Interstate Bridge Replacement Program December 2019 Progress Report December 2019 Progress Report i This page intentionally left blank. ii Interstate Bridge Replacement Program December 2, 2019 (Electronic Transmittal Only) The Honorable Governor Inslee The Honorable Kate Brown WA Senate Transportation Committee Oregon Transportation Commission WA House Transportation Committee OR Joint Committee on Transportation Dear Governors, Transportation Commission, and Transportation Committees: On behalf of the Washington State Department of Transportation (WSDOT) and the Oregon Department of Transportation (ODOT), we are pleased to submit the Interstate Bridge Replacement Program status report, as directed by Washington’s 2019-21 transportation budget ESHB 1160, section 306 (24)(e)(iii). The intent of this report is to share activities that have lead up to the beginning of the biennium, accomplishments of the program since funding was made available, and future steps to be completed by the program as it moves forward with the clear support of both states. With the appropriation of $35 million in ESHB 1160 to open a project office and restart work to replace the Interstate Bridge, Governor Inslee and the Washington State Legislature acknowledged the need to renew efforts for replacement of this aging infrastructure. Governor Kate Brown and the Oregon Transportation Commission (OTC) directed ODOT to coordinate with WSDOT on the establishment of a project office. The OTC also allocated $9 million as the state’s initial contribution, and Oregon Legislative leadership appointed members to a Joint Committee on the Interstate Bridge. These actions demonstrate Oregon’s agreement that replacement of the Interstate 5 Bridge is vital. As is conveyed in this report, the program office is working to set this project up for success by working with key partners to build the foundation as we move forward toward project development. -

Photographic survey 37 Preface This report was commissioned by Mr Tom Dolan, the owner of Belmont Mills. Its purpose is to assess the site’s industrial heritage merit and set out an action plan for the conservation of those buildings which are of special heritage significance. The first chapter reviews the site’s historical development from the mid 1700s to the present day. This is followed by a description of the various buildings within the complex and also the waterworks by which it was powered. Chapter four focuses on the oat mill and the machinery therein. The next two chapters assess the buildings’ industrial heritage merit and highlight the threats to which those of most significant are exposed. Finally, chapter 7 sets out an action plan for the physical conservation of these buildings. I should like to thank Tom and his family for their most generous hospitality during by survey work, and also David Perry, the site’s previous owner, for additional historical information. Dennis: Criminal Law as Family Law CRIMINAL LAW AS FAMILY LAW Andrea L. Dennis* INTRODUCTION Paul wanted to live with either his mother or his girlfriend in his old neighborhood, but his supervision officer told him he could not live in the neighborhood because that is where he would get in trouble. Instead, Paul lived in a three-quarter rooming house, hoping his mom or girlfriend would soon move so he could live with one of them.1 James wanted to visit his daughter who lived out of state, but his supervision officer would not authorize the travel.2 Alex was arrested on a parole-violation warrant while at the hospital with his girlfriend awaiting the birth of their child.3 Chuck worried that when he visited with his daughter at a court- supervised daycare, police would arrest him in front of his daughter for a warrant violation.4 The stories of Paul, James, Alex, and Chuck—all of whom were being supervised in the community as part of a criminal case—reveal the extent to which the criminal justice system can interfere with family life and family autonomy.5 Their stories, though, are but a small sample of what individuals and families under criminal justice control experience. -

A Report on the 2003 Parks Levy Investment Objective 1: Restore
A Report on the 2003 Parks Levy Investment In November 2002, Portland voters approved a five-year Parks Levy to begin in July 2003. Levy dollars restored budget cuts made in FY 2002-03 as well as major services and improvements outlined in the Parks 2020 Vision plan adopted by City Council in July 2001. In order to fulfill our obligation to the voters, we identified four key objectives. This report highlights what we have accomplished to date. Objective 1: Restore $2.2 million in cuts made in 2002/03 budget The 2003 Parks Levy restored cuts that were made to balance the FY 2002-03 General Fund budget. These cuts included the closure of some recreational facilities, the discontinuation and reduction of some community partnerships that provide recreational opportunities for youth, and reductions in maintenance of parks and facilities. Below is a detailed list of services restored through levy dollars. A. Restore programming at six community schools. SUN Community Schools support healthy social and cross-cultural development of all participants, teach and model values of respect and inclusion of all people, and help reduce social disparities and inequities. Among the difficult reductions proposed, Urban Forestry could be effected by elimination of the $185,000 Dutch Elm Disease (DED) Treatment program. The City of Portland has minimized the spread of DED and avoided the decimation of the American elm (Ulmus americana) with a successful elm monitoring and treatment program. Without advanced warning, rapid detection and removal, the American elm could ultimately vanish from our landscape. Eastmoreland, Ladd’s Addition, the South Park blocks, Lents Park, Laurelhurst Park, and Overlook Park are areas where elms play a significant role in neighborhood identity. "Many communities have been able to maintain a healthy population of mature elms through a vigilant program of identification and removal of diseased elms and systematic pruning of weakened, dying or dead branches" -Linda Haugen, Plant Pathologist, USDA Forest Service Eliminating this program will also require adjacent property owners to cover the cost of removing DED- infected street trees themselves. The cut will also reduce citywide 24/7 emergency response to clear roads of trees which have fallen during storms, and reduce regular maintenance of publicly-owned trees- additional activities performed by some of the same staff . -

The partners that have collaborated to prepare this application share the belief that in selecting the Portland region, FHWA will wisely invest in a community that is ready to advance its efforts in collaborative transportation system management. The Portland region is a low risk, high reward “living laboratory” demonstration site for the ICM program. All the puzzle pieces are in place, the region just needs a plan and momentum around a collaborative integrated corridor management project to maximize the I-84 corridor, which includes Oregon’s busiest and most unreliable stretch of freeway.
