It attempts to provide empirical evidence of the extent and nature of the gender imbalance in politics, particularly within the Liberal Party, discuss its consequences and construct an intellectual and philosophical framework to address the disparity based on Liberal principles. The 2015 paper drew from the Menzies Research Centre’s Gender and Politics Forum held in Melbourne on 26 June 2015. The Forum’s programs encompass current and emerging political, security, economic and business issues and works to help stimulate cooperative policies in the Asia Pacific region through analysis and dialogue undertaken with the region’s leaders in the academic, government, and corporate areas. The Forum collaborates with a network of more than 30 research institutes around the Pacific Rim, drawing on Asian perspectives and disseminating its projects’ findings and recommendations to opinion leaders, governments, and publics throughout the region. We regularly cosponsor conferences with institutes throughout Asia to facilitate nongovernmental institution building as well as to foster cross- fertilization of ideas. A Board of Directors guides the Pacific Forum’s work. The Forum is funded by grants from foundations, corporations, individuals, and governments.   • Election Campaign Offered Voters a Clear Ideological Choice
    5 IDEOLOGY AND POPULISM Carol Johnson1 The 2019 Australian federal election campaign offered voters a clear ideological choice. However, this was largely due to Labor’s ambitious agenda that sought to address issues of rising inequality and to increase government revenue to fund government services and benefits. The Liberal Party’s ‘small target’ strategy articulated its more neoliberal ideological position largely via critiquing Labor’s tax and spending policies. The election campaign also displayed elements of both left-wing and right- wing populism, in which ‘we the people’ are mobilised against a perceived predatory enemy: ‘them’. In a shift away from neoliberal ideological perspectives, Labor depicted itself as representing the people (particularly the working and middle classes) against the more economically privileged ‘top end of town’. Scott Morrison took a more neoliberal populist position, mobilising the people against big government by depicting himself as an ordinary bloke trying to stop Labor from ripping off and spending taxpayers’ money. Two minor right-wing parties displayed more fully blown populist agendas and were a significant source of preferences for the Coalition Government—namely, Pauline Hanson’s One Nation (PHON) and Clive Palmer’s United Australia Party (UAP). 1 This chapter draws on some material from an Australian Research Council–funded project (DP140100168), ‘Expanding equality: A historical perspective on developments and dilemmas in contemporary Australian social democracy’. My thanks to the discussants (Frank Bongiorno and Mark Evans), the convenors and other participants at the 2019 federal election workshop for their feedback on the initial draft of this chapter. 91 MORRISON'S MIRACLE Given that much of the Liberals’ campaign was focused on critiquing Labor’s economic policy, this discussion will begin with an analysis of Labor’s position, before moving to an analysis of the Liberals’ position as the major party in the Coalition.

    AUSTRALIA-US/EAST ASIA RELATIONS SCOTT MORRISON, DONALD TRUMP, AND THE INDO-PACIFIC GRAEME DOBELL, AUSTRALIAN STRATEGIC POLICY INSTITUTE Echoing uncertain geopolitical times, Australian politics confounded opinion polls and pundits at the May 18 federal election. Re-election of the Liberal-National coalition government was a “miracle” result, according to Prime Minister Scott Morrison. The surprise victory transformed Morrison’s authority within his party and the country – and burnished his relationship with US President Donald Trump. Morrison says the shift in the US-China relationship from engagement to competition is “inevitable,” calling for the Indo-Pacific to deepen patterns of cooperation so the competition does not become adversarial. Australia was an early adopter of the Indo-Pacific concept, describing it as a useful geographic construct. Now Australia is embracing the Indo-Pacific not merely as construct, but as a US strategy – the Free and Open Indo-Pacific.     Senator Hollie Hughes Liberal Senator for New South Wales Maiden Speech 5pm 30 July 2019 *** CHECK AGAINST DELIVERY*** Thank you, Mr President. I’d like to acknowledge that we are meeting today on the traditional lands of the Ngunnawal People. I acknowledge them as custodians and traditional owners of this land and I extend my respect to their elders, past and present. I am so deeply humbled and honoured to stand here in this chamber as a newly elected Australian Senator, representing the state of NSW and the Liberal Party of Australia. My journey to this place began 44 years ago, and of all the political leaders to share a birthday with, it turned out I was fated to share mine with Abraham Lincoln. I’m sure none of us in the class of 2019 would claim to be heirs to Lincoln. But standing here in this great Parliament, we all feel the power of his words. His description of democracy that has never been bettered: “Government of the people, by the people, for the people.” His conviction that democracy has to be protected – it has to be worked for, fought for, and sacrificed for. And his strong belief – a belief I share – that politics is about empowering individuals, not engineering society. Today I think of the founders and builders of our own Australian democracy – politicians inside this Parliament, but also countless everyday Australians outside it. And I make this observation. Until relatively recently, that history of our country – and so many others – has been told as the history of great men.
