INTRODUCTION 1 State and District Vision The Government of Maharashtra (GoM) has recently announced its vision of making the state Open Defecation Free (ODF) by March 2018.1 In order to contribute to this vision of the GoM, Zilla Parishad, Nanded decided to make the district ODF by December 2017 and developed an appropriate strategy and detailed action plan, outlined in this document. 1.1 Current sanitation situation in the district A snapshot of the sanitation situation, as of January 2017, with respect to baseline Survey 2012 (BLS-2012) is presented in Table-1 below. Table-1: Sanitation coverage in Nanded district: Total Units 16 Blocks 1306 Gram Panchayats 4,51,045 hhs (GPs) Sanitation coverage 0 block ODF 70 (5.36%) 1,76,225 hhs (39.07%) Target 16 1236 (94.64%) 2,74,820 hhs (60.92%) Source: http://sbm.gov.in/sbmreport/Report/Physical/SBM_TargetVsAchievement.aspx/07.01.2017 1.2 The Targets 1.2.1 Target as per BLS 2012 IHHL target and achievement An analysis of block wise status of 100% sanitation reveals that out of the 16 blocks 80% to be made ODF, 1 block has coverage 60% 40% above 65%, 4 blocks have coverage 20% between 45% and 65%, 8 blocks have 0% coverage between 30% and 45%, and Loha Biloli Umri remaining 3 blocks have coverage below Deglur Mahur Kinwat Bhokar Nanded Naigaon Mukhed Kandhar Hadgaon Ardhapur Mudkhed 30%. Details are given in table-2, below. Dharmabad Himayatnagar Achivement Target Five blocks (Kandhar, Kinwat, Loha, Mukhed and Hadgaon) have a target above 1 Announcement by Hon Chief Minister of Maharashtra on 19/11/2016 PriMove Pune UNICEF Mumbai Nanded District Swachhata Plan 3 25,000 units in 380 GPs and contribute about 54% of the total target. Hence, these blocks need special attention. There are 189 GPs which have target below 50 IHHLs. Total 222 GPs have target above 350 IHHLs and these 222 GPs bear nearly 41.42% (1,13,844 IHHLs) of the district’s target. ENABLING FACTORS AND BOTTLENECKS Nanded district has done well in moving towards achieving 100% ODF status in the district. This achievement is due to a vibrant enabling environment, though bottlenecks exist in some aspects. The same are presented in the schematic below. In moving forward, this strategy aims to strengthen the enabling factors and address bottlenecks. - Large geographical area with -Utmost importnace by the high number of blocks CEO- regular reviews, -Psychological barriers for monitoring usage of toilets -Social media based daily -High number of big GPs ( 206 monitoring mechanism GPs with more than 500 already functional households) -Smooth and timely fund -Access to internet facilities to transfers BRCs only in 6 blocks -Capable and dedicated staff -5 BCs and 13 CCs posts vacant -Availability of manpower (almost 33%) out of 16 and 39 trained on ODEP (4 master sanctioned posts respectively trainers and 8 motivators) - Language barriers in blocks BOTTLENECKS -Good efforts for IEC/ BCC for situated on state boundaries toilet + bathroom -Issues in baseline survey data ENABLING ENVIRONMENT ENABLING construction -Less human power with -High promotion of magic pit technical knowledge of two for excreta management pit toilets - Material for toilet -Less involvement from village constructionis available in all level functionaries of other blocks departments -Less effective convergence of government schemes -Less time period available for achieving the target PriMove Pune UNICEF Mumbai Nanded District Swachhata Plan 7 3. THE STRATEGY This section presents the strategy and action plan adopted by Zilla Parishad, Nanded to achieve the goal of making the district ODF by December 2018. While the primary aim of the strategy is to cover the BLS-2012 target, the strategy also focuses on covering additional families without toilets and families with defunct toilets, in convergence with other programs. Another key focus area of the strategy is to ensure sustainability of the ODF status. The unit of planning in this strategy is a block and builds on three pillars; (i) Demand Management (ii) Demand Response Mechanism and (iii) Oversight and monitoring. Key elements of these pillars are explained in the schematic diagram presented below. • Strategic planning and prioritization of IHHL construction • Rolling out ODEP process for generating

  • The Scenario of Christmas 2018 Is Distressing and Thought-Provoking
MSFS PROVINCIALATE, 23, 24 Residency Road, Sadar, Nagpur 440001 Ph: 91-712-2527805. Mobile: 09422189042 [email protected]; [email protected] [email protected]; [email protected] [email protected]; [email protected] JBM – 12 CIRCULAR TO ALL THE MEMBERS OF THE PROVINCE 24.12.2018 CHRISTMAS 2018: ‘GOD WITH US - GOD LIKE US’ The scenario of Christmas 2018 is distressing and thought-provoking. It is being celebrated amidst a precipitous collapse in people’s perspective to the ideologies of political parties, and the scenario is reduced to intense political and religious contestation and of syncretic accomplishments. The ugly colour of autocracy and its passions concoct constitutional values and sacrifice truth at the altar of selfishness. Religions are becoming weaker in guiding and dictating one’s moral norms, thus mass increase of murders, rapes and violence penetrate human lives through various means. On the one hand, the dignity of human life with all its ramifications is given less importance as suicide becomes the norm of the day. On the other hand, social institutions like marriage and family relationships are becoming less significant and lifelong commitment in marital relationship in the coming days may become a thing of the past. Both the electronic and print media have become self-styled courtrooms as they inject the venom of radical religiosity and inter-faith violence into society’s bloodstreams; fabricate economic and financial data to suit the whims of the powerful; destabilize the fabric of social life, rip families asunder, turn bosom pals into back-stabbers, sink careers and send reputation into a death spiral, as against the majestic power of the media to build and mould the future generations.
