Born in Isle Madame, he was a son of the late Dan and Effie (Robinson) MacNeil. He was a member of St. Joseph’s Parish and Knights of Columbus. He retired from the CNR where he worked aboard the Bluenose ferry. He is survived by five daughters, Mary (Mrs. David Ellig), Ariss, Ont.; Rose Marie Caron, Guelph, Ont.; Sister Cecelia MacNeil, Sisters of Charity, Halifax; Eileen (Mrs. Bill MacLeod), Lower Sackville; Rebecca (Mrs. Alex Macinnis), Kingsville; two sons, Michael, Raymond, both of Hamilton, Ont.; a brother, Roderick, Sydney; five sisters, Stella (Mrs. Harold Knickle), Catherine (Mrs. Aaron Wicks), Mrs. Violet Munroe, all of Halifax, Helen (Mrs. Dan MacNeil), Iona; Mrs. Florence Whalen, Orangedale; 21 grandchildren, 11 great-grandchildren. He was predeceased by his wife, the former Mary Ann MacDonald, two daughters, a son, all in infancy; two brothers, Jack, Charles; a sister, Rose. The body will be in W.J. His brother, Rev. A. Poirier officiated. He was a veteran of the First World War. He is survived by his wife, the former Anita Pertus, three sons, Norman, Toronto; Russell and Claude, D’Escousse; two daughters, Thelma, D’Escousse; Claire (Mrs. Wilfred Baccardax), Halifax; a sister, Mrs. Hortense McGrath; one brother, Father Poirier, Arichat, and 11 grandchildren. She was a member of St. Croix Parish, Pomquet. She is survived by her husband, Arthur, four daughters, Anteen and Rachel (Mrs. Joseph Broussard), both of Pomquet; Dolores Ann (Mrs. John Broussard), Mount Uniacke; Evelyn (Mrs. Michael Benoit), Newton; Mass.; six sons, Moses, Sandy, Jacques and Jimmy, all of Pomquet; Anthony, Heatherton, Antigonish County; Mario, Hamilton, Ont.; two sisters, Mildred (Mrs. Leonard MacDonald), Pomquet; Adele (Mrs. Floyd Jessome), Sydney Mines; a brother, Moses, Pomquet; 25 grandchildren; a great-grandchild. She was predeceased by a sister, Madilaine; two brothers Francis and Theodore; a grandson, Paul. The body is in Curry Brothers Funeral Home, Antigonish. Born in Woodside, be was a son of the late Albert and Alice (Mombourquette) Gracie. He was employed with Imperial Oil Ltd. for 33 years. During the Second World War, he served with the Royal Regiment of Canadian in France, Germany and Holland. He was a member of the Royal Canadian Legion, Somme Branch, Dartmouth. Surviving are his Wife, the former Mary MacDonald; two daughters; Merle; Toronto; Roslyn, at home; two sons, Wayne, Brian, at home; and one sister Mary (Mrs. Ed Porter), Charlottetown. He was predeceased by one brother George. The body is at the Dartmouth Funeral Home. Funeral mass will be held tomorrow at 10 a.m. in St. Thomas More Church, Rev. Robert MacDougall officiating. He was a member of St. Francis de Sales Church, Lower River, and he was a former employee of the CNR. He is survived by his wife, the former Theresa Cogswell; two sons, Walter, Antigonish; William, Lower River; Three daughters, Mary, Pictou; Catherine, (Mrs. Joseph Totten), and Anne, both of Lower River, two brothers, Ernest, Lower River, Robert, Sydney Mines. He was predeceased by four brothers, Five sisters and an infant son. The body will be at home after 5 p.m. today. Funeral service will be 11 a.m. Wednesday in St. Francis de Sales Church, Rev. She is survived by her husband, Bartholemew James (Barney), four brothers, Leo P., Wallace, Gordon, all of L’Ardoise; Clarence, Boston; six sisters, Rose, Irene (Mrs. Joseph Gaudet), Mrs. May Kawuza, Emeline Peters, Emma (Mrs. Urbian Martell), all of L’Ardoise; Sophie (Mrs. Harold Doe), Toronto; many nieces and nephews. Prior to his semi-retirement in 1984, he was a self-employed contractor. He served overseas during the Second World War. For 36 years he was superintendent at the Lindloff federal fish hatchery here. The third assessment of the Intergovernmental Panel on Climate Change (IPCC) indicates that there will be an increase in mean global sea-level from 1990 to 2100 between 0.09 m and 0.88 m (Church et al. 2001). The latest IPCC Assessment Report 4 (AR4) has projected global mean seal-level to rise between 0.18 and 0.59 m from 1990 to 2095 (Meehl et al. 2007). However as Forbes et al. (2009) point out, these projections do not account for the large ice sheets melting and measurements of actual global sea-level rise are higher than the previous predictions of the third assessment report. Rhamstorf et al. (2007) compared observed global sea-level rise to that projected in the third assessment report and found it exceeded the projections and have suggested a rise between 0.5 and 1.4 m from 1990 to 2100. Thus, Forbes et al. (2009) use the upper limit of 1.3 m as a precautionary approach to sea-level rise projections in the Halifax region.

I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation is about influence which is defined as the ability to move ideas forward within, and in some cases across, organizations. More specifically it is about an extraordinary organization called the Club of Rome (COR), who became advocates of the idea of greater use of systems analysis in the development of policy. The systems approach to policy required rational, holistic and long-range thinking. It was an approach that attracted the attention of Canadian Prime Minister Pierre Trudeau. Commonality of interests and concerns united the disparate members of the COR and allowed that organization to develop an influential presence within Canada during Trudeau’s time in office from 1968 to 1984. The story of the COR in Canada is extended beyond the end of the Trudeau era to explain how the key elements that had allowed the organization and its Canadian Association (CACOR) to develop an influential presence quickly dissipated in the post- 1984 era. The key reasons for decline were time and circumstance as the COR/CACOR membership aged, contacts were lost, and there was a political paradigm shift that was antithetical to COR/CACOR ideas.

Lewis Carleton University [email protected] Paper for Presentation at The Annual Meeting of the Canadian Political Science Association Concordia University, Montreal June 2010 Introduction For a variety of reasons, the careers of Canadian provincial premiers have escaped explicit academic attention. Premiers are found frequently in Canadian political science literature, but more for direct roles and actions – in questions of the constitution, federalism, public policy and electoral and legislative studies – instead of longitudinal study and analysis. This fits a pattern of neglect in the field; some academics have lamented the lack of direct attention to provincial politics and history (Brownsey and Howlett 2001). The aggregate imprints of premiers are relatively ignored outside of regional and provincial treatments. No pan- Canadian assessment of premiers exists, and probably for good reason. The theoretical and methodological concerns with asking general research questions about premiers are plenty; leadership theory and historical approaches provide some foundations but any approach is going to confront conceptual challenges. This is where this study is found – in a void of precedents but a plethora of qualitative data. 2 Regardless of methodological challenges, some historians, political scientists and members of the media have not shied away from ranking and assessing national leaders. Some of the more popular treatments (from the popular culture version to the more academic approach) include Ferguson’s Bastards and Boneheads , Granatstein and Hillmer’s Prime Ministers: Ranking Canada’s Leaders , and Bliss’s Right Honourable Men . Bliss (xiv), the esteemed historian, is skeptical of such endeavours, “While this is Canadian history from Parliament Hill, I am not a Hegelian and I do not believe that political leaders, least of all prime ministers of Canada, are personifications of the world spirit.
