INTRODUCTION 1 State and District Vision The Government of Maharashtra (GoM) has recently announced its vision of making the state Open Defecation Free (ODF) by March 2018.1 In order to contribute to this vision of the GoM, Zilla Parishad, Nanded decided to make the district ODF by December 2017 and developed an appropriate strategy and detailed action plan, outlined in this document. 1.1 Current sanitation situation in the district A snapshot of the sanitation situation, as of January 2017, with respect to baseline Survey 2012 (BLS-2012) is presented in Table-1 below. Table-1: Sanitation coverage in Nanded district: Total Units 16 Blocks 1306 Gram Panchayats 4,51,045 hhs (GPs) Sanitation coverage 0 block ODF 70 (5.36%) 1,76,225 hhs (39.07%) Target 16 1236 (94.64%) 2,74,820 hhs (60.92%) Source: http://sbm.gov.in/sbmreport/Report/Physical/SBM_TargetVsAchievement.aspx/07.01.2017 1.2 The Targets 1.2.1 Target as per BLS 2012 IHHL target and achievement An analysis of block wise status of 100% sanitation reveals that out of the 16 blocks 80% to be made ODF, 1 block has coverage 60% 40% above 65%, 4 blocks have coverage 20% between 45% and 65%, 8 blocks have 0% coverage between 30% and 45%, and Loha Biloli Umri remaining 3 blocks have coverage below Deglur Mahur Kinwat Bhokar Nanded Naigaon Mukhed Kandhar Hadgaon Ardhapur Mudkhed 30%. Details are given in table-2, below. Hence, these blocks need special attention. There are 189 GPs which have target below 50 IHHLs. Total 222 GPs have target above 350 IHHLs and these 222 GPs bear nearly 41.42% (1,13,844 IHHLs) of the district’s target. ENABLING FACTORS AND BOTTLENECKS Nanded district has done well in moving towards achieving 100% ODF status in the district. This achievement is due to a vibrant enabling environment, though bottlenecks exist in some aspects. The same are presented in the schematic below. THE STRATEGY This section presents the strategy and action plan adopted by Zilla Parishad, Nanded to achieve the goal of making the district ODF by December 2018. While the primary aim of the strategy is to cover the BLS-2012 target, the strategy also focuses on covering additional families without toilets and families with defunct toilets, in convergence with other programs. Another key focus area of the strategy is to ensure sustainability of the ODF status. The unit of planning in this strategy is a block and builds on three pillars; (i) Demand Management (ii) Demand Response Mechanism and (iii) Oversight and monitoring.
