet). The table also includes the number of buildings and structures that may need to be acquired to accommodate facility construction.

Building locations and categories were determined through visual analysis and interpretation of aerial photography mapping of areas within 500 feet of the Project facilities. Imagery data sources included the New York State Digital Ortho-imagery Program (“NYSDOP”), the NYS Office of Information Technology Services GIS Program Office, and the United States Department of Agriculture National Agriculture Inventory Program for New York State (“USDA NAIP”).

Visible buildings and structures, including residences, barns, garages, and swimming pools, were identified. All structures resembling residential structures were considered residences.

The town with the greatest number of identified residences between one and 500 feet from Project facilities is the Town of Pleasant Valley, Dutchess County.

Based on current Project design, no building or structure acquisition is anticipated to be required to accommodate Project facility construction or operation.

The following sections detail anticipated impacts to wetlands, streams and significant coastal habitats, and significant ecologic communities. The data provided should be considered preliminary in nature, as the engineering design has not advanced to the point of access road determination or individual structure design. The locations and full extent of wetlands and surface water resources along the proposed Project ROW and associated station sites will be determined once formal field delineations are completed. The Applicant has not yet completed formal wetland delineation for the Project.

The preliminary information provided herein will be used to supplement the field delineation effort and will enhance the efficiency of the fieldwork by identifying known resource locations. This information will also be valuable when the Applicant begins consultation with the United States Army Corps of Engineers (“ACOE”) and other agencies.

1.2.1 Wetlands

The presence of wetlands, (including potentially jurisdictional waters of the United States and waters of the State) was determined based on compilation of existing information from the New York State Department of Environmental Conservation (“NYSDEC”) Freshwater Wetland database for New York State-regulated wetlands, and the United States Department of the Interior National Wetland Inventory (“NWI”) for federally identified wetlands. Wetland data was obtained from the New York State GIS Data Clearinghouse.

Potential temporary wetland impacts were calculated using preliminary engineering design and assumed:

 A 20-foot wide temporary matted access road to new structures within mapped wetlands, multiplied by the total linear distance of wetlands crossed by the proposed ROW4;

 A 100-foot by 100-foot temporary matted structure work area at each proposed structure; and

 The temporary work areas would be reduced in size where they overlap access roads.

The Applicant has not yet designed foundations for the Project. A range of foundation diameters from three feet to 15 feet is possible.

 ED-NS: 40 square feet per structure;

 KB-CT: 60 square feet per structure; and

 CT-PV: 60 square feet per structure.

Geotechnical borings and foundation designs have not been completed for the Project. There are multiple types of foundations possible. For the initial design and for these impact calculations, direct embed poles and reinforced concrete foundations were assumed. After holes are augured, direct embed poles are placed in the excavated holes and backfilled. In the locations where embed poles are not feasible, a reinforced concrete foundation or drilled shaft foundation would be installed. At these locations, larger equipment and larger temporary work areas may be required.

No new permanent access roads are anticipated within wetland areas.

Affected ROW was calculated by using the boundaries of the existing National Grid transmission line corridor and overlaying the wetland data.

Table 1.2-1 provides the distance and area (in linear feet and affected ROW acres) of individual mapped NWI-wetlands crossed by the Project route and Table 1.2-2 provides an anticipated number of structures proposed within wetland boundaries along with potential permanent impact. The most common type of NWI wetlands within the Project ROW are freshwater, forested wetland systems (although tall-growing trees are typically removed from such managed ROWs), scrub-shrub wetland systems and emergent wetland systems. 5 There are a total of 134 individual mapped NWI wetlands along the Project route. There are a total of 41 individual mapped NWI wetlands crossed by the ED-NS segment (approximately 2.47 miles and 136.17 acres within the affected ROW). There are a total of 35 individual mapped NWI wetlands crossed by the KB-CT segment (approximately 0.89 miles and 13.86 acres within the affected ROW). There are a total of 58 individual mapped NWI wetlands crossed by the CT-PV segment (approximately 1.90 miles and 39.48 acres within the affected ROW). Currently 47 existing structures are within NWI wetlands along the Project route. The preliminary Project design would reduce the total

The anticipated permanent impact of these structures is a total of 0.039 acres, which represents an estimated 0.019 acre reduction in existing structure-related impacts within NWI wetlands.

Table 1.2-3 provides the distance and area of individual mapped NYSDEC wetlands (in linear feet and affected ROW acres) crossed and Table 1.2-4 provides an anticipated number of structures proposed within NYSDEC wetland boundaries6. There are a total of 23 individual mapped NYSDEC wetlands along the Project route. There are a total of nine individual mapped NYSDEC wetlands crossed by the ED-NS segment (approximately 2.81 miles and 129.02 acres within the affected ROW). There are a total of three individual mapped NYSDEC wetlands crossed by the KB-CT segment (approximately 0.39 miles and 5.79 acres within the affected ROW) and there are a total of 11 individual mapped NYSDEC wetlands crossed by the CT-PV segment (1.43 miles and 26.27 acres within the affected ROW). There currently are 44 existing structures within NYSDEC wetlands along the Project route. The preliminary Project design would reduce the total number of proposed structures within NYSDEC wetlands to 30 structures. The anticipated permanent impact of these structures is 0.033 acres, which represents an estimated 0.018 acre reduction in existing structure-related impacts within NYSDEC wetlands.

1.2.1.1 Characterization of probable impacts to significant wetlands benefits Together, Tables 1.2-1 through 1.2-4 provide a baseline of potential resources identified in the proposed ROW. The presence of wetlands within the ROW does not translate directly into wetland impacts. As planning and engineering continues, the Applicant will work carefully to design structure locations, temporary work locations, and temporary access roads to minimize to the greatest extent practicable or, preferably, avoid project impacts to water resources. In most cases, existing roads or trails will be used for construction access. Any new access roads required will be designed to avoid wetland areas.

Impacts may occur as a result of ground disturbance and incidental soil excavation for temporary matted access roads, temporary work areas and structure foundations. Possible impacts to significant wetlands benefits include:

 Fill of wetlands from structure installations that could affect wetland-dependent species; and

 Degradation of surface water quality, through potentially increased water runoff, soil movement, or sediment accumulation or the introduction of contaminants.

19 Additional Environmental Information ED-NS/KB-PV The Project would utilize maintained ROW; therefore, vegetation management-related impacts that would cause conversion of forested wetlands are not expected. The Project ROW is subject to long-term removal of tall-growing tree species in accordance with National Grid’s ROW Management Program and associated vegetation management efforts, as applicable to Project segments. An assessment of clearing needs will be performed in support of developing the EM&CP for a successful Project.

Some existing access roads may be widened at curves and where grading is necessary (due to steep slopes) for construction vehicles to access sites. During construction, temporary matting and bridge overlays will typically be installed for any necessary access across wetlands. In some limited situations, use of specialized, tracked/low-load-bearing equipment without temporary matting may be adequate for protecting wetlands. The need for grading and associated grading limits will be more clearly defined in the course of the development of the Project and will be finalized as part of the EM&CP. The current Project schedule incorporates the time necessary to develop the EM&CP, including field constructability review. The EM&CP is expected to be submitted for approval after the Project receives a Certificate of Environmental Compatibility and Public Need.

31 Additional Environmental Information ED-NS/KB-PV 1.2.2 Rivers and Streams

Table 1.2-5 depicts the number of mapped NYSDEC stream crossings and the anticipated length of tentatively proposed access roads within crossed streams. The total linear distance crossed, the distance and area required for access road construction across rivers and streams was calculated for each class of river or stream. The proposed Project facilities were overlaid with the streams data obtained from NY GIS Data Clearinghouse and the values were calculated using ArcGIS software. Assumptions for the calculation include a 20-foot wide access road7 and an average river or stream width of 15 feet.

NYSDEC stream classifications include three classes, with Class A representing the highest quality, including water supply, and primary and secondary contact recreation and fishing. Class A, B, and C waters may also be protected because of their ability to support trout populations (T), or for the ability to support trout spawning (TS). For these protected streams, the NYSDEC regulates the bed and banks (defined as the area immediately adjacent to and sloping toward this stream), extending at least 50 feet. The Project ROW crosses a total of 169 streams, including 29 trout streams and three trout spawning streams. The need to improve any existing crossings or to construct new crossings (temporary or permanent) will be determined during EM&CP development. The total river or stream distance crossed by the proposed ROW is 2,535 feet, including 30 linear feet crossing Class A rivers and streams, 255 linear feet crossing Class B rivers and streams and 2,250 linear feet crossing Class C rivers and streams.

The Project impact assessment to be conducted for the Article VII Part B Application and finalized during EM&CP development will include an assessment of the hydrologic effects caused by site preparation (e.g. cut-and-fill, compaction, etc.) and then operation of the facility (i.e. surface runoff post-construction).

Whenever possible, access to construction sites and the proposed facilities will be along existing access roads within the ROW and will include existing stream crossings. Any major reconstruction of existing stream crossings in order to allow passage of the heavy equipment needed for construction work will be proposed in the EM&CP and ACOE permit application. Stream crossings will typically be bridged with temporary matting or other temporary, minimally-intrusive measures, whenever possible.

If permanent equipment crossings cannot be avoided, bridges and culverts will be designed and installed so that natural stream flow and bottom substrate are mimicked throughout the crossing and the structures do not constrict the streams. Stream crossings will be engineered to ensure structural integrity and

32 Additional Environmental Information ED-NS/KB-PV appropriate hydraulic capacity and to comply with ACOE permit and 401 Water Quality Certificate conditions.

All construction work will be in compliance with water quality standards and the 401 Water Quality Certificate to be issued by the New York State Department of Public Service and ACOE permit. All earth disturbances within the Project area will be required to be in compliance with the erosion and sediment control best management practices (“BMPs”) that will be designed for the EM&CP and detailed within Project Stormwater Pollution Prevention Plans (“SWPPP”) and on EM&CP mapping. After the Project is constructed, the majority of access roads and construction pads within water resources will be restored to their preconstruction conditions. There are no anticipated permanent impacts to existing downstream watercourses from runoff from the Project site, nor will there be designed or otherwise deliberate direct discharge at any point of construction to rivers and streams.

1.2.2.1 Cumulative effects on watershed areas for stream impacts within common watersheds

The Project traverses 14 USGS HUC10 watersheds within the and Hudson River Estuary Watersheds. Prominent surface water features associated with these HUC10 watersheds are Alplaus Kill, the Mohawk River, Canajoharie Creek, Cayadutta Creek, Fly Creek, Ninemile Creek, Normans Kill, Nowadaga Creek, Claverack Creek, Hannacrois Creek, Kinderhook Creek, Roeliff Jansen Kill, Saw Kill, Wappinger Creek, and the Hudson River.

The Project ROW has 169 crossings of rivers and streams within this watershed. A detailed breakdown of the potential impacts to NYSDEC rivers and streams is provided below in Table 1.2-5.

Table 1.3-1 identifies the listed National Register properties within three miles of the ED-NS/KB-PV Project as identified from the database maintained by the .8 This includes 118 listed properties within the ED-NS segment and 103 within the KB-PV segment. Table 1.3-2 lists the historic properties that have been pre-determined eligible for listing on the NRHP. The pre-determined eligible historic properties were identified from the Cultural Resource Information System (“CRIS”) online database established and maintained by the Office of Parks, Recreation and Historic Preservation (“OPRHP”), New York State Division for Historic Preservation. This includes 249 pre-determined eligible historic properties within the ED-NS segment and 95 within the KB-PV segment. Table 1.3-3 lists the archeological properties that have been pre-determined eligible for listing on the NRHP. The archeological properties that have been pre-determined eligible for listing on the NRHP were identified from CRIS online database established and maintained by the Office of OPRHP, New York State Division for Historic Preservation. This includes 32 archeological properties that have been pre- determined eligible for listing on the NRHP within the ED-NS segment and 59 within the KB-PV segment.

1.3.1 Archeological and Historic Properties and Historic Districts Listed on the NRHP and Archeological and Historic Properties Pre-determined Eligible for Listing on the NRHP

1.3.1.1 Listed sites

Of the 118 individual NRHP-listed properties and districts within three miles of the ED-NS segment, 15 are less than one mile from the segment centerline, 37 properties are between one mile and two miles from the segment centerline and 66 properties are beyond two miles from the segment centerline. There are no site boundaries crossed by the ED-NS segment.

Eleven historic districts were identified among the NHRP-listed properties; only one of these districts is located within one mile of the ED-NS segment centerline.

Of the 103 individual NRHP-listed properties and districts within three miles of the KB-PV segment, 72 occur within the KB-CT segment while 31 occur within the CT-PV segment. Within the KB-CT segment, 28 are less than one mile from the segment centerline, 24 properties are between one mile and two miles from the segment centerline and 20 properties are beyond two miles from the segment centerline. Within the CT-PV segment, five are less than one mile from the segment centerline, 13

The boundary of only one site, the Conyn-Van Rensselaer House in the Town of Claverack, Columbia County, within the KB-CT segment is shown as being crossed by the Project ROW. This boundary extends into and runs along the segment ROW for a distance of approximately 1,500 feet.

Ten historic districts were identified among the NHRP-listed properties; nine within the KB-CT segment and one within the CT-PV segment. Three of these districts are located within one mile of the KB-CT segment centerline. There are no districts within one mile or less within the CT-PV segment.

1.3.1.2 Historic sites pre-determined eligible for listing on the NRHP

Of the 249 individual NRHP-listed historic properties pre-determined eligible for listing on the NRHP within three miles of the ED-NS segment, 20 are less than one mile from the segment centerline, 133 properties are between one mile and two miles from the segment centerline and 96 properties are beyond two miles from the segment centerline. There are no site boundaries crossed by the ED-NS segment.

There are no historic districts identified among the properties pre-determined eligible for listing on the NRHP within three miles of the ED-NS segment centerline.

Of the 95 individual historic properties and districts pre-determined eligible for listing on the NRHP within three miles of the KB-PV segment, 87 occur within the KB-CT segment while eight occur within the CT-PV segment. Within the KB-CT segment, eight are less than one mile from the segment centerline, 57 properties are between one mile and two miles from the segment centerline and 22 properties are beyond two miles from the segment centerline. Within the CT-PV segment, two are less than one mile from the segment centerline, two properties are between one mile and two miles from the segment centerline and four properties are beyond two miles from the segment centerline. There are no site boundaries crossed by the KB-PV segment.

There are no historic districts identified among the historic properties pre-determined eligible for listing on the NRHP within three miles of the KB-PV segment centerline.

1.3.1.3 Archeological sites pre-determined eligible for listing on the NRHP

Of the 32 individual NRHP-listed archeological properties and districts within three miles of the ED-NS segment, nine are less than one mile from the segment centerline, eight properties are between one mile

Of the 59 individual NRHP-listed archeological properties and districts pre-determined eligible for listing on the NRHP within three miles of the KB-PV segment, 48 occur within the KB-CT segment while 11 occur within the CT-PV segment. Within the KB-CT segment, 34 are less than one mile from the segment centerline, nine properties are between one mile and two miles from the segment centerline and five properties are beyond two miles from the segment centerline. Within the CT-PV segment, three are less than one mile from the segment centerline, two properties are between one mile and two miles from the segment centerline and six properties are beyond two miles from the segment centerline. There are no site boundaries crossed by the KB-PV segment.

There are two archeological districts identified among the properties pre-determined eligible for listing on the NRHP within three miles of the KB-PV segment centerline. Both are approximately two miles from the segment centerline.

1.3.2 Assessment of Project Visual Impact on NRHP Listed and Pre-determined Eligible Properties

1.3.2.1 Listed sites

A visibility assessment of NRHP-listed properties was conducted for the ED-NS segment using Project viewshed maps based on existing structures (existing viewshed) and preliminary design (proposed viewshed). According to this assessment, six NRHP-listed properties are subsurface sites and are not impacted visually, 59 NRHP-listed properties are located outside the viewshed of both the existing transmission line facilities and the proposed transmission line facilities and 46 properties are located within both existing and proposed transmission line facility viewsheds. For the properties located within the proposed viewshed, the proposed ED-NS segment will result in no net change in extent of visibility or visual impact except for the qualitative change relating to the new structure design. Six NRHP-listed properties were identified as being located outside the viewshed of the existing transmission line facilities but having potential visibility of the ED-NS segment (see Table 1.3-1). One NRHP-listed property was identified as being located inside the viewshed of the existing transmission line facilities but having no potential visibility of the proposed ED-NS segment (see Table 1.3-1).

Within the CT-PV segment, 19 NRHP-listed properties are located outside the viewshed of both the existing transmission line facilities and the proposed transmission line facilities and nine properties are located within both existing and proposed transmission line facility viewsheds. For the properties located within the proposed viewshed, the proposed KB-PV segment will result in no net change in extent of visibility or visual impact except for the qualitative change relating to the new structure design. Within the CT-PV segment, three NRHP-listed properties were identified as being located outside the viewshed of the existing transmission line facilities but having potential visibility of the proposed CT-PV segment (see Table 1.3-1).

1.3.2.2 Historic sites pre-determined eligible for listing on the NRHP

A visibility assessment of historic sites pre-determined eligible for listing on the NRHP was conducted for the ED-NS segment using Project viewshed maps based on existing structures (existing viewshed) and preliminary design (proposed viewshed). According to this assessment, 216 NRHP-listed properties are located outside the viewshed of both the existing transmission line facilities and the proposed transmission line facilities and 31 properties are located within both existing and proposed transmission line facility viewsheds. For the properties located within the proposed viewshed, the proposed ED-NS segment will result in no net change in extent of visibility or visual impact except for the qualitative change relating to the new structure design. One historic site pre-determined eligible for listing on the NRHP was identified as being located outside the viewshed of the existing transmission line facilities but having potential visibility of the proposed ED-NS segment (see Table 1.3-2). One historic site pre- determined eligible for listing on the NRHP was identified as being located inside the viewshed of the existing transmission line facilities but having no potential visibility of the proposed Project (see Table 1.3-2).

A visibility assessment of historic sites pre-determined eligible for listing on the NRHP was conducted for the KB-PV segment using Project viewshed maps based on existing structures (existing viewshed) and preliminary design (proposed viewshed). Within the KB-CT segment, 32 historic sites pre-determined eligible for listing on the NRHP are located outside the viewshed of both the existing transmission line facilities and the proposed transmission line facilities and 53 properties are located within both existing

For the properties located within the proposed viewshed, the proposed KB-PV segment will result in no net change in extent of visibility or visual impact except for the qualitative change relating to the new structure design. Within the KB-CT segment, two historic sites pre-determined eligible for listing on the NRHP were identified as being located within the viewshed of the existing transmission line facilities but not having potential visibility of the proposed KB-CT segment (see Table 1.3-2).
