It describes an important part of Swedish history that had previously been little known. The White Paper has been very well received. APSA 2002 Abstract Sweden is an excellent environment to set out a test in: if there's any place we should find a relationship between political trust and social capital it would be here. Having had the last wars at the beginning of the 1800s, Sweden has been a very fertile ground for active popular movements and a vibrant civil society. The crucial question today is, whither there is a connection between lowered political trust in society and activities in these movements and associations. The article examines Robert D. Putnam's claim that social capital spurs the [political] trust in society, but also tests a counter claim. That is, only when we find trustworthy judicial institutions, practicing just and fair procedures, the citizens can relax and feel secure enough to devote time to develop networks of social capital and trust. The tests are carried out on basically three different levels: national, local and on aggregate municipal. The results are proving that in terms of interpersonal trust, Putnam is right. Persons having a higher trust in other people, are also more likely to carry higher political trust. In terms of associational membership and activism, social capital does not explain political trust. -

Proposals for Society Participation in River Basin Management in Lithuania Jurate Morkvenaite-Paulauskiene Environemtal Club Zvejone 2015 Introduction Solutions and prevention for environmental problems are determined not only by perfect laws and optimal economic measures — what also important is a friendly public opinion along with relevant valuable attitude, awareness and active participation in the consideration and implementation of various levels of decision- making. The development of public environmental awareness is getting more and more important for realization of environmental policy and in pursuit of sustainable development in the broad sense, and public information and education becomes a fundamental assumption of change and civil activity. Environmental public awareness is a very important process in ensuring that the society and civil authorities are actively involved in the formation of environmental policy and decision-making. In order to encourage people’s understanding and responsibility for the environment, it is essential to spread information as widely and intensively as possible using attractive, easily accessible and acceptable means. Access to the relevant information is the basis for raising public awareness, providing more responsible attitude towards the environment, greater participation in the river basin district management process. Article 14 of Water Directive is intended for public information and consultation. The programme of measures determines the measures for water use and protection in order to achieve objectives in respect of water protection, set in the Article 22 and 23 of the Law on Water of the Republic of Lithuania. The Article 25 and 29 of the Law on Water of the Republic of Lithuania governs society’s active participation in forming, reviewing and updating the river basin district management plans and programmes of measures. -

Paper analyses the infrastructure and landscape components of former manors located outside settlements in the district of Pakruojis, Lithuania, and examines their suitability for employment within recreational activities. Historical data on former manors were collected by analyzing archival material and were supplemented with information obtained during expeditions by interviewing the people who currently live in the former manors. All described manors, buildings, and historical greenery have been established in open places. No parts of villages, roads, forest or forest stands are incorporated in these territories. The surveyed former manors are accompanied by parkland. The manor parks analyzed in this study are dominated by native plants, which account for at least 75% of the trees. An analysis of the diversity of the species revealed that Tilia cordata prevails (54-74%) in the majority of manors. The variety of park styles reflects the evolution of the European parks from Baroque parks (Geruciai, Pamusis II) to Romanticism (Dovydiskis) style. -

Arbetet behandlar även hur föroreningar kan spridas i vatten i samband med skred och då på vilket sätt dricksvattnet i kommunen kan komma att påverkas. Metoder som använts är litteraturstudier i samband med en intervju med tjänstemän från Lilla Edets kommun och bearbetning av strömhastigheter i ett Geografiskt informationssystem. Förutom att se till föroreningsförflyttning lyfts även exempel på hur det går att använda situationen med skredrisk i Lilla Edets kommun i geografiundervisning på gymnasienivå. Resultatet redovisas i form av intervjusvar samt kartor och en tabell. Studien har fokuserats på den tid det tar för föroreningar i skredmassor att nå dricksvattenintaget, sett till olika strömhastigheter och flöden. Beräkningar har gjorts från tre valda skredplatser vilket medfört ett resultat av sex möjliga händelseförlopp där den längsta tiden för skredmassor att nå vattenintaget är drygt 5 timmar och den kortaste tiden är 20 minuter. Utifrån intervjun går det att säga att Lilla Edets kommun gör stora stabilitetshöjande åtgärder för att minska skredrisken men inte ser specifikt till miljöfarliga verksamheter och förorenad mark. -

National Strategy for Climate Change Adaptation
Description of the Government Bill 2017/18:163 National Strategy for Climate Change Adaptation The main content of the bill The bill proposes two changes to the Planning and Building Act (2010:900) with the aim of improving municipalities’ preparedness for climate change. One of these changes involves a requirement for municipalities to provide their views in their structure plans on the risk of damage to the built environment as a result of climate-related flooding, landslides and erosion, and on how such risks can be reduced or eliminated. The other change involves the municipality being able to decide in a detailed development plan that a site improvement permit is required for ground measures that may reduce the ground’s permeability and that are not being taken to build a street, road or railway that is compatible with the detailed development plan. The Government also reports on a National Strategy for Climate Change Adaptation in order to strengthen climate change adaptation work and the national coordination of this work in the long term. The strategy was announced in the Government’s written communication ‘Kontrollstation för de klimat- och energipolitiska målen till 2020 samt klimatanpassning’ (‘Control station for the 2020 climate and energy policy objectives and climate change adaptation’, Riksdag Communication 2015/16:87). Through the strategy, the Government also meets its obligations in accordance with the Paris Agreement and the EU Strategy on Adaptation to Climate Change, in which a national climate change adaptation strategy is highlighted as a central analytical instrument that is intended to explain and prioritise actions and investments. -
